elect~on returns was officially checked by the Eoard ~em~ers. The vote was
as follows: W!l]ard J. _.=nderson polled k7 votes.

~e a'cove ccunt of the clerks was found to be correct and Ernest Erasure
and R. C. Hillman are the new members of the Board. ~'e Ballot Box was
then locked and is to be kept locked until the specified time has expired.
The term of Lionel Hansen expired as of tonight. ~e new members, Frasure
and Hi!!man were then sworn in by the Clerk. Election of Chairman of the
Eoard followed. Nominations - Hillman nominated Vatenty and Fenwick seoo~ded
the nomination. Ward moved that nominations close a=d that Valenty be
elected by acclamation. Fenwick seconded the movement and Valenty was
elected Chairman of the ~oard.
It"was oointed out by Va!enty that residents of Hayfield Airport were
denied the right to vote by Judges of the election. The judges based their
denial on the Village Minutes and a written report from :~ittier which is
on file.
Appointments by Chairman with concurrence of ~oard as follows:
Carl L. Hensley - Police Officer - Ail in favor.
Geneva Valenty - Clerk - Ail in favor.
Ken_eth Kennedy Treasurer - Ail in favor.
R. M. ),~ittier - Attorney - Ail in favor.
Carl L. Hensley - Watermaster & Fire Chief - Ail in favor.
Richard P. Hall - Folice Judge - Ail in favor.
Discussion on Police Judge ~,,rard- The Judge

be on the job and available with less chasing to find him. 5,~ittier - We
need some one that is available. The judge should be here at an appointed
t .... e. Vaqenty and Hens!ey are to talk to Hall. )~5~ittier - ~e Clerk can
act as ex-offioo Folice Judge. Off leer may set date of hearing. J~dge also
has ~ewer to set date of hearing. C,n traffic cases where appearance ~efore
the ~ud~.= withln ~ da77s is specified, the offender may contact the judge
and ask for a hearing if he so desires. ~'~%ittier- Have a ~e,~o ~ ~ond for each
offenc~, so Clerk has sc~¢th, ing to go by. EeniencT7 causes more criticism
than strictness.
At the
o~stion of Valenty all the Board members gave a vote of Thanks
to Eioneq Hansen for h_o~o unselfish coo~er.otion and work on the ~o=rd

Insura-~ce on ~:u.'~,p- Clerk was instructed to renew insurance with Travelers

Lic,:-~nses- ~oard advised the clerk tl~at all licenses issued last year sro
approved for this year. '
Cloverdeil Motel- A!etter of protest on water charges was received from
Cloverdell Motel ar.d read to Hoard. Upon examination of their two water
av~!icat!ons it was ~o,~nd that .~ne second application is not in use yet
and the clerk was instructed to set water rates hy the first a~plication
and advise them of the ruling..
Old Business- ',~ater- Whittier- Talked to Webb a~d he seemed favorable
for a hook-up with Pocatel!o '-later S:?stem on emergency basis, however,
~he wanted to talk to Fuger and see if ~ocatello is going to extend their
lines closer to Chubbuck before any action should he taken.
Survey Committee- Hanson. reported that his contacts were favorable for
city water and that someone should contact Clark and see if People on
Burnside want city water or wamt to continue ;~mtn their well.
Board members all a~reed that water service should be given to everyone
as revenue permits and we should not at this time consider a reduction
in the mill levy should the Bond election carry,
Bell Trailer Court- asked for two more connections. The Board granted
this request.
Tax on Hayfield Airport- will be done soon,
Lights at Hawthorne & Quinn - Not installed yet. Idaho Power had other
co-~,-mittments and will get to them soon as possible.
Financial reports and delinquent water accounts for April presented to
Board.
New Business - Highway Department Meeting, no discussion now.~
Budget- Afte~ much discussion the budget for the oncoming year was set
up and the Board authorized the Clerk to Publish the Estimate of Income
and Expenses in the Alameda Enterprise.
Audit- The _~oard authorized t~e C!erk to co~tact ~urnett & ~mphr~es and
see if they ever finished the audit last year and also to contact 'Gale
Jones for a ,mew audit this ??ear. (~Zittier will contact them).
Fire Fighting Assistance - An agreement with the Naval Crdinance .~iant
on Fire Fighting Assistance was read in full by Vaienty. This is a standard
contract and the only kind of a contract the goverr~ment will enter into.
Motion by Ward, seconded by Fenwick to sign the contract. Copy is on f%le.
'Jell Site - Hensley reported that J. H.(Jim) Stuart will donate ground
for a we!,l site if the Village wants it in that location.

P.S. During the setting of the budget, Hillman recommended an increase in salary for
police officer. This recommendation was supported by ~ard & Frasure. Fenwick & Valenty
objected on the grounds of insufficient funds in the General Fund to warrant
increase in salary and also the fact that a fair and ~easonable salary was alread~
being paid. After some lenghty discussion the matter was dropped pending further action.
