MINUTES
Board Members Present: Chair Jason Mendenhall, Boyd Byrd, Mike Schwartz, Carrie Holm, Adam
Thayer, Brett Hiltbrand, and Bryson Smith. Staff Members Present: Attorney Ryan Lewis, Planning
Manager Don Matson, Development Services Manager Sean Harris, Community Services
Director Devin Hillam, and City Clerk Joey Bowers.
Mendenhall called the meeting to order at 6:OOpm.
Mendenhall asked if any commissioners had a conflict of interest with the items before the
board. None were reported.
PLEDGE ALLEGIANCE TO THE FLAG
APPROVAL OF THE MINUTES: December 10, 2024.
Mendenhall entertained a motion to approve the minutes as emailed. Schwartz moved to accept
the meeting minutes of December 10, 2024 as emailed; Thayer seconded. The full commission
approved.
GENERAL BUSINESS
An application for a preliminary plat for the Chubbuck Village Subdivision. Applicant
proposes to subdivide 1.9 acres into 1 commercial/mixed use lot, 1 common area lot, and 1 lot
dedicated to the public for street right-of-way. Property is in the NE '/4 of Section 10,
Township 6 South, Range 34 East of the Boise Meridian, Idaho, generally located at 152
Evans Lane, Chubbuck, Idaho. Current zoning designation on the property places it in the
Village (V) land use district. Application will be evaluated against standards found in
municipal code section 17.12.100. Type of Action: Recommendation.
Rob Hueseveldt from Sunrise Engineering represented the applicant. Mr. Hueseveldt
presented a 2 lot Preliminary Plat for 1 commercial building lot and 1 common area lot in
the Chubbuck Village subdivision.
Applicant Josh Ellis gave additional information on the use and future plans for this
development.
Development Services Manager Sean Harris stated that this application had been
reviewed by City Staff and appears to meet the standards of Titles 16, 17 and 18 of City
Code, and recommended approval with conditions.
Thayer motioned to recommend approval of a preliminary plat for the Chubbuck Village Div. 1 as
presented with conditions to the City Council. Schwartz seconded.
With all commission members understanding the motion they voted.

Yes; Brett Hiltbrand, Yes; Boyd Byrd, Yes; Adam Thayer, Yes; Motion carried.
2. Discussion on the Comprehensive Plan Update.
Planning Manager Don Matson gave an update on the Comprehensive Plan update, and
Community Services Director Devin Hillam gave an update on future plans.
ADJOURN: Mendenhall adjourned sine die at 6:20.
