City of Chubbuck Impact Fee Advisory Committee
Regular Meeting

MINUTES
Committee Members Present: Chair Jason Mendenhall, Boyd Byrd, Mike Schwartz, Carrie Holm,
Adam Thayer, Brett Hiltbrand, and Bryson Smith. Staff Members Present: Attorney Ryan Lewis,
Planning Manager Don Matson, Development Services Manager Sean Harris, Community
Services Director Devin Hillam, and City Clerk Joey Bowers.
Mendenhall called the meeting to order at 6:20pm.
Mendenhall asked if any committee members had a conflict of interest with the items before the
board. None were reported.
APPROVAL OF MINUTES for November 14, 2023.
Mendenhall entertained a motion to approve the minutes as emailed. Holm moved to accept the
meeting minutes of November 14, 2023 as emailed; Hiltbrand seconded. The full committee
approved.
GENERAL BUSINESS
1. The Committee may move to make a recommendation for the City Council regarding
impact fees in accordance with Idaho Code section 67 -8205(3)(d -e) or the Committee
may provide direction to City staff about what information the Committee would like to
review at the next meeting in order to file a report to the City Council.
Community Services Director Devin Hillam gave a brief history and stated that the
City of Chubbuck collects impact fees at the building permit stage for Police, Emergency
Services, and Parks. The Police and Emergency Services Department and Parks &
Recreation Division have continued to use the monies as established by their plans to
maintain levels of service and no changes are anticipated, other than a possible
inflationary adjustment.
The Board asked for a presentation from Police and Emergency Services about the
proposed use of fees before they make a recommendation to the City Council.
