BANNOCK
DEVELOPMENT CORPORATION
January 27, 2025
City of Chubbuck, Mayor England, Devin Hillam, Council, and stakeholders,
I am pleased to share the remarkable progress and substantial impact that Bannock
Development Corporation (BDC) has achieved throughout 2024, demonstrating the
powerful return on your investment in our region's economic future.
In 2024, BDC's dedication to our mission was exemplified through over 2,273 hours
invested across 40+ transformative projects. As CEO, I personally committed an average of
66 hours monthly to travel for recruitment and attraction efforts, maintaining unwavering
support for critical infrastructure like the Pocatello Regional Airport while managing regular
office duties and hours remotely to ensure continuous operations. We maintain a very
precise and useful file management system that allows us to keep confidential and
accurate project details and progress.
Our investments in regional growth have been strategic and substantial. The $100,000
Regional Marketing Rebrand and Attraction Project represents our commitment to
elevating the Portneuf Valley and SE Idaho's profile. This initiative has delivered a unified
regional brand and comprehensive marketing strategy, positioning our area for increased
revenue, business attraction, and tourism growth. The collaborative approach ensures that
all stakeholders, from cities to counties, can leverage these resources for maximum
impact.
The impact of our Business Retention and Expansion (BRE) efforts has been particularly
noteworthy. In 2024, we supported 10 BRE projects affecting over 500 jobs, while
maintaining strict confidentiality to protect our business partners' interests. This work
continues to be fundamental to our region's economic stability and growth.
Looking forward, our recruitment initiatives are targeting high-value employment
opportunities, focusing on professional service businesses offering salaries ranging from
$79,000 to $120,000+. We are actively pursuing engineers, accountants, architects,
healthcare professionals, and technology specialists while strengthening partnerships with
educational institutions to develop essential workforce pathways.
The economic horizon for 2025 is exceptionally promising, with projected capital
investments exceeding $300 million across Chubbuck, Pocatello, and Bannock County.
These investments encompass construction, equipment, and infrastructure projects,
including exciting developments in amenities and recreation that will enhance our region's
appeal.
Your $15,000 investment in BDC continues to yield substantial returns through:
- Professional economic development services at a fraction of the cost of internal staffing
- Strategic collaboration with local, state, and federal partners
- Neutralfacilitation of complex multi -stakeholder projects
- Targeted marketing and attraction efforts
- Comprehensive business retention and expansion support
- Grant pursuit and investment facilitation
We anticipate economic growth exceeding the county's previous 3% rate, driven by our
strategic initiatives and the resulting ripple effects throughout the local economy. This
growth is crucial for sustaining and improving our region's quality of life, environmental
sustainability, and social development.
I maintain an open-door policy and welcome the opportunity to discuss our work in greater
detail, building upon the 38 one-on-one stakeholder meetings conducted annually. Our
modest operational budget focuses primarily on opportunity creation, recruitment,
attraction, retention, and marketing initiatives that directly benefit our community.
Thank you for your continued support and partnership in building a thriving future for the
Portneuf Valley. Your investment enables us to pursue these vital strategic goals with the
professional expertise and dedication they deserve.
In Kindness,
*94

Name of Organization: Area Agency on Aging at SICOG
Name of Representative: Layne Bourgeous
Reason for request: We are seeking funding to support our Senior
Homemaker and Caregiver Respite Care programs, that serve
seniors and their caregivers in our community. The Senior
homemaker program helps vulnerable older adults with chores
around the home that they can no longer do without help as a
result of the infirmities of aging. The Caregiver Respite Program
gives family caregivers a small respite from their duties of taking
care of their care recipient and helps prevent caregiver burnout
and ensures that family caregivers can continue to provide
adequate and supportive care of the older adult.

Our 2024 fiscal year, which ended June 30, accomplishments include the
completion of the Ag BMP-Hawkin's Pipeline Project Phase 1 and WQPA-Cohn
Creek Restoration Project. We closed off our fiscal year strong with one last
application to the Idaho Department of Water Resources, Flood Management
Grant, which was awarded in July 2024. Ag BMP -Mud Springs & Dead Horse
Project has been delayed a few months to accommodate additional conservation
work in the Big Onion area. It is set to complete Summer 2025.
The Hawkins Pipeline Project Phase 1
successfully installed 2 water control
structures and converted 4.3 miles of open
ditch to pipeline. This project included an incredible partnership
effort between the Portneuf SWCD, NRCS and Marsh Irrigating
Company. The project was funded by NRCS-EQIP, DEQ -Ag
BMP grant and matched in cash and in -in by the Marsh Center
Irrigating Company. NRCS engineered the project and carried
out by the Marsh Center Irrigating Company. This is the biggest
project to occur in the Hawkins Creek area in decades. Portneuf
SWCD wrote and administered the DEQ -Ag BMP grant for
$225,000 of grant funding for this $1,400,000 project.

The Cohn Creels Restoration Project
restored the natural banks and habitat of
Cohn Creek, a tributary that drains into
Marsh Creek. This creek was straightened
decades ago and this project put it back to
its natural state. This project was
completed early 2024 and landowner
reported a significant booth to the health to
the area ecosystem including the natural
addition of fish in the newly constructed
creels. This project was a partnership effort
with Portneuf SWCD, NRCS, Wild Rivers
Restoration and Arimo Corporation. It was
funded by NRCS-EQIP, WQPA and
A portion of the newly constructed Cohn Creek as It connects with Marsh Creek - Arimo Corporation. Engineering was
completed by Wild Rivers Restoration.
Portneuf SWCD wrote and administered the WQPA grant for $87,638 of grant funding for this $286,151
project.
The Mud Springs and Dead Horse Project will continue improvements in the Big Onion area and the
Yellow Dog Creek Project (Completed last year). Improvements include 5 connected watering systems
and brush removal. We brought in $150,000 of grant funding for this $250,000 project. This project is
delayed accommodating additional conservation work. BLM is currently constructing similar
improvements on their land directly adjacent to this one. Once completed, this project will, implement
planned improvement that will hook into BLM's system, therefore complimenting both sets of work.
The Dempsey Creek Project will
install a bridge crossing in an area that
lost a culvert in a flooding incident in
2023. The project is located south of
the City of Lava Hot Springs. In
addition to the bridge the stream bank
will be stabilized. This project is
funded by NRCS-EQIP and IDWR-
Flood Management Grant. This
project will be completed in summer
2025.
Portneuf Soil and Water Conservation District is an Equal Opportunity Employer

location of the original culvert.
The Pocatello Creek Restoration
Project in development with a
pending grant application to the
DEQ -319 Non -point Water Source
Program. This project is intended to
implement improvements to
Pocatello Creek. The creek flows
into Pocatello City limits, is a
tributary to the Portneuf River and a
contributor of sediment pollution.
This creek is a part of the Portneuf
River Vision identified as needing
improvement to limit soil erosion.
Portneuf SWCD reached out to over
100 landowners along the creek to
scope out public interest in
conservation work along the creek
Pocatello Creek adjacent to the Fire Station
with moderately positive results. To date we have 4 interested landowners. Our pending grant is for a
Pocatello resident near the fire station that is experiencing significant erosion that has encroached into
the landowner's backyard. Due to the large number of landowners and complexities of the creek this
may be the most complicated project attempted by Portneuf SWCD to date.
Conservation education is important to us! We continued to sponsor the Idaho state FFA soil
competition, and Idaho Ag in the Classroom, Pocatello High School's 2 Envirothon Teams, Idaho
Envirothon, the Idaho State Forestry Competition, and the Portneuf Environmental Fair. This year we
participated in the Portneuf Environmental Fair Committee at our booth and provided several
educational activities. Our bee hotel creation activity was a big hit!
We believe that no effort is too big or too small to make a lasting impact on our future, which is why we
participate and will continue to participate in a variety of projects and programs. We are always looking
for more opportunities to increase conservation and to provide conservation education to residents,
landowners and organizations in both rural and urban areas.
Your support of Portneuf Soil and Water Conservation District will enable us to continue bringing
conservation projects and programs to Bannock County.
Thank you,
Portneuf Soil & Water Conservation District
