MEMO
December 4, 2024
Attn: Mayor England
Re: 24-166 Concord Properties Project at 235 W Burnside
Mr. England,
This memo serves to request a meeting with the City Council to discuss a parking
adjustment/variance for a proposed project at 235 W Burnside. We have been
corresponding and working with Mr. Don Matson on this project.
Please see below for supporting/backup documentation for this request:
Design Review Application supplemental information:
E3: Parking area memo type response/rationale:
We anticipate the need for parking spaces to be substantially less than the standard city
requirement for commercial property of 1 parking space per 200 ft2 of building space. The
back/southern buildings are very similar to the building on Tailwind (see photo below). There will
be fourteen (14) southern units and each unit will be approximately 1,536 ft2. Each unit has only
about an average of 520 ft2 of office space for a total of 7,280ft2 of office space for the fourteen
(14) units.
Each unit has a large garage area with roll -up door which can accommodate 1 vehicle, this
provides 14 parking spaces in addition to the 26 parking spaces provided in the parking lot for a
total of 40 parking spaces. The number of available parking spaces (40) will accommodate the 14
southern unit's combined 7,280 ft2 of office space, and this would provide approximately 3 spaces
per unit which is similar to what has been observed at the Tailwind property with similar units (see
Figure 1). The parking provided calculates out to approximately 1 parking space for every 185 ft2
of office space.
The two (2) front/northern buildings will have a combined approximate 7,000 ft2 of office/retail
space and there will be 28 parking spaces in the parking lot. This equates to approximately 1
parking space for every 250 ft2 of office/retail space.

property with similar units (see Figures 3-5). The parking provided calculates out to approximately

equates to approximately 1 parking space for every 250 ft2 of office/retail space. The front and
back buildings and parking lots will be interconnected via sidewalks, allowing for shared usage
and flexibility to accommodate the parking needs at different times of the day.
