CALL TO ORDER: Mayor England
PLEDGE ALLEGIANCE TO THE FLAG: Mayor England
COUNCIL PRESENT: Norman Reece, Dan Heiner, and Melanie Evans.
STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Ryan Lewis, Public Works
Director Bridger Morrison, Community Services Director Devin Hillam, Police Chief Nick
Sasser, Fire Chief Merlin Miller, Human Resource Director Scott Gummersall, and Program
Administrator Wendy Butler.
Mayor England excused Councilmember Roger Hernandez from the meeting.
APPROVAL OF MINUTES: September 4, 2024.
Councilmember Reece motioned for approval of the Council Meeting minutes.
Councilmember Heiner seconded motion for approval of minutes.
Roll Call: Reece -yes, Heiner -yes, Evans -recused, motion passed.
PUBLIC HEARING:
1. NOTICE IS HEREBY GIVEN that the City Council of the City of Chubbuck, Idaho, will
conduct a Public Hearing at 6:00 pm on September 18, 2024 in accordance with Idaho
Code 63-1311A, and with respect to the following items: to hear public comment on,
and to consider public comment regarding proposed fee increase on selected annual fee
revenue collections beginning on October 1, 2024. The departments and/or programs noted
below could: (A) exceed one hundred and five percent (105%) of the respective fee revenue
collections from the previous year (a 5% increase), (B) be requesting a new fee(s) not
charged the previous year, (C) be clarifying by changing the name of the fee, (D) be moving
the fee(s) from the Chubbuck Municipal Code into the annually adopted Fee Schedule
Resolution, and/or (E) be moving the fee(s) from one (1) exhibit to another for clarity. The
proposed fee increases are due to additional cost of programs or an attempt by departments
to recover costs through fees charged versus tax increases.
Activities in Parks and Public Places, Building- Residential & Commercial,
Community Services, Engineering Review Services, Parks and Recreation Program,
Admission Fees for Parks and Recreation Activities, Parks and Recreation Facility Use,
Planning and Development Services Division, Pressurized Secondary Irrigation,
Sanitation, Streets, Utility Billing, Water, Wastewater
Public Works Director Bridger Morrison and Community Services Director Devin
Hillam went over proposed changes to City Fees for FY25.
Mayor England declared the public hearing open for public comment.
Resident Jason Mendenhall, was Neutral. Mr. Mendenhall asked about the water and
wastewater rate study.
Resident Boyd Byrd, was In Favor. Mr. Byrd was in favor of the proposed fees as
presented, but asked the City to make sure that the youth in the community are able to
afford to participate in the recreational activities/sports.
Due to no more public comment Mayor England closed the public hearing.
GENERAL BUSINESS:
1. Adoption of Resolution 2024-04 City Fees.
(Council will discuss all public and department fees for the City).
Councilmember Heiner motioned for adoption of Resolution 2024-04 as presented.
Councilmember Evans seconded motion for adoption.
Roll Call: Heiner -yes, Evans -yes, Reece -yes, motion passed.
2. Approval of Items for Auction or Disposal.
(Council wilt discuss City property for auction or disposal).
Councilmember Reece motioned for approval of items for auction or disposal.
Councilmember Heiner seconded motion for approval.
Roll Call: Evans -yes, Heiner -yes, Reece -yes, motion passed.
Councilmember Reece motioned for disposal and/or by the means of giving away wooden pallets
that the Public Works Department no longer has a need.
Councilmember Heiner seconded motion for approval.
Roll Call: Evans -yes, Heiner -yes, Reece -yes, motion passed.
CLAIMS:
City of Chubbuck claims for September 18, 2024 as presented to Mayor England and
Council.
Councilmember Evans motioned to approve the City of Chubbuck Claims as presented.
Councilmember Heiner seconded motion for approval.
Roll Call: Heiner -yes, Reece -yes, Evans -yes, motion passed.
ADJOURN: Mayor Kevin England adjourned at 6:15.
