HomeMy WebLinkAbout08 07 2024 CMCHUBBUCK I D n H 0 City of Chubbuck Council Meeting Minutes August 7, 2024 6:00 PM City Hall Council Chambers 290 East Linden, Chubbuck, ID 83202 CALL TO ORDER: Mayor England PLEDGE ALLEGIANCE TO THE FLAG: Councilmember Evans COUNCIL PRESENT: Dan Heiner, Roger Hernandez, Melanie Evans, and Norman Reece. STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Ryan Lewis, Public Works Director Bridger Morrison, Community Services Director Devin Hillam, Police Chief Nick Sasser, Fire Chief Merlin Miller, Human Resource Director Scott Gummersall, City Treasurer Rich Morgan, and City Clerk Joey Bowers. APPROVAL OF MINUTES: July 17, 2024 and July 30, 2024. Councilmember Heiner motioned for approval of the Council Meeting minutes. Councilmember Hernandez seconded motion for approval of minutes. Roll Call: Heiner -yes, Hernandez -yes, Evans -yes, Reece -yes, motion passed. PUBLIC HEARING: A proposed budget for the fiscal year 2024 from October 1, 2024, to September 30, 2025, and the consideration of the proposed use or reserve of forgone property taxes pursuant to Idaho code 50-1002. City Treasurer Rich Morgan presented a proposed tentative budget for FY25, and reviewed the budget schedule; which included presentations and discussions on: policies/goals, estimated general fund revenue and human resource expenses, budget presentations by departments, special meetings, and incorporated feedback from the Council. Mayor England declared the public hearing open for public comment. Resident Boyd Byrd, was In Favor. Mr. Byrd went over the proposed budget and thanked City Staff for their open door policy and always being willing to answer his questions. Mr. Byrd felt like the City of Chubbuck does a great job providing services to the residents. Resident Roger Schei, was Neutral. Mr. Schei was in favor of the proposed budget, asked about reserves, and was concerned about road maintenance, and City Parks. Resident David Hall, was Neutral. Mr. Hall felt like that all the city departments use these monies effectively and efficiently, and appreciated the change in the budget process to gather additional information and the increase in public transparency. Mr. Hall asked about getting an ambulance within the city limits. Due to no more public comment Mayor England closed the public hearing. City Treasurer Rich Morgan went over reserves and maintaining a 3-6 month operational budget. Community Services Director Devin Hillam stated that the City had made changes to move towards building larger destination parks and away from smaller neighborhood parks. Public Works Director Bridger Morrison went over road maintenance and stated that the City would be micro surfacing multiple roads including Chubbuck Road in the next few weeks. Mayor Kevin England stated that City Staff is working with Bannock County to get an ambulance within the city limits. GENERAL BUSINESS: 1. Discussion and Possible Adoption of Ordinance 873 Appropriations for FY2025. (Council will discuss the possible adoption of a budget for FY25). Councilmember Reece motioned for the waiver of three readings, including the reading of one time in full for Ordinance 873. Councilmember Heiner seconded motion for waiver. Roll Call: Hernandez -yes, Evans -yes, Reece -yes, Heiner -yes, motion passed. Councilmember Heiner motioned for adoption of Ordinance 873 Appropriations for FY25 as presented. Councilmember Hernandez seconded motion for adoption. Roll Call: Evans -yes, Reece -yes, Heiner -yes, Hernandez -yes, motion passed. 2. Discussion and Possible Adoption of Resolution 2024 -XXX Forgone Property Taxes. (Council will discuss the proposed use or reserve offorgone taxes) General Business item #2 was removed from the agenda. 3. Approval of Items for Auction or Disposal. (Council will discuss City property for auction or disposal). Councilmember Hernandez motioned for approval of items for auction or disposal. Councilmember Heiner seconded motion for approval. Roll Call: Reece -yes, Heiner -yes, Hernandez -yes, Evans -yes, motion passed. CLAIMS: 1. City of Chubbuck claims for August 7, 2024 as presented to Mayor England and Council. Councilmember Heiner motioned to approve the City of Chubbuck Claims as presented. Councilmember Reece seconded motion for approval. Roll Call: Hernandez -yes, Evans -yes, Heiner -yes, Reece -yes, motion passed. GENERAL ANNOUNCEMENTS: Chubbuck Days August 8-10, 2024.
