The subdivision proposal complies with applicable provisions of title 17.12.100 The proposed Hidden Valley Townhomes complies with the applicable provisions of this title. 2. The subdivision proposal complies in principle with all applicable city design standards and development regulations. The proposed Hidden Valley Townhomes complies with all applicable city design standards and development regulations. 3. The subdivision complies with all applicable zoning requirements of the underlying zoning district, applicable overlays and other applicable development standards. A Conditional Use Permit for the proposed Hidden Valley Townhomes will be submitted requesting Dense Residential Use. The proposed Hidden Valley Townhomes complies with all applicable zoning requirements for the Dense Residential Use. We understand that approval of this application is dependent on approval of the Conditional Use Permit. 4. All public facilities including streets, sidewalks, curbs, gutters, secondary pressurized irrigation, water, sewer, fire protection, and sanitation services can be provided to the newly created lots and accommodate future extension to adjacent land. The use of "control strip" intended to control or prevent the future extension of public facilities or development of adjacent land is prohibited. Development of adjacent land is limited due to the presence of the existing Stuart Lateral Canal to the south and developments to the east and west. S. If city of public works determines that the proposed subdivision will result in significant traffic impacts then a "traffic impact study" will be required as part of the commission's review. A significant traffic impact is generally defined as when: a. A proposed development or redevelopment of a site will generate 100 or more new peak hour trips, or b. The added volume is equal to 1,000 vehicles per day. The proposed Hidden Valley Townhomes will consist of 24 new units. Assuming an average of 12 trips per household per day results in a total of 288 total trips per day. Which would lead to approximately 24 new peak hour trips according to the BTPO Household Survey and time of day factors used in the regional travel demand model. This does not include the trips that will be removed due to the removal of the existing single-family home on the property. This development will not result in a significant traffic impact and a study will not be required. 6. The proposal provides for continuation of a connected transportation system unless topography or natural features prevents a connection to abutting streets or property. The proposed project is in an area where the transportation system is established, the surrounding parcels to the east and west are fully developed and the land to the south consists of a canal. Hidden Valley Townhomes will not change this system. 7. The proposed subdivision provides for bicycle and pedestrian transportation routes and amenities in accordance with the Bannock Transportation Planning Organization's adopted bicycle and pedestrian plans. The proposed project is an area where the transportation system is established. Hidden Valley Townhomes will not change this and has coordinated with the City and ITD to assure it meets future needs. 8. Public utilities are provided to the newly created lots in public rights of way or in appropriately sized easements. The proposed Hidden Valley Townhomes will utilize existing City water and sewer utilities located in the Chubbuck Road Right -of -Way. The water meters will be easily accessed in a water meter bank near the property line.
