We received three bids for the East Chubbuck Road Waterline Project. The project will install a new
large diameter water main in East Chubbuck Road from the tanks near the Wellness Center to the
booster station on the west side of 1-15. This project has been planned to replace the existing line that
currently passes under 1-15 to provide additional capacity and increase reliability. The three bids
received were:

Knife River Corporation — Mountain West
$982,892.00
Our estimated cost for this project was approximately $818,000. The project has been included in the
city's capital improvement plan and will be paid for utilizing water department reserve funds and
capacity fees. The low bid appears to be responsive and meets the requirements of the bid documents.
I recommend the Council accept the bid from Idaho Materials and Construction and authorize the
Mayor to award the project and execute a contract with Idaho Materials and Construction in the
amount of $887,286.00 for the East Chubbuck Road Water Line Project.
