CALL TO ORDER: Mayor England
PLEDGE ALLEGIANCE TO THE FLAG: Councilmember Heiner
INVOCATION: Boyd Byrd
COUNCIL PRESENT: Melanie Evans, Norman Reece, Dan Heiner, and Roger Hernandez.
STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Ryan Lewis, Public Works
Director Bridgcr Morrison, Community Services Director Devin Hillam, Police Chief Nick
Sasser, Fire Chief Merlin Miller, Human Resource Director Scott Gummersall, City Treasurer
Rich Morgan, and City Clerk Joey Bowers.
DISCLOSURES OR CONFLICTS OF INTEREST ON ANY AGENDA ITEMS: None were reported.
APPROVAL OF MINUTES: June 19, 2024.
Councilmember Reece motioned for approval of the Study Session and Council Meeting minutes.
Councilmember Hernandez seconded motion for approval of minutes.
Roll Call: Evans -yes, Reece -yes, Heiner -yes, Hernandez -yes, motion passed.
GENERAL BUSINESS:
1. Request for Waiver of Improvements Located at 4850 Spraker St.
(Council will discuss the application and if it meets City code).
Applicant Tray Mitton presented a request for a waiver for frontage improvements for
their parcel of land located at 4850 Spraker St. Due to the fact that the entire
neighborhood does not have sidewalks or a gutter system.
Community Services Director Devin Hillam stated that this application had been
reviewed by City Staff and recommended approval. Frontage improvements like
sidewalks, widening, etc. had not been required for other properties in the subdivision.
Councilmember Heiner motioned for approval for a request for the waiver of frontage/public
street improvements located at 4850 Spraker St. as presented.
Councilmember Evans seconded motion for approval.
Roll Call: Reece -yes, Heiner -yes, Hernandez -yes, Evans -yes, motion passed.
2. Discussion and Possible Adoption of Ordinance XXX for the Annexation of
approximately 5. 10 acres, located at 14330 W. Chubbuck Rd. It is proposed to place
approximately 2.16 acres into the General Residential (R-3) zone and approximately 2.94
acres into the Dense Residential (R-4) zone, including a Zoning Development Agreement
(ZDA), and the findings, facts and conclusions of law.
(Council will discuss the annexation of 5.10 acres into the City limits).
General Business item #2 was removed from the agenda.
3. Review and Accept bid for the 2024 Asphalt Maintenance Project from M&S
Development and Construction. (The Council will Discuss and Possibly Authorize the Mayor to
Enter into a Contract for asphalt maintenance).
Public Works Director Bridger Morrison presented the 2024 Asphalt Maintenance
Project bid and stated that this bid came in within budget.
Councilmember Hernandez motioned to approve the 2024 Asphalt Maintenance Project and
authorize the Mayor to enter into a contract with M&S Development & Construction in the
amount of $403,954 as presented. Councilmember Heiner seconded motion for approval.
Roll Call: Heiner -yes, Hernandez -yes, Evans -yes, Reece -yes, motion passed.
4. Approval of Items for Auction or Disposal.
(Council will discuss City property for auction or disposal).
Councilmember Hernandez motioned for approval of items for auction or disposal.
Councilmember Reece seconded motion for approval.
Roll Call: Hernandez -yes, Evans -yes, Reece -yes, Heiner -yes, motion passed.
5. Adopt Tentative Budget for Fiscal Year 2025.
(Council will discuss the adoption of a tentative budget for 2025).
City Treasurer Rich Morgan reviewed the budget schedule that started in January;
which included presentations and discussions on: policies/goals, estimated general fund
revenue and human resource expenses, budget presentations by departments, special
meetings, and incorporated feedback from the Council. Mr. Morgan also presented a
tentative budget to the Council and reminded the Council of the process for adopting the
budget.
Councilmember Reece motioned for approval of the preliminary tentative budget.
Councilmember Heiner seconded motion for approval.
Roll Call: Evans -yes, Heiner -yes, Reece -yes, Hernandez -yes, motion passed.
CLAIMS:
City of Chubbuck claims for July 3, 2024 as presented to Mayor England and
Council.
Councilmember Heiner motioned to approve the City of Chubbuck Claims as presented.
Councilmember Hernandez seconded motion for approval.
Roll Call: Heiner -yes, Reece -yes, Hernandez -yes, Evans -yes, motion passed.
ADJOURN: Mayor Kevin England adjourned at 6:20.
