Re: Eagle Road Stormwater Improvement Project — Bid Award
As previously discussed, the Street Department would like to have improvements made in and near
Eagle Road to reduce the frequent flooding that occurs on Eagle Road. We designed a project that
consists of two stormwater ponds in Briarwood Park and storm drain piping in Eagle Road. Bids for the
project were opened on 5/22/2024 and the results are shown in the table below:

The City's estimated cost for this project was approximately $180,000. Due to the higher bid prices than
expected, we have worked with the low bidder to reduce the scope and cost of the project. We intend
to eliminate the north pond which will reduce the project cost to approximately $183,809.00. An
overview of the project is attached for reference.
Due to a cost savings on the Philbin/Chubbuck roundabout, CDA has agreed to provide funding up to
$145,370.00 for the project. The remaining cost will be covered by the street department's budget.
The low bid appears to be responsive and meets the requirements of the bid documents. It is my
recommendation that the City Council authorize the Mayor to award the project and execute a contract
with Idaho Materials and Construction in the amount of $228,510.50 for the Eagle Road Stormwater
Improvement Project. Prior to issuing the Notice to Proceed, we will issue a change order to remove the
north pond from the project and reduce the project cost to the agreed amount of $183,809.00.
