CALL To ORDER: Mayor England
COUNCIL PRESENT: Norman Reece, Melanie Evans, and Roger Hernandez.
STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Ryan Lewis, Public Works
Director Bridger Morrison, Public Works Operations Manager Karni Berger, Senior Engineering
Technician Derek Kennedy, Community Services Director Devin Hillam, Police Chief Nick
Sasser, Fire Chief Merlin Miller, Human Resource Director Scott Gummersall, City Treasurer
Rich Morgan, and City Clerk Joey Bowers.
Mayor England excused Councilmember Dan Heiner from the meeting.
GENERAL BUSINESS:
1. Discussion on Priorities/Goals and the FY25 Budget.
City Treasure Rich Morgan presented an estimated FY24 budget that
included department presentations/requests. The general fund had $11,552,553
requests for funding. The estimated revenue for the general fund was $11,258,812. The
estimated revenue for Highway Streets and Roads was $2,745,000. The Water,
Wastewater and Sanitation budgets are in balance. The General Fund and
Highway Streets and Roads Fund revenue projections did include an increase of
3% in property tax budget over the previous year, and the current
intergovernmental revenue estimates from the Association of Idaho Cities (AIC).
The Council asked to hold a special budget study session on June 19, 2024 for
further discussion and to be prepared to adopt a balanced tentative budget during the
July 3, 2024 Council Meeting for publication.
2. SRT (Special Response Team) - status update
Police Chief Nick Sasser gave a status update on joining Pocatello's Special Response
Team and stated that didn't work out as originally presented. They are now looking into
joining Bannock County's Special Response Team.
3. Mindbase (Officer Wellness) - status update.
Police Chief Nick Sasser stated that they had implemented the Mindbase system and
gave a status update on how it will address Officer Wellness.
4. Evidence Drying Closets - status update
Police Chief Nick Sasser stated that they had ordered the replacement Evidence
Drying Closets.
5. ARCON Training Mats - status update
Police Chief Nick Sasser stated that they had ordered the ARCON Training Mats.
6. Miller Park - All -wheels Park Construction Estimate Discussion.
Community Services Director Devin Hillam presented architectural designs and
estimated costs for the Miller Park All -Wheels Park. The American Ramp Company
designed the all -wheels park so that it can be phased as funding for the project is found,
either through parks development impact fees, or through private donations, or a
combination of both.
7. Discussion Whether to have Miller Park (corner of Angela and Philbin) Farmed this year.
Community Services Director Devin Hillam stated that the City had recently been
approached by a local farmer to see if the City could be interested in leasing the vacant
land owned by the City, known as Miller Park, during the growing seasons
