CALL To ORDER: Mayor England
COUNCIL PRESENT: Roger Hernandez, Norman Reece; and Dan Heiner.
STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Ryan Lewis, Public Works
Director Bridger Morrison, Community Services Director Devin Hillam, Planning Manager Don
Matson, Development Services Manager Sean Harris, Police Chief Nick Sasser, Fire Chief
Merlin Miller, Human Resource Director Scott Gummersall, City Treasurer Rich Morgan, and
City Clerk Joey Bowers.
Mayor England excused Councilmember Melanie Evans from the meeting.
GENERAL BUSINESS:
1. Update from Bannock Development Corporation.
MiaCate Kennedy, CEO represented Bannock Development Corporation (BDC).
Mrs. Kennedy gave an update on what BDC had been doing to promote economic
development for the region and for the City of Chubbuck.
2. Discussion on the FY25 Budget.
The Council discussed the budget schedule, department presentations, and appreciated
the change in the budget process over the last couple of years, to gather additional
information, and the increase in public transparency.
