HomeMy WebLinkAbout03 06 2024 Study SessionCHUBBUCK 1 H H H H City of Chubbuck Council Study Session Minutes March b, 2024 4:00 PM City Hall Council Chambers 240 East Linden, Chubbuck, ID 83202 CALL To ORDER: Mayor England COUNCIL PRESENT: Norman Reece, Dan Heiner, Melanie Evans, and Roger Hernandez. STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Ryan Lewis, Public Works Director Bridger Morrison, Public Works Operations Manager Kami Berger, Community Services Director Devin Hillam, Police Chief Nick Sasser, Fire Chief Merlin Miller, Human Resource Director Scott Gummersall, City Treasurer Rich Morgan, and City Clerk Joey Bowers. GENERAL BUSINESS: 1. Discussion on Requests for Funding. IA. President Diane Bilyeu and Vice President Ernie Nafzger represented the Senior Activity Center. Mr. Nafzger presented costs to provide meals and activities to elderly individuals throughout the year, and requested $8,250 to help cover those costs. 1B. Executive Director Sarah O'Banion represented Family Services Alliance. Mrs. O'Banion thanked the City for their support and gave a history of what Family Services Alliance does and how they help the victims of these crimes. Mrs. O'Banion stated that all their services are free and confidential. These services include providing shelter, finding permanent housing, assist with Bannock County court processes, long term support for families, therapy for children, and improve parent/child attachment with the non-violent parent. Family Services Alliance requested $6,000 1 C. Director Kathryn Dye represented meals on wheels. Mrs. Dye stated that meals on wheels provides ready to eat meals to elderly and disabled individuals Monday through Friday with the availability to get frozen meals for the weekend. Mrs. Dye went over where meals on wheels gets its current funding. Meals on wheels requested $10,000. 1D. Executive Director Layne Bourgeous represented the Area Agency on Aging at Southeast Idaho Council of Governments (SICOG). Mr. Bourgeous requested $5,000 to support Home -Care and Respite -Care programs benefiting older adults and caregivers within Chubbuck. Mayor Kevin England stated that VisitPocatello-Chubbuck had also submitted a request for $10,000. 2. Discussion on FY25 General Fund Revenue, Human Resources, and related expenses. City Treasurer Rich Morgan presented estimated general fund revenues, human resource, and wage related expenses. 3. Discussion on Dog Barking/Nuisance Ordinance. Mayor Kevin England presented the current Dog Barking/Nuisance Ordinance and stated that these violations are currently listed as a misdemeanor offence. 4. Discussion on Miller Park All -Wheels Park Design. Community Services Director Devin Hillam presented architectural designs for Miller Park All -Wheels Park. The American Ramp Company designed the all -wheels park so that it can be phased as funding for the project is found, either through parks development impact fees, or through private donations, or a combination of both. GENERAL ANNOUNCEMENTS: Chamber of Commerce Breakfast at 8:00a.m. On Tuesday April 2, 2024 to meet the new Idaho State University President. ADJOURN: Mayor Kevin England adjourned at 5:13.
