Council Study Session Minutes

CALL TO ORDER: Mayor England
COUNCIL PRESENT: Melanie Evans, Roger Hernandez, Norman Reece, and Dan Heiner.
STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Ryan Lewis, Public Works
Director Bridger Morrison, Public Works Operations Manager Kami Berger, Community
Services Director Devin Hillam, Parks Manager Aaron Schilhabel, Police Chief Nick Sasser,
Fire Chief Merlin Miller, Human Resource Director Scott Gummersall, City Treasurer Rich
Morgan, and City Clerk Joey Bowers.
GENERAL BUSINESS:
1. Discussion on Funds from the Chubbuck Development Authority Expired 1992 Urban
Renewal District, and the possibility of reopening the FY24 budget.
City Treasurer Rich Morgan presented that the City had received 463,025 from the
County for monies from the Chubbuck Development Authority expired 1992 Urban
Renewal District. Mr. Morgan stated that the Council could reopen the FY24 budget to
include these monies with specifications, or save it for future budget discussions.
Community Services Director Devin Hillam presented that the Parks Department
could use all of these funds for backlog in park improvement maintenance projects, ADA
issues, safety concerns, and pathway improvements.
Parks Manager Aaron Schilhabel presented that the department currently uses aged
ATVs to perform functions like weed spraying, snowplowing, and other maintenance,
that needed to be replaced. A UTV would allow for more rapid spraying of weeds and
performing of functions- rather than stopping at every weed to spray and resume, a side-
by-side will enable a team to quickly address weeds while one drives and the other
sprays. The cost for an equipped UTV was around $40,000.
Public Works Director Bridger Morrison presented that the Public Works Department
could use all of these funds to go towards pavement maintenance. To maintain the City's
overall pavement condition index {PCI}; an estimated $1.1 million per year is needed for
asphalt maintenance.
The Council felt like the Parks needs was an area that they could look at using
volunteers and community sponsorships to help meet those needs. The City Council also
discussed the department presentations from their January 3, 3024 study session, and
directed City Staff to schedule a public hearing for further discussion and to possibly
reopen the FY24 budget to include these monies with specifications.
2. Discussion on the City's Comprehensive Plan Update and Bannock Development
Corporation's Marketing Plan.
The Council discussed the City's Comprehensive Plan update and the Regional
Marketing Plan that Bannock Development Corporation is currently working to put
together. The Council would like to work with Bannock Development Corporation, City
of Pocatello, and Bannock County on the regional marketing plan and to make sure the
City's Comprehensive Plan update incorporates that vision.
Attorney Ryan Lewis reminded the Council that as they work with Bannock
Development Corporation, City of Pocatello, and Bannock County. If there is ever going
to be a quorum of the council members that attend those meetings, the City clerk needed
to be notified and those meetings would need to be properly noticed to meet Idaho open
meeting laws.
