The various details are always available for anyone's review on request. Nearly all land use applications presented to the Commission are for either a Conditional Use Permit (CUP) or a Title Map Amendment (zone change or initial zone before annexation). Both require a public hearing; the CUP is a decision while zoning actions are a recommendation to the City Council. The primary purpose of the Design Review is "to identify the technical requirements of city code that will apply to each unique project and how to apply them to each project." A Design Review Clearance is required before applying for a CUP. The key element is a vetted site plan that allows the Commission to focus on the use itself and consider features that may be required to improve compatibility with neighboring properties and the community.
