STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Ryan Lewis, Public Works Director Bridger Morrison, Public Works Operations Manager Kami Smoot, Community Services Director Devin Hillam, Parks Manager Aaron Schilhabel, Development Services Manager Sean Harris, Police Chief Nick Sasser, Senior Crime Scene Investigator and Ordinance Enforcement Officer Aaron Harker, Fire Chief Merlin Miller, Human Resource Director Scott Gummersall, City Treasurer Rich Morgan, and City Clerk Joey Bowers. GENERAL BUSINESS: 1. Discussion on the possible disposal of approximately 0.08 acres of City property Iocated at the intersection of Adams Street & Mesquite Drive. Community Services Director Devin Hillam presented the disposal of approximately 0.08 acres of City property located at the intersection of Adams Street & Mesquite Drive. Currently landscaped with grass and bushes that require parks & rec maintenance. No beneficial public use of the small park. No recreational amenities. 2. Discussion on Funds from the Chubbuck Development Authority Expired 1992 Urban Renewal District, and the possibility of reopening the FY24 budget. City Treasurer Rich Morgan presented that the City had received 463,025 from the County for monies from the Chubbuck Development Authority expired 1992 Urban Renewal District. Mr. Morgan stated that the Council could reopen the FY24 budget to include these monies with specifications, or save it for future budget discussions. Community Services Director Devin Hillam presented that the Parks Department could use all of these funds for backlog in park improvement maintenance projects, ADA issues, safety concerns, and pathway improvements. Police Chief Nick Sasser stated that the Police Department could use $46,927 of the available funds as part of this year's FY24 budget. Chief Sasser presented an opportunity for the Chubbuck Police to have two officers join Pocatello's Special Response Team. This opportunity would allow these two officers to receive quality Immediate Response Unit (IRU) training from a local police department with an established team, and access to an entire IRU Team without having to just rely on a Mutual Aid Agreement with surrounding agencies. Chief Sasser also stated that his number one priority is the health and safety of his crew, and he would like to sign up for a Mindbase Platform to improve and address the wellness and vitality within the department. The Police Department is also in need of some training mats for their new training room. Senior Crime Scene Investigator and Ordinance Enforcement Officer Aaron Harker presented that the Evidence Division really needed to replace an evidence drying cabinet as an essential safety tool for their department. The current drying cabinet was an old cabinet that belong to Bannock County and had stopped working after it was moved during the remodel and could no longer be repaired. The replacement cost for this cabinet was $15,849. Public Works Director Bridger Morrison presented that the Public Works Department could use all of these funds to go towards pavement maintenance, and equipment needs. To maintain the City's overall pavement condition index (PCI), an estimated $1.1 million per year is needed for asphalt maintenance. The Public Works Department could also use these funds to go towards the Hawthorne Road Bridge, or as the City's required match for the Idaho Transportation Departments (ITD) Yellowstone/ Siphon Rd. intersection project.
