CALL TO ORDER: Mayor England
PLEDGE ALLEGIANCE TO THE FLAG: Councilmember Reece
COUNCIL PRESENT: Melanie Evans, Dan Heiner, Norman Reece, and Roger Hernandez.
STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Ryan Lewis, Fire Chief Merlin
Miller, Public Works Operations Manager Kami Smoot, Community Services Director Devin
Hillam, Lieutenant Nick Sasser, Planning Manager Don Matson, Development Services Manager
Sean Harris, Human Resource Director Scott Gummersall, and Deputy Clerk Paul Andrus.
APPROVAL of MINUTES: June 7, 2023 and June 15, 2023.
Councilmember Heiner motioned for approval of the June 7, 2023 Study Session and Council
Meeting minutes. Councilmember Hernandez seconded motion for approval of minutes.
Roll Call: Heiner -yes, Reece -yes, Hernandez -yes, Evans -recused, motion passed.
Councilmember Heiner motioned for approval of the June 15, 2023 Study Session minutes.
Councilmeinber Hernandez seconded motion for approval of minutes.
Roll Call: Evans -yes, Heiner -yes, Reece -yes, Hernandez -yes, motion passed.
GENERAL BUSINESS:
Acceptance of Offer of Dedication for Bilycu Estates Div. 8.
(Council will discuss if all city requirements have been inspected and completed).
Councilmember Hernandez motioned for acceptance of offer of dedication for Bilyeu Estates
Div. 8 as presented. Councilmember Heiner seconded motion for acceptance.
Roll Call: Heiner -yes, Reece -yes, Hernandez -yes, Evans -yes, motion passed.
2. Council will review and may accept the highest bids for Lot 13, Block 1 of the Grove —
Division No. 1 and Lot 3, Block 3 of The Grove — Division No. 1, both of which were
deemed surplus real property, and Possibly Authorize the Mayor to Enter into a Contract
to sell Lot 13, Block 1 of the Grove Division No. 1, and Lot 3, Block 3 of The Grove -
Division Number 1. (Council will discuss the disposal of surplus property).
Community Services Director Devin Hillam presented the proposal for the surplus
real properties located at Lot 13, Block 1 of the Grove -- Division No. 1 and Lot 3,
Block 3 of The Grove — Division No. 1.
Councilmember Hernandez motioned to accept the highest bids for Lot 13, Block 1 of the Grove
— Division No. 1 and Lot 3, Block 3 of The Grove — Division No. 1, both of which were deemed
surplus real property, and authorize the Mayor to Enter into a Contract to sell Lot 13, Block 1 of
the Grove Division No. 1, and Lot 3, Block 3 of The Grove - Division Number 1 as presented.
Councilmember Evans seconded motion for approval.
Roll Call: Reece -yes, Hernandez -yes, Evans -yes, Heiner -yes, motion passed.
Resolution 2023-05 to Accept ADA Grant Award.
(Council will discuss a grant to install ADA curb ramp improvements).
Councilmember Heiner motioned for adoption of Resolution 2023-05 as presented.
Councilmember Hernandez seconded motion for adoption.
Roll Call: Hernandez -yes, Evans -yes, Heiner -yes, Reece -yes, motion passed.
4. Resolution 2023-06 to Accept Canal Trail Grant Award.
(Council will discuss a grant to install a canal trail from Philbin Rd. to Hawthorne Rd.).
Councilmember Hernandez motioned for adoption of Resolution 2023-06 as presented.
Councilmember Heiner seconded motion for adoption..
Roll Call: Reece -yes, Hernandez -yes, Heiner -yes, Evans -yes, motion passed.
CLAIMS:
City of Chubbuck claims for June 21, 2023 as presented to Mayor England and
Council.
Councilmember Heiner motioned to approve the City of Chubbuck Claims as presented.
Councilmember Evans seconded motion for approval.
Roll Call: Hernandez -yes, Heiner -yes, Evans -yes, Reece -yes, motion passed.
