CALL TO ORDER: Mayor England
PLEDGE ALLEGIANCE TO THE FLAG: Ely Miller and Cub Scout Troop 1295
COUNCIL PRESENT: Norman Reece, Dan Heiner, Melanie Evans, and Roger Hernandez.
STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Ryan Lewis, Public Works
Director Bridger Morrison, Community Services Director Devin Hillam, Development Services
Manager Sean Harris, Police Chief Nick Sasser, Fire Chief Merlin Miller, Human Resource
Director Scott Gummersall, City Treasurer Rich Morgan, and City Clerk Joey Bowers.
APPROVAL OF MINUTES: November 1, 2023.
Councilmember Heiner motioned for approval of the Study Session and Council Meeting minutes.
Councilmember Hernandez seconded motion for approval of minutes.
Roll Call: Reece -yes, Heiner -yes, Evans -yes, Hernandez -yes, motion passed.
GENERAL BUSINESS:
1. Approval of the 2024 Beer, Wine and Liquor Licenses.
(Council will discuss if all City, State and County requirements have been completed).
City Clerk Joey Bowers presented the 2024 beer, wine, and liquor licenses.
Councilmember Hernandez motioned to approve the 2024 Beer, Wine, and Liquor Licenses as
presented, conditional upon on all City, State, and County fees are paid in full.
Councilmember Evans seconded motion for approval.
Roll Call: Heiner -yes, Evans -yes, Hernandez -yes, Reece -yes, motion passed.
2. Approval of Pauline Flats Final Plat and the findings, facts and conclusions of law.
(Council will discuss the application and if it meets City code).
Joel Dixon, Knudsen Engineering, represented the applicant. Mr. Dixon presented an
application for 12 multi -family residential lots.
Development Services Manager Sean Harris stated that this application had been
reviewed by City Staff and appears to meet the standards of Titles 16, 17 and 18 of City
Code, and recommended approval with conditions.
Councilmember Reece motioned to approve Pauline Flats Final Plat including the findings, facts
and conclusions of law with conditions as presented by City Staff.
Councilmember Hernandez seconded motion for approval.
Roll Call: Evans -yes, Hernandez -yes, Reece -yes, Heiner -yes, motion passed.
3. Approval of Annual Impact Fee Advisory Committee Recommendation/Report.
(Council will discuss an annual report/recommendation on city impact fees).
General Business item #3 was removed from the agenda
4. Motion to enter into an Executive Session in accordance with Idaho Code 74-206 (1)(c):
"To acquire an interest in real property which is not owned by a public agency."
Councilmember Hernandez motioned to enter into an executive session.
Councilmember Evans seconded motion to enter into executive session.
Roll Call: Reece -yes, Heiner -yes, Evans -yes, Hernandez -yes, motion passed.
Councilmember Heiner motioned to exit the executive session.
Councilmember Hernandez seconded motion to exit executive session.
Roll Call: Heiner -yes, Reece -yes, Hernandez -yes, Evans -yes, motion passed.
CLAIMS:
1. City of Chubbuck claims for November 15, 2023 as presented to Mayor England and
Council.
Councilmember Reece motioned to approve the City of Chubbuck Claims as presented.
Councilmember Heiner seconded motion for approval.
Roll Call: Hernandez -yes, Reece -yes, Heiner -yes, Evans -yes, motion passed.
ADJOURN: Mayor Kevin England adjourned at 6:16.
