CALL TO ORDER: Mayor England
COUNCIL PRESENT: Roger Hernandez, Norman Reece, Dan Heiner, and Melanie Evans.
STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Ryan Lewis, Public Works
Director Bridger Morrison, Public Works Operations Manager Kami Smoot, Community
Services Director Devin Hillam, Parks Manager Aaron Schilhabel, Programs Specialist Kayla
McCain, Police Chief Nick Sasser, Fire Chief Merlin Miller, Human Resource Director Scott
Gummersall, City Treasurer Rich Morgan, and City Clerk Joey Bowers.
GENERAL BusiNEss:
1. Discussion on Idaho Power Franchise Fee Agreement.
City Attorney Ryan Lewis presented a draft franchise agreement ordinance with Idaho
Power that will be published in the newspaper for a future council meeting.
2. Community Adopt a Park Recognition.
Community Services Director Devin Hillam presented certificates and then the Mayor,
City Council, and City Staff held an appreciation event for the community partners who
adopted parks and other public spaces as part of the Adopt -A -Park program. In the first
year there were 8 parks and public spaces that were adopted.

Osborn Tennis Complex at Cotant Park- Portneuf Valley Tennis Association
Capell Park- The Christmas Cousins Crew

Jerry Rowland Park- Chubbuck Police Department
Armstrong Park- Rodger Sealey
