HomeMy WebLinkAbout09 20 2023 CMofv- CHIIBBUCI( 1 0 A H 0 City of Chubbuck Council Meeting Minutes September 20, 2023 6:00 PM City Hall Council Chambers 290 East Linden, Chubbuck, ID 83202 CALL TO ORDER: Mayor England PLEDGE ALLEGIANCE TO THE FLAG: Councilmember Evans COUNCIL PRESENT: Norman Reece, Dan Heiner, Melanie Evans, and Roger Hernandez. STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Ryan Lewis, Public Works Director Bridger Morrison, Community Services Director Devin Hillam, Police Chief Nick Sasser, Human Resource Director Scott Gummersall, and Deputy Clerk Paul Andrus, APPROVAL OF MINUTES: September 6, 2023. Councilmember Heiner motioned for approval of the Study Session minutes. Councilmember Evans seconded motion for approval of minutes. Roll Call: Heiner -yes, Evans -yes, Reece -yes, Hernandez -recused, motion passed. Councilmember Heiner motioned for approval of the Council Meeting minutes, Councilmember Evans seconded motion for approval of minutes. Roll Call: Evans -yes, Hernandez -yes, Reece -yes, Heiner -yes, motion passed. PUBLIC HEARING: NOTICE IS HEREBY GIVEN that the City Council of the City of Chubbuck, Idaho, will conduct a Public Hearing in accordance with Idaho Code 63-1311A, to consider public comment regarding proposed fee increases in excess of five percent (5%) of the amount of the fee last collected or regarding proposed new fees with respect to Wastewater Connection, Water Rates, Water Connection, and a 3% convenience fee that will be charged on all card transactions. Mayor England declared the public hearing open for public comment. Resident Boyd Byrd, was In Favor. Mr. Byrd presented a history of his personal utility bills and the increases since 2020. Due to no more public comment Mayor England closed the public hearing. GENERAL BUSINESS: 1. The Swearing in of Chubbuck Police Officers, Chief Nick Sasser presented Officer Hollowell, and Officer Lucas. Officers Hollowell, and Lucas were sworn in by Mayor England and then had their badges pinned on by family members. 2. Adoption of Resolution 2023-09 City Fees. (Council will discuss all public and department fees for the City). Councilmember Hernandez motioned for adoption of Resolution 2023-09 as presented. Councilmember Heiner seconded motion for adoption. Roll Call: Hernandez -yes, Reece -yes, Heiner -yes, Evans -yes, motion passed. 3. Discussion and Adoption of Ordinance 864 1992 Urban Renewal District Plan. (Council will discuss the termination of the 7992 urban renewal district plan). Community Services Director Devin Hillam presented an ordinance to close out the 1992 Urban Renewal District Plan. Councilmember Heiner motioned for the waiver of three readings, including the reading of one time in full for Ordinance 864. Councilmember Reece seconded motion for waiver. Roll Call: Reece -yes, Heiner -yes, Evans -yes, Hernandez -yes, motion passed. Councilmember Reece motioned for adoption of Ordinance 864 as presented. Councilmember Hernandez seconded motion for adoption. Roll Call: Heiner -yes, Evans -yes, Hernandez -yes, Reece -yes, motion passed. 4. Discussion and Approval of Change Order to add additional Streets to the 2023 Asphalt Maintenance Project. (The Council will Discuss and PossiblyAuthortze the Mayor to Enter into a Contract for asphalt maintenance). Public Works Director Bridger Morrison presented a change order for the 2023 Asphalt Maintenance Project bid and stated that this bid came in under the proposed budget. The street department worked with the contractor and added a few more streets to the list this year. Councilmember Reece motioned to approve the change order for the 2023 Asphalt Maintenance Project to add additional streets, up to a total amount of $575,000 as presented. Councilmember Hernandez seconded motion for approval. Roll Call: Evans -yes, Hernandez -yes, Reece -yes, Heiner -yes, motion passed. CLAIMS: City of Chubbuck claims for September 20, 2023 as presented to Mayor England and Council. Councilmember Heiner motioned to approve the City of Chubbuck Claims as presented. Councilmember Hernandez seconded motion for approval. Roll Call: Hernandez -yes, Evans -yes, Heiner -yes, Reece -yes, motion passed.
