In recent weeks, the Mayor and I have been contacted by a local skateboard nonprofit group, Southeast Idaho Skatepark Association, to see if we'd be interested in finding land and helping to raise funds for a skatepark facility in Chubbuck. The Mayor and I have been excited at this opportunity and have identified 2 possible areas for a skatepark- Miller Park (owned by the City and currently undeveloped and just north of Capell Park (not owned by the City and currently undeveloped). We have met with a skatepark consultant who offers design and construction of parks to gauge possible costs and we have learned that the first step that they like to perform is a community survey to identify what types of facilities that the community would use. Depending on the size of the facility, community can be defined quite geographically broadly since there are not many medium to large sized skateboard boards of quality in the area and so users of skateparks travel to use good facilities. In our meeting with the consultant, we learned that many cities or groups work to build more than just a skatepark- next to skateparks, many are building pump tracks, bike parks, and things like covered shelters. Of course, the costs increase as more features are added but depending on community interested, these features get large numbers of users. The cost to do the study and develop designs with this consultant is $15,000. I'm suggesting that the City could consider funding the study and designs with parks development impact fee funds for a location at Miller Park. Once a location and designs are developed, this will greatly enhance the ability of the skatepark association to seek private and donated monies to help fund the skatepark. I'd also suggest that the Council consider, after reviewing the community's desires for the type and scale of facility, use parks impact fees to help match raised funds. If the Council is generally supportive of pursuing a skatepark (or larger "all -wheels parks") in Chubbuck, I will engage with the consultant to start the planning process. Prior to the meeting, I'd encourage you to visit the skatepark in Ross Park to view the only skatepark in the Portneuf Valley and to see the number of users at the park. I visited it last night I saw 2 dozen individuals on skateboards and scooters.
