STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Ryan Lewis, Public Works Director Bridger Morrison, Fire Chief Merlin Miller, Public Works Operations Manager Kami Smoot, Streets and Sanitation Supervisor Ryan Sullivan, Sr. Engineer Tech. Derek Kennedy, Community Services Director Devin Hillam, Police Chief Nick Sasser, Development Services Manager Sean Harris, Human Resource Director Scott Gummersall, City Treasurer Rich Morgan, and City Clerk Joey Bowers, GENERAL BUSINESS: 1. Presentation by Bannock Development Corporation. CEO Miacate Kennedy from Bannock Development Corporation presented a target industry analysis, retail market analysis, and a branding and messaging strategy. Kennedy stated that the foundation of any great branding and messaging strategy is research conducted by objective observers. They have assembled a three -company partnership to provide Bannock Development Corporation with a strong understanding of its target audiences and the messaging required for each. Our goals are to: Define Bannock Development's target audiences so you can focus your resources, Identify sites and buildings with the greatest potential for retail growth, Create a strong visual brand for Bannock Development to build upon, Provide a message strategy for each of our target audiences so we all have all the tools you need when speaking with site selection professionals. 2. Discussion about Briarwood Park and Storm water Facilities Public Works Director Bridger Morrison stated that the City has two locations on Eagle Road that are constantly flooding and water will remain on the road for multiple days, before flowing towards the railroad tracks. Each time this happens the street department is having to pump water out of the street to prevent any damage to private property. Morrison presented a concept to utilize Briarwood Park for storm water retention to prevent the constant flooding on the City Street. ADJOURN: Mayor Kevin England adjourned at 4:42.
