Subject: Update to the Vehicle Use Policy
Police Chief Sasser and I are asking the City Council to approve a motion to update the Vehicle Use Policy to
allow police officers residing 30 miles or less from their assigned office to drive their assigned police cars to
and from their residence. Existing policy limits such use to 10 miles.
This change is an employee retention tool that we believe is well worth the investment. The annual cost
estimate is as follows:

Listed below is the existing policy language.
Marked patrol vehicles cannot be used for non -City business in any case beyond de minimus use, but
assigned police officers can drive to and from the officer's personal residence and such use is not
considered personal commuting as long as the officer remains on duty any time the police vehicle is in
operation. This also applies to police officers assigned to unmarked City vehicles. Any police officers
residing more than 10 driving miles from the assigned office are not eligible to drive their assigned
police cars to and from his or her residence.
We asked that the wording be revised as follows:
Marked patrol vehicles cannot be used for non -City business in any case beyond de minimus use, but
assigned police officers can drive to and from the officer's personal residence and such use is not
considered personal commuting as long as the officer remains on duty any time the police vehicle is in
operation. This also applies to police officers assigned to unmarked City vehicles. However, any police
officers residing more than 30 driving miles one-way from their assigned office are not eligible to drive
their assigned police cars to and from their residence.
The map below shows that a 30 -mile radius will include American Falls and Blackfoot. Two of our officers
currently reside in Blackfoot. Competitively, the City of Blackfoot allows such use of patrol cars and has
officers who reside in Pocatello, Chubbuck and Idaho Falls.
