This budget was tentatively adopted by unanimous vote of the City Council on July 5, 2023 after many months of discussion between the Council, city staff, and the Mayor's office. While the difference between last year's budget and this year's may look dramatic on paper, the proposed budget for next year largely consists of monies from sources other than new property taxes. The increase of $176,514 in the current property tax budget represents a 2.5% increase over last year's property tax budget. The increase represents $15 dollars per $100,000 of taxable value per year. Our costs of providing services have risen in recent years and this increase is anticipated to cover some of the inflationary costs so that levels of service do not decrease. The Fiscal Year 2024 budget recognizes a significant increase in revenues compared with Fiscal Year 2023 and prior years' budgets thanks to the closing of the 1992 Revenue Allocation Area (RAA) by the urban renewal agency in the City, the Chubbuck Development Authority. For the past 30 years, a portion of property tax monies that have been levied by taxing districts like the City and County have been paid to the Chubbuck Development Authority to help address public infrastructure needs in the City. The time has come to close the district and let the taxing districts, like the City and County, use those monies as part of their operations budget. Those monies will help us dramatically with funding needs that haven't been able to be funded in the past. The money coming back to the city could be as much as $1 million dollars in revenues that weren't available in prior years and likewise, a similar amount could go to Bannock County revenues. As part of this budget proposal for next year, former urban renewal funds are proposed to help provide more funding to emergency services and fund much needed deferred maintenance of our existing city streets and parks system. These monies are not coming from a tax increase on our property owners. Some other revenue sources in the general fund that are different than the Fiscal Year 2023 budget are shared revenue, new construction roll, franchise fees and other miscellaneous revenues; these fees are not born as new taxes on property owners. Shared Revenue from the State of Idaho represents 21 % of the increase in the general fund. The new construction rolls for the city of Chubbuck other than the retiring TIF represent 9% of the increase. Franchise fees are estimated to be 3% of the increase. There are other fees and miscellaneous revenues that are estimated to be 1% of the increase. We hope this explanation helps you with understanding a complicated budget process. The City Council and City Staff have worked for months to come up with a fair budget that will serve our citizens well without over taxing them. Sincerely and with warm regards, Mayor Kevin England Council President Roger Hernandez City of Chubbuck Fiscal Year 2024 Budget Summary Expense Compared to Revenue Fund 10 GEN General Expense Personnel Operations Total LG Legislative 234,300 119,400 114,900 234,300 EX Executive 74,600 71,600 3,000 74,600 CK Clerk 9,200 0 9,200 9,200 FN Financial 87,500 12,500 75,000 87,500 LL Legal 84,700 35,500 49,200 84,700 INS Liability Insurance 215,000 0 215,000 215,000 SW Storm Water 25,000 0 25,000 25,000 LE Law Enforcement 4,752,325 3,761,400 990,925 4,752,325 FC Fire Control 2,715,287 2,967,050 438,237 (690,000) 2,715,287 IT Information Technology 118,000 0 118,000 118,000 HR Human Resource 65,500 57,000 81500 65,500 FM Facilities Maintenance 107,000 0 107,000 107,000 PK PK Tennis Court Grant 11,129 0 11,129 11,129 C5 CommunitySerivices 503,486 433,200 70,286 503,486 C5/PK Parks 976,480 762,000 714,480 (500,000) 976,480 CC Community Celebration 7,000 0 7,000 7,000 Capital Parks 250,000 250,000 250,000 Capital HSR 613,983 613,983 613,983 Total General Fund Requests 10,850,490 8,219,650 3,820,840 (1,190,000) 10,850,490 2024 Estimated General Fund Revenue 10,850,490 10,850,490 Balance 0 0 Fund 11 HSR Highway Streets and Roads 2024 Estimated Highway Fund Revenue 2024 HSR General Fund Contribution Balance Fund 31 WW Water 2024 Estimated Water Fund Revenue Balance Fund 32 SW Wastewater 2024 Estimated Wastewater Fund Revenue Balance Fund 33 5N Sanitation 2024 Estimated Sanitation Fund Revenue Balance Total Budget Expenditures Total Budget Revenue Balance Expense Personnel Operations Total 3,073,310 887,500 2,185,810 3,073,310 2,459,327 613,983 0 4,938,400 1,195,300 3,743,100 4,938,400 4,938,400 0 6,364,000 1,031,700 5,332,300 6,364,000 6,364,000 0 2,885,300 1,129,000 1,756,300 2,885,300 2,885,300 0 28,111,500 28,111,500 0
