MINUTES
Board Members Present: Chair Jason Mendenhall, Brett Hiltbrand, Thais Ayre, Mike Schwartz,
Darell Stewart, Carrie Holm, and Adam Thayer. Staff Members Present: Attorney Ryan Lewis,
Planning Manager Don Matson, Development Services Manager Sean Harris, Community
Services Director Devin Hillam, and City Clerk Joey Bowers.
Mendenhall called the meeting to order at 6:OOpm.
Mendenhall asked if any commissioners had a conflict of interest with the items before the
board. None were reported.
PLEDGE ALLEGIANCE TO THE FLAG
APPROVAL OF THE MINUTES: May 9, 2023.
Mendenhall entertained a motion to approve the minutes as emailed. Schwartz moved to accept
the meeting minutes of May 9, 2023 as emailed; Hiltbrand seconded. The full commission
approved.
GENERAL BUSINESS
Discussion of the Comprehensive Plan update, including financial stability of
growth and efficient use of land.
(The plan update will have increased emphasis on planning impacts on public
health, and the efficiency and financial stability of growth. Staff will present
several short videos on the topics, and discuss the workplan in light of the grant
from the Blue Cross of Idaho Foundation for Health)
Planning Manager Don Matson stated that the city had been awarded a grant
from the Blue Cross of Idaho Foundation to go towards updating its
comprehensive plan. The City had selected J -U -B Engineers for Planning
Services to start this process. The plan update will have increased emphasis on
planning impacts on public health, and the efficiency and financial stability of
growth. Matson also presented several short videos on these topics.
