Re: Council will review and may approve proposals from Recreation Today/Haemker Construction for park
amenities at Hiram Park ($86,889) and Long Park ($82,379). (Action Item)
The Parks and Recreation Division issued RFPs for new playground and picnic equipment for Hiram and Long
Parks. 4 proposals were received for each park from 2 different contractors (traditional and modern concepts). Of
the 2 contractors' proposals, only 1 contractor (Recreation Today/Haemker Construction)) satisfied the desired
timeline for completion of the projects and for supplying the specified amount of equipment for each park.
Therefore, based upon a review of the proposals, the completeness of the submittal, and input from the
community, staff recommends the following:
Hiram Park: Award to Recreation Today/Haemker Construction for the "Bannock Summit" concept
for $86,889.00.
• Long Park: Award to Recreation Today/Haemker Construction for the "Grand Adventure" concept
for $82,379.00.
These recommended playground improvements will be funded through collected Parks Development Impact
Fees and the designs are low -maintenance and supported by excellent warranties on materials and construction.
$90,000 has been budgeted for these specific improvements. City staff will prep the sites and relocate sprinklers
prior to project installation, and the City will obtain separate contractors for sidewalk construction to the playground
areas.

General Statement
Dear Ladies and Gentlemen of the City of Chubbuck,
The staff at Haemker Construction appreciates the opportunity to work with you. We
pride ourselves in providing excellent service and fulfilling your needs from conception to
completion. Our design team makes it simple: if you have a vision, we will make it happen.
Since 1997, Haemker Construction has been a specialty contractor based in Nampa
specializing in full turnkey playground construction. We will be available with our NPCAI certified
and award-winning team at every stage of the Hiram Park project. From conception to
completion, all trades for this playground will be performed in-house. By not subcontracting any
parts of this project, we can keep taxpayer costs low while still offering great flexibility and
creativity. With an iterative design process focused on communication, full-service installation at
the highest professional standard, and industry leading safety inspections and maintenance,
Haemker Construction and Recreation Today have become Idaho's leading provider of turn -key
playground services and construction.
Our installation process will put the City of Chubbuck first. We will take charge of
receiving and storing your equipment in a secured, insured facility at no charge for up to 6
months, if needed. We will transport your equipment to the job site where it will remain secured
until the installation is completed by our industry certified team. We guarantee a 1 -year warranty
on labor and workmanship and stand behind our manufacturer warranties.
Our policy has always been to exceed our client's expectations with regards to safety,
training, and service. We watch for any liability concerns in each playground and park we work
on. We have hosted cities, school districts, and even HOAs for training on state, national, and
industry safety standards and regulations. You will appreciate being able to rely on our expertise
for inspections and maintenance of your new playground.
Special consideration was made during the design to incorporate creative features for
"Bannock Summit" and "Idahome" such as an age-appropriate climbing wall, boulders, stepping
pods, vertical climbing structures, and overhead challenge ladders. Accessibility is incorporated
into each design with ADA ramps and transfer stations in accordance with the Americans with
Disability Act and manufacture recommendations. All commercial equipment conforms to safety
standards set for by the American Society for Testing and Materials (ASTM), requiring minimal
maintenance. Upon completion of the project, the customer will receive 2D line drawings
footings plan, footing details, installation manual and maintenance recommendations for the
equipment and safety surfacing.
We hope that as you review this presentation, you will bear in mind the flexibility,
expertise, and reliability Haemker Construction has to offer the City of Chubbuck. We look
forward to making the Hiram Park playground a treasure for the community for many years.

General Statement
Dear Ladies and Gentlemen of the City of Chubbuck,
The staff at Haemker Construction appreciates the opportunity to work with you. We pride
ourselves in providing excellent service and fulfilling your needs from conception to completion. Our
design team makes it simple: if you have a vision, we will make it happen.
Since 1997, Haemker Construction has been a specialty contractor based in Nampa specializing
in full turnkey playground construction. We will be available with our NPCAI certified and award-winning
team at every stage of the Long Park project. From conception to completion, all trades for this
playground will be performed in-house. By not subcontracting any parts of this project, we can keep
taxpayer costs low while still offering great flexibility and creativity. With an iterative design process
focused on communication, full-service installation at the highest professional standard, and industry
leading safety inspections and maintenance, Haemker Construction and Recreation Today have become
Idaho's leading provider of turn -key playground services and construction.
Our installation process will put the City of Chubbuck first. We will take charge of receiving and
storing your equipment in a secured, insured facility at no charge for up to 6 months, if needed. We will
transport your equipment to the job site where it will remain secured until the installation is completed by
our industry certified team. We guarantee a 1 -year warranty on labor and workmanship and stand behind
our manufacturer warranties.
Our policy has always been to exceed our client's expectations with regards to safety, training,
and service. We watch for any liability concerns in each playground and park we work on. We have
hosted cities, school districts, and even HOAs for training on state, national, and industry safety
standards and regulations. You will appreciate being able to rely on our expertise for inspections and
maintenance of your new playground.
Special consideration was made during the design to incorporate creative features for "Grand
Adventure" and "New Waves' even with the challenge of a smaller pit dimension. Creative features
include age-appropriate rock climber, leaf climber, boulder, stepping pod, vertical climbing structures, and
tunnel bridge. Accessibility is incorporated into each design with ADA ramps and transfer stations in
accordance with the Americans with Disability Act and manufacture recommendations. All commercial
equipment conforms to safety standards set for by the American Society for Testing and Materials
(ASTM), requiring minimal maintenance. Upon completion of the project, the customer will receive 2D
line drawings footings plan, footing details, installation manual and maintenance recommendations for the
equipment and safety surfacing.
We hope that as you review this presentation, you will bear in mind the flexibility, expertise, and
reliability Haemker Construction has to offer the City of Chubbuck. We look forward to making the Long
Park playground a treasure for the community for many years.
