Re: Consultant Selection for Comprehensive Plan Update
Background: The City Comprehensive Plan Our Valley, Our Vision was adopted in 2002 with various minor
amendments since that time. The plan was intended for up to 20 years of guidance for public and private
development, and conditions have certainly changed since that time.
A consultant is needed to complete the project, and funds were included in the budget for the endeavor.
The City has also received a Comprehensive Planning Grant from the Blue Cross of Idaho Foundation for
Health (BCIFH). The grant aims to assist local governments to strengthen policies and possibilities to
improve the community's health in numerous ways.
The Foundation refers to the 29 Social Determinants of Health recognized by the Kaiser Family Foundation
and other organizations. A Comprehensive Plan can adequately address several of these items but not all.
The BCIFH has other programs to focus on other determinants.
Proposals: Staff released a Request for Proposals on March 30, 2023 and received questions from several
consultants. Two complete proposals were received on May 11, 2023, and were reviewed by a selection
committee comprising Mori Byington (Bannock Transportation Planning Organization), Tristan Bourquin
(Bannock County Planning and Development), with Devin Hillam and Don Matson representing the City.
After reviewing the proposals, including experience planning with health, the committee unanimously
agreed to select J -U -B Engineers for the contract. J -U -B has planning and experience in the Portneuf Valley
and is in the process of completing a similar plan for the City of Jerome, which was also partly funded by
the Foundation.
Request: Authorize the Mayor to direct negotiations with J -U -B and to sign a contract for planning services.
The contract timeline is expected to be 16 to 18 months.

City of Chubbuck I Comprehensive Plan Update
Understanding
J -U -B is uniquely aware of the opportunities and challenges facing Chubbuck. Our Pocatello office has provided engineering
services to the City over the years, our public involvement team has facilitated numerous meetings and workshops with
community leaders (including a Downtown Visioning Session in 2020), and our planners bring perspective on community based
solutions implemented in small to mid-size cities across Idaho. Our work in the City of Jerome (concluding in June 2023), which
was partially funded by the Blue Cross of Idaho Foundation for Health (BCIFH), is particularly comparable to the Chubbuck
plan. J -U -B proposes to apply the entire team from the Jerome project to support your Comprehensive Plan Update, with a
customized approach for Chubbuck.
Project Lead
Sheri Freemuth, AICP, is our proposed Project Manager; she possesses a wide range of expertise in land use planning. She
has worked for local planning agencies including small and large cities and county government and has resided in Idaho since
1987. Sheri has extensive experience in comprehensive planning, as well as reviewing site development plans and teaching
workshops on both subjects. In addition, she has authored local zoning ordinances, comprehensive and specific plans (including
historic preservation plans and design guidelines). Sheri will be supported in project management duties by Andrea Gumm,
TLG Public Involvement Manager. Andrea is a local resident with a firsthand understanding of Chubbuck!
Schedule
J -U -B's schedule is such that our team will be available at the anticipated Notice to Proceed (NTP) and can complete the scope
of work as outlined within 18 months, considering the option of an adjusted schedule to meet public involvement goals of the
BCIFH grant. Our current schedule is 16 months, providing some flexibility as we navigate the process.

City of Chu Muck I Comprehensive Plan Update
Demonstrated Experience with Planning a Community Health
We are delighted the City of Chubbuck has been awarded
a grant from the Blue Cross of Idaho Foundation for
Health (BCIFH) to support the creation and updating of its
comprehensive plan with a community health lens. Based on
our recent work with the City of Jerome, we know the primary
focus of the grant is to help communities embed issues related
to health into their plans, integrating the topic into public
outreach efforts, with the intention of weaving the essential
threads of healthy communities into the foundational city
planning document.
In the City of Jerome, we led efforts to address the
root causes that impact individual health outcomes at
the community level through collaboration with local
healthcare organizations and other related community
groups. This was accomplished by the following meaningful
public outreach techniques:
• Initial stakeholder interviews with community
representatives from the following sectors: health care,
education, economic development, and community
service groups.
• Participated in a community service entity who
met regularly with health care, education, and
agency professionals
• Prepared a bilingual handout (printed and online) to
distribute throughout the community.
• Provided an interpreter at public meetings.
• Conducted Community Advisory Committee meetings,
bilingual public surveys and in-person meetings with
participants of community health sectors.
• Provided local planners with tools to conduct in-person
meetings at schools, with city employees and on air with
local Hispanic radio.
• Created specific community health activities to encourage
input at public meeting.
This outreach yielded feedback that defined community
health for Jerome residents to include the following issues:
• Access to healthcare facilities/community resources
• Walkability and connectivity
• Recreational opportunities
• Food security and poverty
• Childcare and early education
Each of these issues are discussed in the draft plan and are
consolidated in a Community Health section of the Quality
of Life chapter. Notably, J -U -B planners took a deeper dive
into the issue of food security and poverty, based on a review
of demographic data, resulting in a GIS based food desert
analysis. The results encouraged identification of strategic
neighborhood commercial areas on the Future Land Use Map,
development of appropriate policies and implementation
strategies regarding connectivity, and enhanced social and
economic programs, including a new farmer's market and the
proposed Boys and Girls Club.

City of Chubbuck I Comprehensive Plan Update
Experience with Social Determinants of Health
Economic Stability
J -U -B planners provide support to clients as they
pursue funding to ensure the quality of life and
economic strength of their communities. One of
the primary tools in this regard, is the use of Urban
Renewal Districts. J -U -B planners have developed
Urban Renewal Plans for various communities $
including the cities of Post Falls and Kuna, Idaho. ,a
L1l.JlJ
Neighborhood & Physical Environment
J -U -B planners routinely prepare specific and
comprehensive plans that beneficially impact
neighborhoods and the physical environment of city
and county jurisdictions. We also provide Historic
Preservation, Parks and Recreation and Transportation
planning expertise that address specific community
attributes. The Pocatello Trails Visioning project
presented on page 10 is one such example. Fn
Education
In addition to assessing impacts on School Districts
as part of our comprehensive plans, J -U -B, along with
our subsidiary GMI, has provided support to the Kuna
School District evaluating boundaries and planning
areas using GIS. J -U -B has also supported planning
and feasibility studies for future school locations and
provided civil engineering expertise during
the design and permitting phase for new -_
school construction.
_ t
Our project manager, Sheri Freemuth, coordinated a
panel at the 2022 American Planning Association Idaho
Chapter conference showcasing the work of the BCIFH
with their program manager, Courtney Frost, providing
an overview of the grants and background on successful
projects. Sheri is also familiar with the 2020 American
Planning Association publication, Toolkit to Integrate Health
and Equity in Comprehensive Plans, as well as the work of
Changel-ab Solutions.
We are eager to collaborate with Chubbuck planners to
refine the planning approach and work plan as needed,
to devise appropriate tracking mechanisms to meet
the objectives of this exciting funding opportunity, and
ultimately lead to a healthier Chubbuck!
Food
As described above, for the purposes of the City
of Jerome Comprehensive Plan, the J -U -B team
conducted a GIS based analysis of food availability in
the city, comparing the location of grocery stores to
the concentration of residential housing, households
living in poverty, and households without access to a
vehicle. Based on this graphic presentation of data,
it was possible to demonstrate how access to fresh
foods is a local concern.
Community & Social Context
TLG has worked on numerous projects addressing
community and social context by leading and
facilitating the following:
• Idaho Department of Health and Welfare:
Facilitated several public health policy advisory
committees, task forces, conferences, and
workshops on various topics.
• Salt Lake City (SLC) Racial Equity in Policing
Commission: Facilitated working group to advise
and make recommendations on policy changes the
SLC Police Department should make to improve its
focus on racial equity.
• SLC Office of Economic Development: Support
development of a proactive strategy to capitalize
on the existing Health Care ecosystem in SLC and
further build upon it, including coordination n
with industry leaders and City resources. y G

For this project, the J -U -B team is collaborating with the City of Jerome Planning and
Zoning Administrator, other City personnel, and Planning and Zoning Commissioners
throughout an 18 -month planning process. We are providing planning, public
involvement, and GIS expertise. The geographic scope of the plan is within the city limits
and inside the Area of City Impact.
J -U -B has supported the City with all aspects of the plan initiation phase including
evaluation of their existing conditions. We are also following a new approach, funded by
the Blue Cross Foundation, to make Community Health a cornerstone of the planning
process. Key to the success of the Community Health approach was integrating
community health representatives throughout the process and pursuing specific
health topic areas consistently (education, connectivity, food, etc.).
J -U -B has led numerous aspects of the public involvement approach including
stakeholder interviews, a community advisory committee and two online surveys.
The plan will include all State Code required plan elements that will in turn address
community concerns and outline goals, objectives, and strategies. The Draft Plan will be

City of Chubbuck I Comprehensive Plan Update
PROPOSED WORK PLAN
We recognize and appreciate the uniqueness of the City of Chubbuck. As the second largest city
in Bannock County and neighbor to the County seat, Pocatello, Chubbuck is poised to continue to
grow and serve southeastern Idaho. As home to over 15,000 residents, the city includes comfortable
neighborhoods dotted with businesses, schools, parks and churches. With peaks of growth over the
past seven decades since incorporation, the city has endeavored to provide adequate services and
guide development to create a sustainable community.

This tradition of planning, along with an experienced planning staff, bodes well for this new Comprehensive Plan. We are eager
to work as an extension of your staff to design a process that engages the entire City, residents and visitors, employers and
employees, public and private sectors. We propose a three-phase work plan, including all of the tasks described in your RFP,
and others we believe will be essential to a new and effective plan. This section also includes a summary of our public outreach
approach highlighting ways in which we will engage all sectors of the community and further the discussion regarding social
determinants of health. This section concludes with a proposed schedule and budget.
Local comprehensive planning can be challenging; J -U -B is confident we can guide the City of Chubbuck through a collaborative
process that will reduce complexity and provide a clear path for all parties involved. The following approach outlines each phase
of our proposed process to update the City's Comprehensive Plan:
*Please note our thoughts on Innovative approaches depicted with and community health focus areas depicted with
IMAGINE
(June — October 2023)
/_This initial phase will kick off the City
of Chubbuck Comprehensive Planning
process with a series of interactions with
the community to imagine the future.
We encourage you to identify a small group of City personnel
and appointed commissioners to provide guidance throughout
the process to track the phases, tasks and approach, modifying
as needed. This planning team will kick-off the process as
soon as we receive a Notice to Proceed and will meet each
consecutive month throughout the process.
The first deliverable is anticipated to be a Work/Public
Involvement Plan (WPIP), to refine and finalize the project
scope and schedule, identify the project team, and clarify
roles and responsibilities. We will discuss and identify key
issues, community representatives, and create a project
contact list. The WPIP will include strategies for working with
and informing the public, including added details regarding
stakeholders, integrating community health interests,
identified issues/concerns, plan milestones, community
events, and meeting Iocations. The WPIP typically presents a
distinctive graphic brand and style guide (fonts, logos, colors,
etc.) for use throughout the life of the project, making it easy
to identify and follow.
To initiate the public outreach for this process, key stakeholder
interviews will be conducted and a situational assessment
report will be generated. The team will develop a list of key
community members to visit with at the onset of the planning
process, to help identify goals, issues, concerns, themes
and trends.
We also recommend the use of a bilingual project handout,
crafted at the outset of the planning process to educate the
general public about the comprehensive planning process,
the community health focus, and how they will be able to
participate over the course of the plans development. This
handout is completely suitable for use on the City's website
(ideally on a Comprehensive Plan page) and electronic
distribution, as well as mailing and
in-person distribution.
A key element to our successful planning process
is engaging a Steering Committee (SC). The WPIP
development process should result in the identification of
SC participants including community health represntatives.
Once the City has appointed a SC, J -U -B will facilitate
an initial meeting to discuss the planning process, the
community health focus, review issues previously collected,
and introduce some of the data collected by the planning
team. We plan on in-person attendance by Sheri Freemuth
and Andrea Gumm to all SC meetings, with engagement
from other members of the consultant team as needed.
For this initial meeting, we anticipate preparation
of a comprehensive list of goals, issues, challenges,
and opportunities, guided primarily by the Social
Determinants of Health, and an exercise to promote
community visioning. 4
Based on the results of the SC, we propose an online comment
mapping tool to confirm and expand on community concerns
and visioning. This initial feedback gathering activity will
provide the basis for the development of goals, objectives,
and implementation strategies.
We will also collect existing planning documents, the City's
Existing Conditions Report, the Future Land Use Map (FLUM),
and gather existing GIS and demographic information. We
would be happy to meet with the Chubbuck Department
Leaders, Land Use & Development Commission (LUDC), and
City Council at work session at any time during this phase.
CREATE
(Nov. 2023 —April 2024)
During this phase, the planning team
will collaborate with the community to
create an updated Comprehensive
Plan. We will review existing plans and
policies, maps, and other information regarding the City of
Chubbuck, collected during phase 1. Whenever possible, J -U -B
will utilize the current comprehensive plan, the key updated
elements/supporting documents, and refer to all applicable
plans from other agencies.
The planning team will work together to also merge and
group comprehensive plan elements as appropriate, while
complying with the Idaho Local Land Use Planning Act
provisions for plan components. Special attention will be
given on how best to approach the Social Determinants of
Health, either by integrating them throughout the plan,
sorting them into the appropriate components, or perhaps
including a separate section to highlight the analysis.
J -U -B's punning team will apply aemograpnic
forecasts utilizing existing conditions information to
prepare a description of future trends. This narrative will be
accompanied by updated maps, using the City's GIS/Spatial
data, that will help inform our planning efforts and the Draft
Community Scorecard.
A second meeting with the SC will affirm the plan components
and potential goals, objectives and implementation strategies
within each component, informed by the results of the
public survey. This meeting will also include a discussion
around the FLUM, prompting further conversations around
land development patterns, future growth, and community
impacts. The SC will also discuss the particulars surrounding
an in-person public event designed to focus on the key
plan elements.

INSPIRE
(May -September 2024)
In this phase, the previous work will
come together in the preparation of
a document to guide future decision
making and inspire actionable
implementation steps.
Based on the input of the SC and the public meetings,
preliminary draft chapters will be crafted to fully integrate
the Social Determinants of Health topics while addressing
the plan elements required under Idaho Code. Maps, tables,
and graphics will be used to summarize information
wherever possible. C)
The SC will meet to discuss public feedback received in Phase
2, revisit the FLUM and any other outstanding issues and
focus on an actionable implementation plan. We recommend
a dedicated implementation chapter identifying strategic
initiatives and data points that can be tracked regularly (or
"scored) to verify whether the strategies are achieving the
anticipated objectives and goals.
Based on SC and public input, J -U -B will prepare an internal
review draft for consideration by the planning team, and
then transmit the Preliminary Draft (with any necessary
amendments) to the SC for their review and comment. The
SC comments will be incorporated, and a Draft Plan will
be posted on-line and distributed for public comment. We
anticipate providing an opportunity for public comment
on the Draft Plan via an online survey as well as at public
input stations (City Hall, Portneuf Library, etc.). These
comments will be gathered and summarized for
presentation at the LUDC public hearing.
PUBLIC OUTREACH APPROACH
There is no "one size fits all" method to engaging the entire City
of Chubbuck. TLG is an industry leader in public engagement.
We will take a focused, approach to customize our public
outreach efforts, ensuring that our approach provides early,
meaningful, and continuous stakeholder engagement.
Andrea Gumm with The Langdon Group will manage
the public outreach for this plan. Andrea's proximity to
City offices, her past work on local projects, and her existing
relationships, give our project team unparalleled familiarity
with the local context. It will make our team and public
outreach execution effective and efficient. While the below
tasks are mentioned in the work plan on previous pages, the
City of Chubbuck I Comprehensive Plan Update
J -U -B will support City staff in presentations to LUDC and City
Council. We will work with the City to make adjustments to the
Draft document before and after each hearing, as needed.
An electronic version of the Final Plan along with 20 hard
copies is anticipated in Fall 2024. The plan will be easy
to navigate, yet comprehensive. It will inspire the City to
make strategic, informed decisions, and track progress
toward success.
Inspire Proposed Tasks:
a. Community Outreach (round 3)
• Community Survey #2
• Public Input Stations
• Steering Committee Meeting #3
• LUDC Public Hearing
• Chubbuck City Council Public Hearing & Adoption
b. Preliminary Draft with Implementation chapter/
Strategic Initiatives and updated Scorecard
c. Draft & Final Comprehensive Plan (20 copies) I

following provides valuable information on how our public
involvement approach to those tasks add value and create
unique opportunities for public input.
EARLY
Situational Assessment: We will start by developing a list of
key stakeholders, interest groups, and organizations that will
be involved in the planning process. This assessment includes
one-on-one interviews with these key stakeholders to solicit
ideas, interests, or concerns, as well as uncover any issues that
may be lingering below the surface. These interviews will help
identify additional key stakeholders for inclusion in the plan
and establish how stakeholders might like to be involved in
the process.
As a part of the situational assessment, we will take
an intentional, targeted look at the community health
aspects of the plan, as well as ensuring we engage
underrepresented and limited English proficiency
(LEP) communities. This is essential in ensuring the City
develops a plan that is a true representation of all of
its citizens.
MEANINGFUL
Online Comment Mapping: A customized, interactive web -
tool will allow residents to express their goals and ideas for
specific geographic locations by simply clicking on a map,
categorizing their concern (e.g., safety, services, land use,
traffic, recreation, zoning), and entering their comment. The
key take -away from this tool is a database of public input tied
to specific geographic locations. This cost-effective technology
will allow the project team to overlay existing land use
patterns, transportation network condition information with
public input into a single visually informative map.
Public Meetings & Workshops: Holding public meetings
at key milestones during the plan, as described in the work
plan, will provide another opportunity for the project team
and interested stakeholders to meet, inform and collaborate.
We plan to hold public meetings/visioning workshops at
the initiation of the planning process and during draft plan
review milestones.
Just as important as the timing of these meetings is the
location — we propose meetings be held in traditional
format (i.e., open house at City Hall), but also at key locations
and at specific times to maximize our reach. This includes
neighborhood meetings (smaller open -house style events in
specific areas of the City), and potential online open houses
for those who do not have the means or time to attend an in-
person event. Depending on budget and resources, our team
could support the facilitation of these meetings by developing
the materials to equip City staff with the ability to facilitate
these meetings if needed.
CONTINUOUS
Steering Committee: As mentioned in the previous
section, our team will facilitate SC engagement, encourage
participation from stakeholders, and successfully bring
people together to influence the plan update. With a
balance of structure and flexibility, our team will establish
an environment where people can discuss difficult topics,
prioritize efforts, collaborate on ideas and implementation,
and build consensus. Our team will be diligent and intentional
about including a variety of perspectives, by seeking to involve
individuals with expertise in education, public health, youth
issues, diversity and other traditional planning topics.
City of Chubbuck I Comprehensive Plan Update
Community Presentations. We can also provide updates
or formal presentations to established groups such as the
City Council, and/or other local organizations (e.g., Rotary,
Chamber of Commerce).
Meeting People Where They Are
One of the most important parts of our outreach is getting
people participating. We plan to take a targeted, intentional
approach at promoting and advertising all of our
outreach opportunities. Some of these ideas include:
• All project and promotional information sent home
from school with local elementary students (bilingual)
• Utilizing the SC and their networks to advertise and
promote outreach opportunities
• Door-to-door flyers in neighborhoods
• Outreach to local HOAs and neighborhood groups,
including neighborhood pages on social media
• Outreach at local churches and local assisted
living facilities
• Bilingual information sharing (with QR codes for
comment opportunities) at community events
(Chubbuck Days, summer Movies in the Park)
• Targeting large employers and local businesses in the
community for information distribution O
to employees. f
We will become an extension of your team, and we can
provide a buffer between you and the public. We will be
available to be the primary contact for all stakeholders and
respond to their needs and comments received by email,
phone, social media, or direct contact. Andrea will be available
to meet with stakeholders and City staff as needs arise.
All our graphics, outreach materials and engagement
opportunities will be promoted and accessible on websites
and social media. Graphics and documents will be designed
"mobile ready"to be easily accessible and readable to G=
all online users. r_
