CALL TO ORDER: Mayor England
COUNCIL PRESENT: Dan Heiner, Melanie Evans, Roger Hernandez and Norman Reece,
STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Ryan Lewis, Interim Public
Works Director Bridger Morrison, Public Works Operations Manager Kami Smoot, Community
Services Director Devin Hillam, Police Chief Bill Guiberson, Lieutenant Rob Butterfield, Fire
Chief Merlin Miller, Human Resource Director Scott Gummersall, City Treasurer Rich Morgan,
and City Clerk Joey Bowers.
GENERAL BUSINESS:
1. Budget Presentations from City Departments.
Interim Public Works Director Bridger Morrison went over the current makeup of the
Public Works Department. These included Highway, Streets, and Roads, Sanitation,
Water, Wastewater, GIS, Fleet Maintenance, and Engineering. Mr. Morrison went over
roles and responsibilities for each department, capital projects & equipment, future
personnel needs, and proposed a budget for FY24 for each department. Mr. Morrison also
asked the Council to consider using some of the funds from the 1992 urban renewal
district that is set to expire to go towards pavement maintenance.
2. Discussion on the Police Department and Future Needs.
Police Chief Bill Guiberson recommended looking at re -implementing and funding a
K9 Unit, Tactical Team, and moving towards having an assistant Chief in the future.
Lieutenant Rob Butterfield went over staffing and how the City of Chubbuck
compares to other agencies within the state. The City of Chubbuck currently has
sworn officers per 1,000 residents.
