GENERAL BUSINESS
1. An application for a preliminary plat for the Copperfield Landing Subdivision, Division
7. Applicant proposes to subdivide 11.7 acres into 145 residential lots. Property is in the
NW/NE '/a of Section 4, Township 6 South, Range 34 East of the Boise Meridian,
Idaho, generally located at 800 block of West Siphon Road, west of Truman St. and
south of W. Siphon Rd., Chubbuck, Idaho. Current zoning designation on the property
places it in the Planned Unit Development (PUD) land use district. The Comprehensive
Plan Future Land Use map designates this area as Low Density/Mixed Use. Application
will be evaluated against standards found in municipal code section 17.12.100. Type of
Action: Recommendation.
Brady Smith from Rocky Mountain Engineering represented the applicant. Mr.
Smith presented a Preliminary Plat application for 144 residential building lots, 1 club
house lot, and 2 common area lots in the Copperfield Landing Division 7.
Mendenhall asked if the two private drives Melody and Sanich would be built to
City standards in case they are ever turned over to the City in the future. Smith stated
that the developer would not be granting public right of way along those private
drives to the City, so he did not see how they could ever be turned over to the City in
the future.
Development Services Manager Sean Harris stated that this application had been
reviewed by City Staff and appears to meet the standards of Titles 16, 17 and 18 of
City Code, and recommended approval with conditions.
Thayer asked if the developer had received permission from the previous developer
to keep the name (Copperfield Landing) as found in Idaho Code 50-1507. Smith
stated that the previous developer was aware and had given consent.
Mendenhall stated that he was approached before the meeting from a couple
community members that asked if they could address some concerns with the Board.
Attorney Ryan Lewis stated that the Board can ask for comment from those in the
audience. But since this was not a public hearing they were not required to take public
comment. There is a process within City Code that allows the public to petition for a
public hearing.
The Board decided since there was already a process within City Code to follow
that process, so to not set a precedence for public comment in the future.
Ayre motioned to recommend approval of the Copperfield Landing Div. 7 Preliminary Plat as
presented to the City Council. Conditional upon secondary irrigation facilities be required to be
designed and constructed in accordance with section 16.12.230 of City Code, which will include
a pump station, preliminary plat recommendations are conditional upon City Council approval of
Copperfield Landing Division 7, and submit a Category A Traffic Impact Analysis and review
fee for review and approval prior to submittal of the final plat. Hiltbrand seconded.
With all commission members understanding the motion they voted.
