Re: Council Interest in a Recreation Program within Parks & Recreation Division
The Community Services' division, Parks & Recreation, with 4 full-time employees oversees the operations
and maintenance of a significant amount of the City's public space, including mowing and care of the parks and
landscaped areas (New Day Parkway, Knudsen Blvd., backs of fences, etc.). In the past, the City used to also run the
operations of the baseball leagues (baseball, softball, tee ball) through multiple employees in multiple departments
but in recent years, the program has shifted to rely heavily upon volunteers and minimally paid league coordinators.
Recently, we were approached by Chris Adams, the leagues' paid coordinator, to see if the City could take back the
operations of the leagues since the coordinators and volunteers aren't able to be as responsive to the day-to-day
questions, payment/refund processing, registration, and other needs like city employees have been able to in the
past. We have been informed that if we cannot serve this role, since the volunteer and minimally paid coordinators
cannot adequately fulfill the functions necessary to run the league and the league currently exists under the
framework of the City, the league will likely dwindle and suffer and eventually go away.
I support the desire for the City to take on the tasks of running the baseball leagues however, there is not
capacity in either the Parks & Recreation Division or the larger Community Services Department to do so currently.
If Council would like to see the program succeed through in-house efforts, I will continue to review resources, needs,
and functions in the Department, and will find a path forward to propose.
