CALL To ORDER: Mayor England
COUNCIL PRESENT: Dan Heiner, Roger Hernandez, Norman Reece, and Melanie Evans.
STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Ryan Lewis, Interim Public
Works Director Bridger Morrison, Community Services Director Devin Hillam, Police Chief Bill
Guiberson, Fire Chief Merlin Miller, Human Resource Director Scott Gummersall, City
Treasurer Rich Morgan, and City Clerk Joey Bowers.
GENERAL BUSINESS:
1. Discussion on Personnel Policy Updates.
Human Resource Director Scott Gummersall presented changes to the City's
personnel policy.
2. Discussion on FY24 Budget.
The Council discussed department goals and priorities and a schedule to prepare for
the upcoming FY24 budget.
Councilmember Evans asked all the elected officials and department heads to review
the Association of Idaho Cities suggested budgeting policy manual, and a budget
presentation from the City of Twin Falls and the City of Jerome to look for ways that the
City could improve how it sets its budget each year and the budget process moving
forward.
Councilmember Heiner asked if the department heads could breakout the City's
obligated costs and operational costs associated with each department into categories to
help the Council better understand each department's budgets during the FY24 budget
season.
The Council asked to hold additional study sessions throughout the year when needed
to better understand the budgeting process.
ADJOURN: Mayor Kevin England adjourned at 5:35.
