HomeMy WebLinkAbout01 04 2023 CMCHUBBUCK I D R H 0 City of Chubbuck Council Meeting Minutes January 4, 2023 6:00 PM City Hall Council Chambers 290 East Linden, Chubbuck, ID 83202 CALL TO ORDER: Mayor England COUNCIL PRESENT: Dan Heiner, Norman Reece, Roger Hernandez, and Melanie Evans. STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Ryan Lewis, Interim Public Works Director Bridger Morrison, Community Services Director Devin Hillam, Parks Manager Aaron Schilhabel, Fire Chief Merlin Miller, Police Chief Bill Guiberson, Development Services Manager Sean Harris, City Treasurer Rich Morgan, and City Clerk Joey Bowers. APPROVAL OF MINUTES: December 7, 2022. Councilmember Heiner motioned for approval of the Study Session and Council Meeting minutes. Councilmember Hernandez seconded motion for approval of minutes. Roll Call: Heiner -yes, Reece -yes, Hernandez -yes, Evans -yes, motion passed. GENERAL BUSINESS: 1. Approval of Patriot Square Commercial -East Final/Short Plat and the findings, facts and conclusions of law. (Council will discuss the application and if it meets City code). Stewart Ward from Dioptra represented the applicant. Mr. Ward presented a two lot short plat for 2 commercial building lots in the Patriot Square Commercial — East subdivision. Development Services Manager Sean Harris stated that this application had been reviewed by City Staff and does not appear to meet all the standards of Titles 16, 17 and 18 of City Code, as presented. City Staff recommended that the construction plans/drawings be approved by Development Services. Councilmember Heiner motioned to approve the Patriot Square Commercial -East Final/Short Plat as presented, including the findings, facts and conclusions of law as presented by City Staff, and conditional upon construction plans/drawings be approved by Development Services. Councilmember Hernandez seconded motion for approval. Roll Call: Reece -yes, Hernandez -yes, Evans -yes, Heiner -yes, motion passed. 2. Parks & Recreation Division Request to use unexpended FY22 monies for select uses in FY23. (Council will discuss the Parks & Recreation Divisions funding Request). Community Services Director Devin Hillam stated that the Parks and Recreation Department had approximately $73,569 of unexpended revenues at the end of FY22. The Parks Department asked to use these funds in FY23 to install cameras at Cotant Park, purchase a used vehicle, build/remodel a seasonal equipment storage facility, and playground surface treatments. City Treasurer Rich Morgan stated that the Council would need to have a public hearing and open the budget to include the amount being requested as part of the FY23 budget before the Parks Department would be able to use those funds. Councilmember Reece motioned to approve the Parks and Recreations Divisions request to reopen the FY23 budget to use unexpended FY22 monies for select uses in FY23 as presented. Councilmember Hernandez seconded motion for approval. Roll Call: Hernandez -yes, Evans -yes, Heiner -yes, Reece -yes, motion passed CLAIMS: 1. Ratify Approval of the City of Chubbuck claims for December 21, 2022 as presented to Mayor England and Council. Councilmember Heiner motioned to ratify approval of the City of Chubbuck claims for December 21, 2022 as presented to Mayor England and Council. Councilmember Hernandez seconded motion for approval. Roll Call: Evans -yes, Heiner -yes, Reece -yes, Hernandez -yes, motion passed. 2. City of Chubbuck claims for January 4, 2023 as presented to Mayor England and Council. Councilmember Hernandez motioned to approve the City of Chubbuck Claims as presented. Councilmember Heiner seconded motion for approval.
