Subject: Elected Official Compensation -January 18, 2023 Council Meeting
Mayor England,
Listed below is the Compensation data for Council review.
1. Basis for Council Review of Elected Official Compensation - City Code 2.04.010
At the second Council meeting in January of each year in which there shall be a general
election to elect City officials, the Mayor andii Council shall review salaries and whether or not
changes in the Mayor and Council salaries should be made on January 1 following the next
general election. Notwithstanding any other adjustments adopted by the Mayor and Council,
salary adjustments for such elective officers may be made at this review in accordance and in
proportion with changes in the Consumer Price Index for all U.S. urban consumers as
published by the United States Department of Labor and any other bench marks or available
data since the last such salary adjustments were made by the Council. Such adjustments must
be specifically adopted by ordinance passed and published in accordance with Idaho law and
specifically Idaho Code section 50-203 prior to the effective date of such adjustments. (Ord.
766, 2017)
2. In Proportion with Changes in the Consumer Price Index
On Janauary 20, 2021 the City Council approved salary adjustments for the Mayor and
Council Members based on changes in the average annual CPI for years 2018 and
2019. This change was effective January 01, 2022. Posted below are the
recommended changes based on the change in annual average CPI for years 2020 and
2021. This change would be effective January 01, 2024.

3. In Proportion with Other Benchmarks - Market Rate
I determined a benchmark or market rate from other Idaho Cities of similar size (four
larger and four smaller). The pay data is from the City Code for each selected City.

4. Staff Recommendation
The benchmark market rate is impacted upwards by the compensation data from the
City of Star. However, the compensation from Kuna, Jerome and Blackfoot has not
been changed in five or more years based on the posted City Code for these
municipalities. Noting these factors, this still represents the market rate for current
elected official pay in cities of similar size.
My recommendation is to apply the inflationary increase as shown in item 2 which
provides a compensation rate below the benchmark market rate, but not unreasonably
s0.
Please let me know what questions you have.
Thanks,
N
