STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Ryan Lewis, City Engineer Bridger Morrison, Community Services Director Devin Hillam, Development Services Manager Sean Harris, City Treasurer Rich Morgan, and City Clerk Joey Bowers. GENERAL BUSINESS: 1. A Joint Meeting with the City Council and the Chubbuck Development Authority Board (CDA) to Discuss Project Priorities and the Remainder of the 1992 Urban Renewal Plan. The City Council and CDA Board Members discussed the current projects associated with the 1992 Urban Renewal Plan. The City Council and CDA Board Members also discussed priorities for future projects. The main project that both boards wanted to see finished with the 1992 Urban Renewal Plan before it closes out in 2023 was the Hawthorne Irrigation Bridge Project. CDA Attorney TJ Budge stated that legal counsel Elam and Burke had counseled that as long as the project had been designed and ready for bid before the closing of the 1992 Urban Renewal Plan, the CDA would be able to receive/maintain those funds throughout the remainder of the project. Mr. Budge also verified that information with the Bannock County Assessor's office. The City Council and CDA Board directed City Staff to start working on designing the Hawthorne Irrigation Bridge Project. City Engineer Bridger Morrison stated that on the Philbin/Chubbuck Road Roundabout Project that was funded by the CDA, the concrete that was placed for the sidewalks and truck apron, which is at the interior of the roundabout, failed to meet the project specifications. After additional testing, it was confirmed that the concrete did not meet the strength requirements called for the in the construction documents. Therefore, we have two options to address the deficient concrete: 1) Require the concrete to be removed and replaced, or 2) Leave the concrete in place but not pay the contractor for those items. If Option 2 were selected, there would be a savings to the project of $145,370.00. If Option 2 were selected, there will likely be additional future maintenance costs that the Street Department will be responsible for related to the concrete. Therefore, the City would like the CDA to consider if that funding could be applied to projects the Street Department needs to complete in the near fixture. If that is possible, the funding provided by the CDA would be recognized as offsetting future maintenance costs that the Street Department will be responsible for at the roundabout. The Street Department had identified some project needs that could be considered such as significant storrn drain improvements on Eagle Drive near Briarwood Park, storm drain improvements on Hawthorne Road between Knudsen and Chubbuck Road, and sidewalk ADA improvements at various locations. The CDA Board asked for this item of business to be placed on their January 17, 2023 meeting agenda for further discussion and decision. ADJOURN: Mayor Kevin England adjourned at 5:32.
