Re: Discussion about Policy for City Utility Connections Outside of City Limits
Summary Request
Please have reviewed the drafted requirements on pages 3-4 of this memo and come with guidance and
direction for whether you agree in concept with the drafted requirements and whether you'd like to see the
requirements put into a resolution for formal consideration. If you have any questions prior to the meeting,
please contact me.
Background Information
From time -to -time, the City is approached by developers or existing homeowners in the County
who desire to connect to one or more City utilities. For developers, connecting to City utilities often means
higher densities that they could otherwise have in the County. For existing homeowners or one -of type
residential lots, connecting to an available sanitary sewer line is often a required of the DEQ/Health District
when reasonably close. Staff is very supportive of seeing as many connections to the sewer system as
possible to protect the aquifer's drinking water and staff is supportive of sewer and water connections,
when properties are developed in a manner that considers long-term regional growth, so that a higher
density of lots can be created to promote long-term efficiencies and fiscal sustainability for the rate and
taxpayers.
In the past, City staff have worked with developers to ensure that the City's goals and needs are
met as a condition of providing City utilities. Examples include agreements for Westfield Estates, Rio Estates,
Jaxon Subdivision, and recently, for a minor land division near the City boundary on W Chubbuck Road
which was not able to be annexed. To provide clarity for those who seek our utility connections and for the

City's staff, the Mayor, Public Works Director, City Attorney, and I have drafted a list of requirements for
connections based on the types of requested connections for the Council's consideration with the hopes
that Council would be willing to adopt them in an upcoming meeting as city policy via City Resolution.

shall define the scope of services to be provided and the consideration to be paid therefor.
Services which may be furnished pursuant to such agreements may include, without
limitation, police protection, fire protection, animal control, sanitation services, water supply
and sewer services. (Ord. 154 §1, 1975)
2.20.020: PRIORITY:
The furnishing of services pursuant to such agreements shall be subject to the first priority
accorded to adequate provision of services within the corporate boundaries of the city.
(Ord. 154 §2, 1975)
