MINUTES
Board Members Present: Chair Jason Mendenhall, Brett Hiltbrand, Carrie Holm, Mike Schwartz, and
Darell Stewart. Staff Members Present: Attorney Ryan Lewis, Planning and Development Director
Devin Hillam, Planning Manager Don Matson, Development Services Manager Sean Harris, and
City Clerk Joey Bowers.
Mendenhall called the meeting to order at 6:19pm.
Mendenhall asked if any commissioners had a conflict of interest with the items before the
board. Stewart stated that he had driven by the property associated with business item #1, but
would not have an impact on his decision.
APPROVAL OF THE MINUTES: September 13, 2022.
Mendenhall entertained a motion to approve the minutes as emailed. Schwartz moved to accept
the meeting minutes of September 13, 2022 as emailed; Holm seconded. The full commission
approved.
GENERAL BUSINESS
1. An application for a preliminary plat for the Alpine Crossing Subdivision, Division IA.
Applicant proposes to subdivide 7.07 acres into 19 residential lots. Property is in the NW
"/ of Section 9, Township 6 South, Range 34 East of the Boise Meridian, Idaho,
generally located west of the Park Meadows Planned Unit Development and Alpine
Crossing Division 1B and north of the Redman Lateral Canal. Current zoning
designation on the property places it in the Limited Residential (R-2) land use district. The
Comprehensive Plan Future Land Use map designates this area as Mixed Use.
Application will be evaluated against standards found in municipal code section
17.12.100. Type of Action: Recommendation,
Brady Smith from Rocky Mountain Engineering represented the applicant. Mr. Smith
presented an application for 19 single family residential lots.
Development Services Manager Sean Harris stated that this application had been
reviewed by City Staff and appears to meet the standards of Titles 16, 17 and 18 of City
Code, and recommended approval with conditions.
Hiltbrand motioned to recommend approval of the Preliminary Plat for Alpine Crossing Div. IA, as
presented. Conditional upon the applicant provide secondary irrigation facilities design and
constructed in accordance with section 16.12.230 of city code, which will require a pump station,
and provide an S' wide temporary storm water retention easement along the northern right-of-
way of Sawtooth Street, extended east to the western boundary line of Park Meadows 6th
Addition. This is outside of the subdivision boundary, so an easement document signed by
School District 25 recorded in Bannock County will be required. Design and construction of the
northerly storm water swale shall be completed as part of this development. Schwartz seconded.
With all committee members understanding the motion they voted.
