City of Chubbuck Council Meeting Minutes October 5, 2022 6:00 PM City Hall Council Chambers 290 East Linden, Chubbuck, ID 83202 CALL TO ORDER: Mayor England PLEDGE ALLEGIANCE TO THE FLAG: Mayor England COUNCIL PRESENT: Dan Heiner, Melanie Evans, and Roger Hernandez. STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Ryan Lewis, Interim Public Works Director Bridger Morrison, Community Services Director Devin Hillam, Development Services Manager Sean Harris, Police Chief Bill Guiberson, Fire Chief Merlin Miller, Human Resource Director Scott Gummersall, City Treasurer Rich Morgan, and City Clerk Joey Bowers. Mayor England excused Councilmember Norman Reece from the meeting. APPROVAL OF MINUTES: September 21, 2022. Councilmember Evans motioned for approval of the Council Meeting minutes. Councilmember Heiner seconded motion for approval of minutes. Roll Call: Heiner -yes, Evans -yes, Hernandez -yes, motion passed. GENERAL BUSINESS: 1. Approval of Northside Crossing Div. 5 Final/Short Plat and the findings, facts and conclusions of law. (Council will discuss the application and if it meets City code). Applicant Lyn Yost presented a 12 residential lot subdivision, which will be designed as a 55 and active community. Development Services Manager Sean Harris stated that this application had been reviewed by City Staff and appears to meet the standards of Titles 16, 17 and 18 of City Code, and recommended approval with conditions. The applicant had requested to waive the construction of the irrigation pump station to a future division. Councilmember Hernandez motioned for approval of Northside Crossing Div. 5 final/short plat, conditional upon the applicant provide complete irrigation pump station and distribution system final design for review and approval to be included with division 5 construction plans, construction plans/drawings be approved by Development Services Division, provide a storm water report for the property within the bounds of this development with the division 5 construction plans, and the findings, facts and conclusions of law as presented by City Staff. Councilmember Heiner seconded motion for approval with conditions. Roll Call: Evans -yes, Hernandez -yes, Heiner -yes, motion passed. 2. Adoption of Ordinance 852 Change in Land Use District on 1.09 Acres of Land from Limited Commercial (C-1) to Limited Residential (R-2) located at 345 Siphon Rd. (Council will discuss a change in land use from Limited Commercial (C-1) to Limited Residential (R-2)). Councilmember Hernandez motioned for the waiver of three readings, including the reading of one time in full for Ordinance 852. Councilmember Evans seconded motion for waiver. Roll Call: Hernandez -yes, Heiner -yes, Evans -yes, motion passed. Councilmember Evans motioned for adoption of Ordinance 852. Councilmember Hernandez seconded motion for adoption. Roll Call: Heiner -yes, Evans -yes, Hernandez -yes, motion passed. 3. Discussion on IT Services and Possible Approval and Authorizing the Mayor to Enter into a Contract with Sollus. (Council will discuss authorizing the Mayor to enter into a contract with Sollus for IT Services). City Clerk Joey Bowers presented a contract for the City to contract out its IT services versus rehiring internal staff. This contract also included the vendor to provide a representative on site at least 32 hours a week. Councilmember Heiner motioned to authorize the Mayor to enter into a contract with Sollus. Councilmember Hernandez seconded motion for approval Roll Call: Evans -yes, Hernandez -yes, Heiner -yes, motion passed. 4. Approval of Items for Auction or Disposal. (Council will discuss City property for auction or disposal). Councilmember Hernandez motioned for approval of items for auction or disposal. Councilmember Heiner seconded motion for approval. Roll Call: Hernandez -yes, Heiner -yes, Evans -yes, motion passed. 5. Approval of Revised Use of City Multi -Purpose and Council Chamber Rooms. (Council will discuss the updates to the internal policy manuals). City Attorney Ryan Lewis presented an updated policy manual for the use of the City's Multi -Purpose and Council Chamber Rooms. Councilmember Heiner motioned for approval of an updated policy manual for the use of the City's Multi -Purpose and Council Chamber Rooms. Councilmember Hernandez seconded motion for approval. Roll Call: Heiner -yes, Evans -yes, Hernandez -yes, motion passed. CLAIMS: City of Chubbuck claims for October 5, 2022 as presented to Mayor England and Council. Police Chief Bill Guiberson gave an update on the remodel of the Police Headquarters and the new Animal Control Facility. Councilmember Heiner motioned to approve the City of Chubbuck Claims as presented. Councilmember Evans seconded motion for approval. Roll Call: Evans -yes, Hernandez -yes, Heiner -yes, motion passed.
