HomeMy WebLinkAbout03 01 2022r\\ CHUBBUCK 1 n R H D City of Chubbuck Impact Fee Advisory Committee Regular Meeting March 1, 2022 6:00 PM City Hall Council Chambers 290 East Linden, Chubbuck, ID 83202 MINUTES Board Members Present: Chair Jason Mendenhall, Brett Hiltbrand, Thais Ayre, Carrie Holm, Mike Schwartz, Brady Smith, and Darell Stewart. Staff Members Present: Attorney Ryan Lewis, Planning and Development Director Devin Hillam, Fire Chief Merlin Miller, Development Services Manager Sean Harris, Public Works Director Rodney Burch, Police Chief Bill Guiberson, and City Clerk Joey Bowers. Mendenhall called the meeting to order at 6:08pm. Mendenhall asked if any committee members had a conflict of interest with the items before the committee. None were reported. APPROVAL OF MINUTES for January 11, 2022 & February 8, 2022. Mendenhall entertained a motion to approve the minutes as emailed. Stewart recused; Ayre moved to accept the meeting minutes of January 11, 2022 & February 8, 2022 as emailed; Hiltbrand seconded. The full committee approved. GENERAL BUSINESS City officials will provide an overview of building permits and impact fees collected prior to, and since the adoption of the impact fees and the committee may discuss the provided information. Planning and Development Director Devin Hillam provided an overview of building permits. Currently impact fees have not had a negative impact on the number of issued building permits throughout the city. 2. The Committee may hear testimony from an individual from the Building Contractors Association of Southeast Idaho regarding their experiences and insights on the adopted impact fees. Executive Director Deloy Stuart represented the Building Contractors Association of Southeast Idaho (BCASEI). Mr. Stuart presented a study that was prepared for the National Association of Horne Builders as a handbook on impact fees for Associations across the country, which included the Building Contractors Association of Southeast Idaho (BCASEI). Mr. Stuart also presented some of the concerns from the Builders Association that they felt like was having a negative impact on allowing members in the community to become homeowners. Mr. Stuart stated that the BCASEI completely supported the Police and Emergency Services impact fees, but had concerns with the Parks impact fee, and felt like growth shouldn't financially be responsible for community parks. 3. City officials from the Parks, Emergency Services, and Police departments will provide an overview of revenues and expenses pertaining to their impact fee categories and will discuss current and proposed projects of their applicable capital improvement plans. The committee may discuss the provided information. Public Works Director Rodney Burch presented the Parks Capital Improvement Plan. Mr. Burch also presented potential projects that may be added to the Parks Capital Improvement Plan. The Parks Department is currently looking for grants to use with the collected impacts fees throughout the community. Fire Chief Merlin Miller presented that the Fire Department is in desperate need of a second fire station, due to growth. Mr. Miller provided estimated costs associated with building and equipping another station. Mr. Miller also stated that 17-20% of their current call volume is overlapping. Police Chief Bill Guiberson presented the capital improvements that are currently under construction by remodeling the old city hall into a police headquarters and adding an animal control faculty to meet the needs of the community. Each department has 8 years to use collected impact fees. Idaho code has very specific requirements for what those funds may be used towards. 4. The Committee may move to make a recommendation for the City Council regarding impact fees in accordance with Idaho Code section 67 -8205(3)(d -e) or the Committee may provide direction to City staff about what information the Committee would like to review at the next meeting in order to file a report to the City Council. The Committee discussed recommending that the parks impact fee remain at its current level for another year and not increase to the maximum amount as scheduled in the current city ordinance. Ayre motioned to recommend the Parks impact fee increase to the allowed maximum amount as scheduled, Emergency Services, and Police impact fees remain at their maximum levels, and that a new 5 year study needs to be performed using the 2020 census data to the City Council. Smith seconded. With all committee members understanding the motion they voted.
