HomeMy WebLinkAboutItem #2 Alpine Crossing CDBG GrantCDBG Eligibility Criteria - City of Chubbuck Non -Entitlement Funds may only be utilized by non -entitlement cities and counties, in Southeast Idaho that excludes Pocatello and tribal lands (as both receive CDBG funds directly from HUD). Chubbuck is considered eligible as a non -entitlement city. Eligible Activities Funding categories include Public Facilities, Economic Development (Infrastructure for jobs or Downtown Revitalization), Community or Senior Centers, Public Parks, or Post - Disaster. Projects are eligible for ICDBG funds if they fall within one of the funding categories and are utilized for new construction, rehabilitation, reconstruction, remodeling, improvements, clearance and demolition, acquisition and installation of public facilities, infrastructure, and or utilities. ICDBG funds can also be used for special assessments on behalf of property owned or occupied by low-income households. Eligible services also include design professional, construction managements, and grant administration. National Objectives An eligible project must serve one of HUD's three national objectives: a) Benefitting low- to moderate -income (LMI) persons b) Preventing or eliminating slum and blight (downtown revitalization) c) Relief of natural imminent threats to resident health or safety (post -disaster) For the City of Chubbuck, we will be focusing on eligibility for objectives A and B. There are 4 ways to be considered LMI eligible for CDBG funds: Area -wide benefit, Limited Clientele, Housing, and lobs. Chubbuck does not qualify for an area -wide benefit because the City's LMI population is at 30.7% (a qualifying population needs a minimum of 51%). Different projects may allow the City to qualify through the other LMI avenues. Community or Senior Centers can generally show that they serve LMI clientele, with documentation this type of project is eligible for the City of Chubbuck. Public Facilities projects that focus on affordable housing projects can document that the project focus is on an LMI population so in partnership with an area non-profit the City of Chubbuck could qualify for this type of project. Finally the economic development set aside has a job creation aspect. If the City participates in a project that can document 51% of jobs created through the project go to LMI person, the City of Chubbuck is eligible for project funds. The City of Chubbuck is eligible for Downtown Revitalization funds simply by designating an area of their downtown as "slum and blight". There are assessments within this particular grant application that will assist with confirming eligibility of this designation.
