Re: Proposed fee changes
Based on Council guidance that fees for services should typically match the cost for the service, and
based upon close comparison of fees against data and evidence demonstrating that the proposals are
aligned with actual costs for the work performed in accordance with Idaho Code, and upon a comparison
with jurisdictions in Idaho (and Utah in the case of parks and recreation fee proposals), I submit on the
following page fee proposals and rationale for the request.

Re: Proposed Fee Changes
The Public Works Department is proposing several fee increases for FY23 as shown in the attached list of
fees, which compares the current (FY22) fees and the proposed (FY23) fees, along with a brief
description for the reason for the increases. I also wanted to provide some additional background for
the fee increases for your consideration.
Water/Wastewater Fees
• Pocatello Treatment Plant Capacity Fees — these fees are the fees collected by the City of
Pocatello for a new connection to the sewer system. These fees are a direct pass-through
without any mark-up.
• Wastewater Rate — Residential Base Rate, Commercial Base Charge, and Volumetric Charges are
proposed for a 4% increase in accordance with the City's current rate study which supports the
planned 5 -Yr Capital Improvement Plan. The following figures are excerpts from the rate study:

The City's current rate struchue includes a fixed component (base rate) and a variable consumption
charge per 1.000 gallons Ol€gals) of usage. The analysis in this financial plan indicates a need for a
4.00 percent inereases in FY2022 &. FY2023, followed by 3.54 percent annual increases from
FY2024 through FY2036, and then 3.25 percent increasers thereafter. It is assumed that the proposed
rate adjustments would apply equally to both the Fixed and variable rates as well as to all types of
customer classes_ Exhibit 1.6 shoves the existing rates as well as the proposed rates under the
selected scenario through FY2026_ This includes the monthly NWSI charge of 510.45 which does not

The Northwest Sewer Interceptor fee and Capacity Fee are not proposed to be increased. We
have added a fee of 1.5 times the regular rates for customers outside of the city limits. This fee
has historically been charged for some customers but not all. Adding this to the resolution
allows the city to charge this fee, consistently, if desired.

CURRENT AND PROJECTED RATES
The City's current rate stnicture includes a fixed component (base rate) and a variable consumption
charge per 1,000 gallons {kgals} of usage_ Included in the fixed component is a billing fee assessed to
all customers. The analysis in this financial plan indicates a need for a 10.00 percent increases in
FY2022 followed by 5.00 percent annual increases theseaftes_ It is assruned that the proposed rate
adjustments would apply equally to both the fixed and variable rates as well as to all types of
customer classes. Exhibit 1.7 shows the existiug rates as well as the proposed rates under the
selected scenario through FY2026.

1.33 1.40 1.47 1.54
We are proposing a 5% increase in the Water Connection/Capacity Fee to be consistent with the
rate increase. The maximum capacity fee allowed as determined in the rate study is $12,736.
The Meter Fees are proposed to increase by the cost of the materials. These fees are a direct
pass-through for the installation of a new meter on a new service line.
We have added a fee of 1.5 times the regular rates for customers outside of the city limits. This
fee has historically been charged for some customers but not all. Adding this to the resolution
allows the city to charge this fee, consistently, if desired.
Pressurized Secondary Irrigation Rate — these fees are not proposed to increase from the
current rate. This is the same fee that has been charged for many years but it is being added to
the resolution this year. Clarification notes have been added to clearly show that this is a
monthly "flat rate" and will be charged whether the water is used or not.
Sanitation Fees
• Bannock County Landfill — No change proposed
• Residential Services — No change proposed except for the Return Service Fee. That increase is
due to the increase from the landfill that took place last year. The intended increase for FY22 did
not get included in the last fee resolution.
• Commercial Services — No changes proposed. Some existing fees that have not been included in
the resolution are now being added. Notes have been added to clarify charges and fees when
damage is caused or city policy is not followed.
• Roll -Off Services — No change is proposed for the basic services. A new fee is being proposed
when prohibited items are discarded in the container. We are proposing the fee will be the
actual cost charged by the landfill for the prohibited items plus $10 to cover the extra work
required of the driver to separate the materials and dispose of them at different locations at the
landfill. In addition, we are proposing to increase the cost for disposal of refrigeration units to
$25 which includes the $15 fee the landfill will charge plus $10 to cover the extra work required
of the driver. Notes were also added to clarify fees.
Roll -Off Recycle Services—The pick-up and haul fee is not planned to change. This is an existing
fee that has not been included in previous fee resolutions. However, the disposal fee is being
proposed to change to cover the actual cost of the disposal charged by the receiving facility. This
charge may change monthly due to the disposal costs. Notes were also added to clarify the fees.
Cleanup Connection Services — This has historically been a free program offered by the city.
Residents can call and schedule a free use of a 3 -yard or 15 -yard container. Each resident is
allowed up to one use per year but it is a first -come -first -serve service. We have found that
many residents are unaware of this service while there are many who reuse the service each
year. We are proposing to add a fee to this service to cover the cost of disposal that the landfill
will charge. The waste from the 3 -yard container is mixed with other waste, so measuring the
actual cost of disposal is not possible. However, we have estimated a reasonable, low-end cost
of $10. The waste from the 15 -yard roll -off will be weighed at the landfill, so the actual disposal
cost can be charged. We propose to continue to offer the labor and truck costs, free of charge to
promote a clean city. We are proposing fees to cover the costs for disposal of prohibited items
and refrigeration units. Notes were added to clarify the fees. We would like Council feedback on
this program and the proposed fee change.
