FY'23 REQUEST- PARKS & REC vvitn any remaining FY'22 remaining monies at end of fiscal year, we are committed to investing in our parks and recreation facilities and equipment to decrease costs moving forward. o Things under consideration are: ■ Replacing wood bleachers with aluminum ■ Finding more efficient weed spraying vehicle ■ Replace surface treatments at playgrounds to make weeding more efficient and less necessary ■ Adding equipment used daily at Stuart Park ■ When adding new park improvements, carefully assessing long-term O&M costs and finding options which decrease those needs while providing excellent spaces and features ■ Looking at any and all operations for targeted investment to reduce O&M costs 946 two AA NEEDS (CURRENT & FUTURE) -PARKS & REC With changes that we'll implement through increased fees to match costs of service, more volunteer opportunities, policy changes for arterial roadway frontage ownership and maintenance, and targeted investments in the parks system to decrease ongoing costs, we are optimistic that we can increase levels of service to remain efficient, effective, and economical. ■■■ NEEDS (CURRENT & FUTURE) - PARKS & REC Every new park, community space, trail, street landscaping strip, fence against a sidewalk that's not maintained by an HOA, etc., comes with an increased burden on the department (or on other city departments) that the City should account for. W Even if we wanted to add more full-time or part-time employee create new programs, Parks & Rec. does not have any more ve nor does the division have any manpower capacity. s or to hicles, a A NEEDS (CURRENT & FUTURE) -PARKS & REC Since 2015 we've added new parks, new city -owned properties, or changes in facility improvements in the following areas, without adding any new employees: • Sunset West/Brookstone- parks, land • Copperfield- park land • The Grove- park land, frontage landscaping • Bilyeu- park land, frontage landscaping • Stuart Park- added splashpad • Northside Crossing- park • Harvest Springs- park • New Day Parkway- street landscaping • City Hall area- landscaping • Chubbuck - Philbin Roundabout Until we can either find ways to be more efficient and economical, or until more resources are obtained, LOS will decrease in existing facilities. FY'23 REQUEST- PARKS & REC • In FY'23, will stand up volunteer programs like many other communities, including Idaho Falls, who have had great success: Adopt a Park, Adopt a Ball Field, Adopt a Flowerbed , Adopt a Trail (lots of corporate interest in Idaho Falls) • Disposing of City -owned land that has historically been maintained by the Division • A major priority moving forward is to accurately track time/resources spent in areas that like Osborn Tennis Complex in order to know what implications would be if city needed to be involved to maintain similar LOS: • Using a temp agency has a cost beyond what the temps are paid. Need to discuss with administration whether those admin fees to agency would be better used to recruit and retain part-time employees (this increases burden on HR/payroll, however). IMPACT FEE FUNDED IMPROVEMENTS rrivrity is to create improvements which require minimal ongoing maintenance and operations while providing excellent community facilities to maintain levels of service. • Downtown Park- food truck and gather space o CDA donating land o Will have $85k contribution from Blue Cross Foundation. Impact fees will fund remainder. Public input on design. We will ensure that day-to-day and week -to -week costs are low through design. • Park areas in the City without amenities to accomodate growth o Will be sending out surveys this fall/winter to neighborhood and city residents to see what amenities would useful- Big toys? Seating areas? Power/water at pavillions? Others? The deficiency is a result of the frill payment of the City Hall lease and the new DEQ loan repayment both which began in 2021, the addition of new FTEs annually and the new debt service required to fund the reduced CIP. In other words, the water utility is operating at a deficit and will be required to draw from existing reserves to pay for their operating obligations. The upcoming deficiency is a. result of the addition of new FTEs annually and the new debt service required to execute the capital grogram. • Operating reselle ending fund balances drop below the minimum target levels starting in FY2024 and go negative starting in FY2026 as operating costs increase. Rate Study CURRENT AND PROJECTED RATES The City's current rate structure includes a fixed component (base rate) and a variable consurription charge per 1.000 gallons (kgals) of usage. The auaiysis in this financial plan indicates a need for a 4.00 percent increases in FY2022 & FY2023., followed by 3.50 percent annual increases from FY2024 through FY2036, and then 3.25 percent increases thereafter. It is assumed that the proposed rate adjustments would apply equally to both the fixed and variable rates as well as to all types of customer classes. Exhibit 1.6 shows the existing rates as well as the proposed rates under the selected scenario through FY2026.
