The deficiency is a result of the full payment of the City Hall lease and the new DEQ loan repayment both which began in 2021, the addition of new FTEs annually and the new debt service required to fund the reduced CIP. In other words, the water utility is operating at a deficit and will be required to draw from existing reserves to pay for their operating obligations. Rate Study City of Chubbuck, ID May 2022 Water System Financial Plan & Capacity Replacement Fee Stud} page 10 CURRENT AND PROJECTED RATES The City's current rate structure includes a fixed component (base rate) and a variable consumption charge per 1,000 gallons kgals of usage. Included 1n the fixed component is a billing fee assessed to all customers. The analysis 111 this financial plan indicates a need for a 10.40 percent increases 111 FY2022 followed by 5.00 percent annual increases thereafter. It is a. sinned that the proposed rate adjustments would apply equally to bath the fixed and variable rates as well as to all types of customer classes. The upcoming deficiency is a result of the addition of new FTEs annually and the new debt seivice required to execute the capital prograin. • Operating reserve ending fund balances drop below the iniuimum target levels starting in FY2024 and go negative starting in FY2026 as operating costs increase. Rate Study CURRENT AND PROJECTED RATES The City's current rate stnicture inclines a fixed component (base rate) and a variable consumption charge per 1,000 gallons (kgals) of usage. The analysis in this financial plan indicates a need for a 4.00 percent increases in FY2022 &. FY2023, followed by 3.50 percent annual increases from FY2024 through FY203 , and then 3.2.5 percent increases thereafter. It is assumed that the proposed rate adjustments would apply equally to bath the fixed and variable rates as well as to all types of customer classes. Exhibit 1.6 shows the existing rates as well as the proposed rates under the selected scenario tluough FY202 . This includes the monthly NWSI charge of $10.45 which does not increase with the overall rate adjustment. Exhibit 1.: Existing and Proposed Wastewater Rates Base Raie ($Imo.)
