Council,
Our next council meeting, July 6, will include an action item for the council to adopt a tentative fiscal
year 2023 (FY23) budget. This tentative budget will be published twice in our local paper on July 26 and
August 2. A public hearing will be held August 3 for interested citizens to join the discourse and on
August 17 the council will need to finalize and adopt the FY23 budget.
Attached you will find the proposed FY23 budget. Represented are the 5 major funds of the City. The
general fund, highway, streets and roads, water, wastewater and sanitation. The spreadsheet is broken
into 8 Columns. The general fund is further broken down by department. The first 3 columns identify
the fund and department. The fourth column is the proposed budget in total. Columns 5 through 8
break down the total budget by wage, wage related expenses, obligations, and operations.
For example, under fund 10, the general fund, you will find the proposed budget for law enforcement is
$4,329,500. This represents 50% of the general fund budget. Wages and related expenses for LE are
80% of the department's budget. The departments general operations run on $295,700 annually, 7% of
the department's budget and 3% of the general funds budget.
The general fund proposed budget in total is $8,588,894. Law enforcement and fire control are 75% of
the total. The five departments of law enforcement, fire control, parks, planning and information
technology comprise 90% of the general fund budget. These five departments also represent 90% of the
general fund's operation budget. Wages and related expenses are 75% of general fund budget.
General fund operations, $916,268, represents 10% of the general fund budget.
Only two departments' operations in the general fund reach 3% of the total budget, law enforcement
and fire control. Parks, planning and IT operations reach 1% of the total. Other departments in the
general fund are operating on under 1% of the total budget.
The department heads at the City of Chubbuck are doing an outstanding job of managing their
departments operations. It is incredible what they do with the resources they are allotted.
The proposed General Fund Budget does include a 3% increase in property tax dollars from the previous
year as well as 1% of the foregone amount. This 1% of foregone requested allows the City to recover
the foregone amount and permanently recognize it in its property tax base going forward.
The increases in this year's general fund budget are a result of 6 specific items: An overall 5% increase in
wages along with the related increases in wage related expenses, a 10%'increase in health benefits, a
50% increase in the legal department, an additional 15.5% increase in Law Enforcement and Fire Control
IT budgets, a 25% increase in fuel expenditures and an initial funding of operations in the planning
department. These are in line with the City's stated priorities.
Over the next 62 days please get your questions and requests to the mayor so that I can prepare the
needed information you would like during this budget process.
Thank you
Rich

Public Works Department Strategic Plan Priorities 7/1/22
Our department goals are related to providing safe and adequate utilities and ensuring our funds are
spent as responsibly as possible as part of a well managed government.
Hiehways. Streets and Roads
Primary goal is to implement our pavement management plan. This will include creating a 5 -year priority
project and funding plan. This has been underway for the past 12 months with a goal of having a written
plan by January 2023. This will likely require additional funding so critical steps will include education
the Council and investigating potential funding sources. As part of this goal, we intend to work with
Community Services Department to develop in impact fee for streets to be considered by the Council.
Water Department
The immediate goal is to define the city's policy regarding cross -connection control related to our
secondary irrigation systems. We will develop a policy and determine the enforcement component to be
followed by the water department to protect the quality of our drinking water. The first step will be to
educate the council and get their input regarding next steps. This is planned for August 2022. We
anticipate having a policy established by January 2023 with a goal of implementing the first steps in
spring 2023.
The second primary goal for the water department is to be prepared for growth with our next well and
storage tank, Well 7 complex. We anticipate updating our facility planning study by summer 2023 which
will help define the next steps for funding and construction. A planning study grant for 50% of the cost
has been awarded through DEQ.
Wastewater Department
Our primary goal is to implement our capital improvement plan. The first project will be to clean and
analyze the entire collection system. Our goal is to bid the project by October 2022.
The next goal out of the capital improvement plan will be to start the design and construction for the
replacement of the Valenty Lift Station. Our goal is to hire a consultant to start the evaluation and
design by September 2022.
