CALL To ORDER: Mayor England
COUNCIL PRESENT: Roger Hernandez, Norman Reece, and Dan Heiner.
STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Ryan Lewis, Interim Public
Works Director Bridger Morrison, Planning & Development Director Devin Hillam, Planning
Manager Don Matson, Street Superintendent Ryan Sullivan, Police Chief Bill Guiberson, Fire
Chief Merlin Miller, Human Resource Director Scott Gummersall, City Treasurer Rich Morgan,
and City Clerk Joey Bowers.
Mayor England excused Councilmember Melanie Evans from the meeting.
GENERAL BUSINESS:
1. Discussion on Pocatello Regional Transit (PRT).
Director Skyler Beebe represented the Pocatello Regional Transit. Mr. Beebe
presented information associated with providing public transportation within the City of
Chubbuck and surrounding areas.
2. Discussion on Pavement Maintenance.
Interim Public Works Director Bridger Morrison presented the results of a study to
determine the pavement condition index (PCI) for all the streets within the City. The City
received an overall PCI of 72. Mr. Morrison presented costs associated with maintaining
and improving the City's total PCI moving forward.
3. Discussion on Marsy's Law Proclamation.
Mayor Kevin England presented a proclamation from an outside organization who had
requested for the Mayor and Council to issue in support.
4. Discussion on Community Services Dept. Fees.
Planning and Development Director Devin Hillam went over current fees and
projected costs associated with each fee. Mr. Hillam also presented the possibility of the
City looking into adopting street impact fees.
5. Quasi -Judicial and Legislative Training.
Planning and Development Director Devin Hillam went over the statutory framework
governing Legislative and Quasi -Judicial decisions in Idaho.
