Linden Avenue, Chubbuck, ID 83202 208.237.2400 — Fax 208.237.2409 www.cftyofchubbuck.us Council, June 2, 2022 The service that the Pocatello Regional Transit provides to our city is the only public transportation that we provide. Therefore, the questions that we need to consider are. 1. Is this service worth the $43,000 we contribute? 2. Are there any other options? 3. Do we need to provide public transportation in our community? For a little history: In 2000 Chubbuck was contributing $5,400. In 2008 that was raised to $17,000. In 2016 it was raised to $43,000 as PRT was requesting $89,000. I have asked Skyler Beebe, the PRT Director, for some information which I will share with you. You will see that he has listed 6 routes that "service Chubbuck". Only the C route spends significant time in Chubbuck. That is why in the questions that I asked him I requested just C route numbers. Also, please do an internet search on Marsy's Law, both pro and con. It has been asked of us to provide a proclamation from the Mayor and Council in support of this effort in Idaho. There are 2 sides to every story. Please be ready to discuss these 2 issues at our July 6th study session. I sincerely appreciate all that each of you do. PO Box 4169 / Pocatello, ID 83205 Cell: 208-244-4044 Office: 208-232-5057 p J r,kob 1. Can you tell us how many customers are picked upon your C Route in the City of Chubbuck per day? a. Unfortunately, we are not able to track our fixed route services by customers but rather by boarding's because of the type of general public service this is. This is true for all public transit agencies across the united states. With that said and ONLY looking at C Route and NOT the other fixed routes which also serve Chubbuck residents, we had an approximate average of 36 weekday boarding's/day specific to Chubbuck in FY21. 2. How many customers do you have, that are Chubbuck residents, with the Paratransit (door to door) program? a. In-i=Y2-1, we had 63-active citizen-s-of Chubbuck utilized the paratransit service. -This number was down from FY19 (pre-COVID) when we had 106 active citizens. With that said, all of PRT's boarding's and active users across the board have consistently risen in FY22 as passengers are starting the services again as we've seen the effects of COVID subsiding. 3. What is your annual budget? a. PRT's total FY22 urban budget is $3,247,866. 4. What percentage of that annual budget does the Federal Government provide? a. PRT's FY22 urban budget consists of approximately 68% of Federal Transit Adm'€nistration grant funding with 32% being local match. 5. How much General Fund money does the City of Pocatello put into this Transit Program? a. The City of Pocatello's genera( fund FY22 is $508,529. 6. Do other communities that you provide service to support this program with donations from their General Funds, and if so, how much do they contribute? a. Outside the urban program, communities (counties and cities) do contribute to PRT as noted below. Please recognize that this is considered our rural program and unlike our urban program, our ridership consists primarily of Medicaid transportation and is also the primary source of our rural revenue which makes it is feasible for the cities and counties contribute what they do. i. Bannock County ($10,300) ii. Caribou County ($1,700) iii. Franklin County ($1,750) iv. Oneida County ($1,750) v. Power County ($3,200) A City of Grace ($100) vii. City of Lava Hot Springs ($700) viii. City of Malad ($1,700) ix. City of McCammon ($750) x. City of Preston ($2,000) xi. City of Soda Springs ($1,750) How much does it cost to ride the bus, and how long has it been since that was raised? a. In the urban program, the fixed route system general public cost is $1.00 each way and the Paratransit is $2.00 each way. There are also a wide variety of passes, etc. available for purchase. These specific fares have not changed for a few years primarily to make it affordable for the communities and, in part, because these revenues do not apply as a local match for federal grants. 8. How many people does PRT employ? a. Approximately 60 employees. This number fluctuates as over 60% of PRT's staff are part-time employees. 9. What is the annual pay role for PRT? a. PRT's urban FY22 payroll budget is $1,708,592. This fluctuates each year as you might imagine as we experience changes in benefits, staffing levels, etc. 10. What are all your revenue sources? a PRT's revenue sources in the Urban program are as follows: i, Federal Transit Administration ii. City of Pocatello iii. City of Chubbuck iv. Idaho State University (campus services only) v. Bannock County (funding applies to service that intertwine within and outside Pocatello/Chubbuck city limits) vi. Medicaid transportation vii, SICOG (senior transportation) viii. Fares (does not apply as match for grants) ix. Donations x. Idaho National laboratory (lease for facility use) xi. PRT bus advertising • FTA $2,187,283 • City of Pocatello $508,529 • City of Chubbuck $43,300 • ISU $60,000 • Bannock County $5,150 (urban contribution only) • Medicaid $81,920 • SICOG $32,000 • Fares (See PRT generated) • Donations (See PRT generated) • INL $28,680 • PRT bus advertising (see PRT generated) • PRT Generated $301,004 (this consists of fares, donations, bus advertising, capital match, ADA funding, etc.)
