Purpose Chubbuck - The Academy Traffic Impact Study This study addresses the traffic impacts associated with the proposed The Academy development located in Chubbuck, Idaho. The proposed project is located on the east side of Philbin Road, just north of Interstate -86. Figure 1 shows a vicinity map of the proposed development. The purpose of this traffic impact study is to analyze traffic operations at key intersections for existing (2021) and future (2026) conditions with and without the proposed project and to recommend mitigation measures as needed. Figure 1: Vicinity map showing the project location in Chubbuck, Idaho B. Scope Chubbuck - The Academy Traffic Impact Study The study area was defined based on conversations with the development team. This study was scoped to evaluate the traffic operational performance impacts of the project on the following intersections: • Philbin Road / Chubbock Road • Alpine Avenue (School Access) / Philbin Road C. Analysis Methodology Level of service (LOS) is a term that describes the operating performance of an intersection or roadway. LOS is measured quantitatively and reported on a scale from A to F, with A representing the best performance and F the worst. Table 1 provides a brief description of each LOS letter designation and an accompanying average delay per vehicle for both signalized and unsignalized intersections. The Highway Capacity Manual (HCM), 6th Edition, 2016 methodology was used in this study to remain consistent with "state -of -the -practice" professional standards. This methodology has different quantitative evaluations for signalized and unsignalized intersections. For signalized, roundabout, and all -way stop -controlled (AWSC) intersections, the LOS is provided for the overall intersection (weighted average of all approach delays). For all other unsignalized intersections, LOS is reported based on the worst movement. Using Synchro/SimTraffic software, which follow the HCM methodology, the peak hour LOS was computed for each study intersection. Multiple runs of SimTraffic were used to provide a statistical evaluation of the interaction between the intersections. The detailed LOS reports are provided in Appendix B. Hales Engineering also calculated the 95th percentile queue lengths for the study intersections using SimTraffic. The detailed queue length reports are provided in Appendix D. D. Level of Service Standards For the purposes of this study, a minimum acceptable intersection performance for each of the study intersections was set at LOS D. If levels of service E or F conditions exist, an explanation and/or mitigation measures will be presented. These standards are provided by the 2040 Bannock Transportation Planning Organization (BTPO) Metropolitan Transportation Plan (2019) and are consistent with national HCM standards. 2 Table 1: Level of Service Description Free Flow / Insignificant Delay Stable Operations / Minimum Delays Stable Operations / Acceptable Delays Approaching Chubbuck - The Academy Traffic Impact Study <_ 10 i<_ 10 > 10 to 20 i > 10 to 15 > 20 to 35 1 > 15 to 25 Unstable Flows / > 35 to 55 > 25 to 35 Tolerable Delays ----------------------------------------------------------------------------------------------------------------------------------------------------- ------------------------- Unstable Operations > 55 to 80 > 35 to 50 Significant Delays Forced Flows / Unpredictable Flows > 80 > 50 / Excessive Delays 3 Chubbuck - The Academy II. EXISTING (2021) BACKGROUND CONDITIONS A. Purpose Traffic Impact Study The purpose of the background analysis is to study the intersections and roadways during the peak travel periods of the day with background traffic and geometric conditions. Through this analysis, background traffic operational deficiencies can be identified, and potential mitigation measures recommended. This analysis provides a baseline condition that may be compared to the build conditions to identify the impacts of the development. B. Roadway System The primary roadways that will provide access to the project site are described below: Philbin Road — is a city -maintained roadway which is classified by the 2040 BTPO Metropolitan Transportation Plan (2019) as a "minor arterial." The roadway has one travel lane in each direction. The posted speed limit is 35 mph in the study area. C. Crash Data A three-year crash report (2018-2020) was provided for each of the study intersections. Crash data were collected from the Local Highway Technical Assistance Council's website. Crashes were broken down by severity and are shown in Table 2. As shown, a total of 3 minor crashes have occurred at the study intersections. No safety mitigations are recommended. Table 2: Study Intersection Crash Data Description Philbin Road / Chubbock Road 0 0 0 0 1 Alpine Avenue (School Access) / Philbin Road j 0 0 0 0 2 D. Traffic Volumes Weekday morning (7:00 to 9:00 a.m.) and afternoon (2:00 to 4:00 p.m.) peak period traffic counts were performed at the following intersections: • Philbin Road / Chubbock Road • Alpine Avenue (School Access) / Philbin Road 4 Chubbuck - The Academy Traffic Impact Study The counts were performed on Wednesday, October 20, 2021. Due to a morning peak hour crash in the vicinity, additional morning counts were performed on Wednesday October 27, 2021. The morning peak hour was determined to be between 7:30 and 8:30 a.m., and the afternoon peak hour was determined to be between 2:30 and 3:30 p.m. The morning peak hour volumes were approximately 45% higher than the afternoon peak hour volumes. Therefore, the morning peak hour volumes were used in the analysis to represent the worst-case conditions. Detailed count data are included in Appendix A. Hales Engineering evaluated the need to adjust due to seasonal changes in traffic volumes. Monthly traffic volume data were obtained from a nearby automatic traffic recorder (ATR) on Chubbock Road (ATR #249). In recent years, traffic volumes in October have been equal to approximately 101% of average traffic volumes. Therefore, no adjustment was made to the observed traffic volumes at the study intersections to remain conservative. The traffic counts were collected during the COVID-19 pandemic when traffic volumes may have been slightly reduced due to social distancing measures. According to ATR #249, traffic volumes in October 2019 (pre -social distancing) were lower than those in October 2021. Therefore, no adjustment was made for the COVID-19 pandemic. Figure 2 shows the existing morning peak hour volumes as well as intersection geometry at the study intersections. E. Level of Service Analysis Hales Engineering determined that the intersection of Alpine Avenue (School Access) / Philbin Road is currently operating at a poor level of service F during the morning peak hour, as shown in Table 3. Table 3: Existing (2021) Background Morning Peak Hour LOS Description Philbin Road / Chubbock Road AWSC - 6.8 A Alpine Avenue (School Access) / Philbin Road j WB Stop j WBL >50 f 5 r e 11 -JW -'i ►49proair •- ' as . ' _ Ivi! ■ 3 - F. Queuing Analysis Chubbuck - The Academy Traffic Impact Study Hales Engineering calculated the 95th percentile queue lengths for each of the study intersections. Significant 95th percentile queue lengths were observed at the Alpine Avenue (School Access) / Philbin Road intersection of approximately 150 feet on the southbound approach and 125 feet on the westbound approach during the morning peak hour. G. Mitigation Measures There are corridor and intersection improvements listed in the Metropolitan Transportation Plan for Philbin Road and the Philbin Road / Chubbock Road intersection before 2040. It is also stated that Philbin Road is planned to become a Major Arterial in the Master Street Map. With these improvements in mind, the City could consider widening Philbin Road at the Alpine Avenue intersection to incorporate a designated northbound right turn lane and southbound left - turn lane. However, since the poor LOS only occurs during short time periods around the start and release times of the school, improvements may be delayed until full roadway changes are implemented. Additionally, since traffic volumes on the major street exceed 420 vehicles per hour during the morning peak hour, a signal warrant analysis was completed for the Alpine Avenue / Philbin Road intersection. Peak hour signal warrants are listed in the Federal Highway Administration (FHWA) Manual on Uniform Traffic Control Devices (MUTCD). Since Alpine Avenue is wide enough to accommodate left- and right- turn storage, right turns were not included in the minor street volume. With only 48 observed morning peak hour left turns, this intersection does not meet peak hour warrants for a traffic signal. To improve safety, delays, and queuing, a mitigation measure was analyzed with a southbound left -turn lane at the Alpine Avenue / Philbin Road intersection. The roadway geometry is shown in Figure 3 with LOS results shown in Table 4. Westbound left -turn movements are still anticipated to operate at a poor level of service but southbound left -turn queues are anticipated to reduce to 75 feet and westbound left -turn queues are anticipated to reduce to 100 feet. These results serve as a baseline condition for the impact analysis of the proposed development during existing (2021) conditions. 7 Y Y i HALES ®ENGINEER ING innovative transportation solutions Intersection I Level of Service Description I Control 1 Movement' I Aver. Purpose Chubbuck - The Academy Traffic Impact Study The project conditions discussion explains the type and intensity of development. This provides the basis for trip generation, distribution, and assignment of project trips to the surrounding study intersections defined in Chapter I. B. Project Description The Academy development is located on the east side of Philbin Road, just north of Interstate - 86. The development will consist of an extension to the existing school adding on a separate 6th - 8th grade building. At the opening of the new building, student enrollment is anticipated to increase by 225 students. By 2026, full capacity of 840 students is anticipated to be reached. A concept plan for the proposed development is provided in Appendix C. The anticipated number of students for each study year is shown in Table 5. Table 5: Student Enrollment by Analysis Year • 540 Students ---------------------------------------- 765 Students ---------------------------------------- 840 Students ---------------------------------------- C. Trip Generation Trip generation for the full student capacity of the development was calculated using current trip generation for the existing school enrollment. Hales Engineering calculated a morning peak hour trip generation rate of 0.69 trips per student and an afternoon peak hour trip generation rate of 0.67 trips per student. Trip generation for the proposed project is included in Table 6. The total trip generation for the development is as follows: • Morning Peak Hour Trips: 580 • Afternoon Peak Hour Trips: 563 The anticipated additional trip generation at the opening of the new building is as follows: • Morning Peak Hour Trips: 155 • Afternoon Peak Hour Trips: 151 The anticipated additional trip generation at full capacity is as follows: • Morning Peak Hour Trips: 207 • Afternoon Peak Hour Trips: 201 10 The Academy Traffic Impact Study Table 6: Trip Generation Trip Generation Total % In % Out In Out Total AM Peak Hour :Public Charter School (K-8) 840 : Students : 580 55% 45% : 319 261 580 319 261 : 580 :Public Charter School (K-8) 840 Students : 563 : 45% 55% 253 310 563 • 563 253 310 563 D. Trip Distribution and Assignment Project traffic is assigned to the roadway network based on the type of trip and the proximity of project access points to major streets, high population densities, and regional trip attractions. Existing travel patterns observed during data collection also provide helpful guidance to establishing these distribution percentages, especially near the site. The resulting distribution of project generated trips during the morning peak hour is shown in Table 7. Table 7: Trip Distribution 20% 45% 30% 5% These trip distribution assumptions were used to assign the morning peak hour generated traffic at the study intersections to create trip assignment for the proposed development. Trip assignment for the development in 2021 is shown in Figure 4 and 2026 is shown in Figure 5. E. Access The proposed access for the site will be gained at the following locations (see also concept plan in Appendix C): Aloine Avenue: The middle school access will be located approximately 1,125 feet east of the elementary school access and approximately 1,300 feet east of the Alpine Avenue / Philbin Road intersection. It will access the project on the south side of Alpine Avenue. It is anticipated that the access will be stop -controlled. 11 Y -. nils-_. _. _ _ ... -• -- --'- - -- -• Chubbuck - The Academy Traffic Impact Study F. On -Site Queuing Analysis There are two pick-up / drop-off zones along the school. One for the existing building (future elementary grades) and one for the new middle school building. The main entrance to the new middle school building is anticipated to have approximately 150 feet in front of the school for picking up and dropping off. The on-site circulation and queuing analyses were completed in VISSIM to closely represent the on-site out -loading conditions. Multiple runs were used to provide a statistical evaluation of the site circulation operations. This assumed an enrollment of 300 students and that all middle school students are dismissed at the same time. The afternoon peak hour was analyzed since it has been observed at many charter schools that picking up students takes longer than dropping them off. The 95th percentile maximum queue length during the afternoon peak hour was found to be approximately 1,265 linear feet. Based on this analysis, Hales Engineering recommends that queuing lanes with a total linear queue storage length of at least this amount be implemented into the property to ensure proper circulation and avoid backing into the roadways adjacent to the property. Existing plans indicate that there will be approximately 1,250 linear feet of storage along the back side of the property before backing into the existing queue storage for the existing building. One consideration to accommodate the anticipated queues is to construct a third input lane on the west end of the property specifically designated for middle school pick-up/drop-off. 14 Chubbuck - The Academy IV. EXISTING (2021) PLUS PROJECT CONDITIONS A. Purpose Traffic Impact Study The purpose of the existing (2021) plus project analysis is to study the intersections and roadways during the peak travel periods of the day for existing background traffic and geometric conditions plus the net trips generated by the proposed development. This scenario provides valuable insight into the potential impacts of the proposed project on background traffic conditions. B. Traffic Volumes Hales Engineering added the project trips discussed in Chapter III to the existing (2021) background traffic volumes to predict turning movement volumes for existing (2021) plus project conditions. Existing (2021) plus project morning peak hour turning movement volumes are shown in Figure 6. C. Level of Service Analysis Hales Engineering determined that the Alpine Avenue / Philbin Road intersection is anticipated to continue operating at a poor level of service during the morning peak hour with project traffic added, as shown in Table 8. D. Queuing Analysis Hales Engineering calculated the 95th percentile queue lengths for each of the study intersections. Significant queues of 250 feet are anticipated for the westbound left -turn movements during the morning peak hour. E. Mitigation Measures With only 79 westbound left -turn movements, the Alpine Avenue / Philbin Road intersection is still anticipated to not meet peak hour signal warrants. No other mitigation measures are recommended to improve operations at the intersection. 15 _■ }` s ,,i F , I w i ti f ii - r Iraq • ra-,m .46 rlw i HALES ®ENGINEER ING innovative transportation solutions Intersection I Level of Service DescriptionI Control I Movement' I Aver. FUTURE (2026) BACKGROUND CONDITIONS A. Purpose Traffic Impact Study The purpose of the future (2026) background analysis is to study the intersections and roadways during the peak travel periods of the day for future background traffic and geometric conditions. Through this analysis, future background traffic operational deficiencies can be identified, and potential mitigation measures recommended. B. Roadway Network There are corridor and intersection improvements listed in the Pocatello/Chubbuck Urbanized Area Metropolitan Transportation Plan for Philbin Road and the Philbin Road / Chubbock Road intersection before 2040. It is also stated that Philbin Road is planned to become a Major Arterial in the Master Street Map with potential for it to become a five -lane road. Based on this information, it was assumed that at least a three -lane cross section on Philbin Road could be implemented to improve safety and turning movements in the study area. These changes were made to the roadway network for the future (2026) analysis. C. Traffic Volumes Hales Engineering calculated future (2026) forecasted volumes from a five-year historical AADT growth rate of 1.55% from ATR #249 on Chubbock Road. To be conservative, a 2% growth rate was used to forecast the future (2026) traffic volumes. Future (2026) morning peak hour turning movement volumes are shown in Figure 7. D. Level of Service Analysis Hales Engineering determined that both study intersections are anticipated to operate at acceptable levels of service during the morning peak hour in future (2026) background conditions, as shown in Table 9. These results serve as a baseline condition for the impact analysis of the proposed development for future (2026) conditions. E. Queuing Analysis Hales Engineering calculated the 95th percentile queue lengths for each of the study intersections. No significant queueing is anticipated during the morning peak hour. F. Mitigation Measures No mitigation measures are recommended. 18 ilk 15 W Chubbuck Road HALES C)ENGINEER ING innovative transportation solutions Intersection I Level of Service Description I Control I Movement' I Aver. Source: Hales Engineerinq, November 2021 Chubbuck - The Academy Traffic Impact Study VI. FUTURE (2026) PLUS PROJECT CONDITIONS A. Purpose The purpose of the future (2026) plus project analysis is to study the intersections and roadways during the peak travel periods of the day for future background traffic and geometric conditions plus the net trips generated by the proposed development. This scenario provides valuable insight into the potential impacts of the proposed project on future background traffic conditions. B. Traffic Volumes Hales Engineering added the project trips discussed in Chapter III to the future (2026) background traffic volumes to predict turning movement volumes for future (2026) plus project conditions. Future (2026) plus project morning peak hour turning movement volumes are shown in Figure 8. C. Level of Service Analysis Hales Engineering determined that the Alpine Avenue / Philbin Road intersection is anticipated to return to operating at a poor level of service during the morning peak hour in future (2026) plus project conditions, as shown in Table 10. D. Queuing Analysis Hales Engineering calculated the 95th percentile queue lengths for each of the study intersections. Significant 95th percentile queue lengths of 325 feet are anticipated for the westbound left -turn movements at the Alpine Avenue / Philbin Road intersection during the morning peak hour. E. Mitigation Measures Queuing begins forming on the southbound left -turn lane, which blocks westbound left turns. These delays and queues are only anticipated for a short time as school is starting and letting out. This intersection is still not anticipated to meet peak hour signal warrants with only 92 westbound left turns. No further mitigation measures are recommended for this intersection. The Philbin Road / Chubbock Road intersection is anticipated to have more than 420 vehicles per hour on the major street during the morning peak hour. However, with 526 vehicles per hour on the major street and 299 vehicles per hour on the minor street, this intersection does not meet peak hour signal warrants. The all -way stop -control is anticipated to function effectively in Future (2026) Plus Project conditions. 21 1 Chubbuck - The Academy Traffic Impact Study Table 10: Future (2026) Plus Project Morning Peak Hour LOS Philbin Road / Chubbock Road Alpine Avenue (School Access) / Philbin Road Control Movement Aver. Recommended Storage Lengths Hales Engineering determined recommended storage lengths based on the 95th percentile queue lengths given in the future (2026) plus project scenario. These storage lengths do not include the taper length. Recommended storage lengths for the study intersections are shown in Table 11. Intersections shown in Table 11 include new intersections and existing intersections that have recommended storage length changes. Linden Avenue, Chubbuck, ID 83202 208.237.2430 — Fax 208.237.2409 www.CityofChubbuck.us On April 12, 2022, the Land Use & Development Commission approved a Conditional Use Permit for the proposed middle school adjacent to Connor Academy. That approval removed the following recommended condition: 1. Conditions of Approval necessary to approve the Permit are (if any): C. Require widening of Philbin Rd with the ROW to add a southbound left -turn lane and northbound right -turn lane onto Alpine Ave. and replaced it with the following: Review after end of 2nd year of school opening. Although the LUDC determined that the addition of turn lanes on Philbin Road could be delayed, possibly indefinitely, based on the planned use as part of the conditional use permit process, I believe that it should also be considered as part of the preliminary plat review. City Code requires that as properties are developed or platted, the properties be developed in accordance with certain requirements of City Code. The following are requirements of City Code for the property which would require a waiver from Council to remove: • Philbin Road is a classified Major Arterial which requires 100' of right-of-way all portions of the plat with frontage and 80' standard back of curb to back curb or 72' swale section curb to curb (section 16.12.020.C). • Pedestrian walks are required on both sides of streets (section 16.12.020) In addition, the following sections of city code are relevant to the review of the preliminary plat: 17.12.100.6.5 sates: If City Public Works determines that the proposed subdivision will result in significant traffic impacts then a "traffic impact study" will be required as part of the commission's review. 17.12.080.F. states: Representatives from the following City departments and affected agencies shall be given the opportunity to review the plat and to provide comments: 1. City staff shall review the preliminary plat for the following: g. New streets and traffic impacts on existing roadways. J: I Engineering DevelopmentAcademy Campus - 2022Platting -Land UsePreliminaryTraffic Impact Analysis Letter 5-4- 22.docx From my review of the preliminary plat, it is my opinion that delaying, and possibly removing the requirement to install turn lanes on Philbin Road creates additional liability for the City. Over the last few years, there have been numerous requests from Connor Academy and their parents made to the City to improve the intersection of Philbin Road and Alpine Ave. It is known that the traffic delays and issues seen at that intersection are caused by the traffic going to and from Connor Academy. It has been the City's position that when any expansions or future schools were being considered in the area, a traffic impact study would be completed with the intent to correct the problem, or to at least make improvements. In accordance with City policy, a traffic impact study was completed by the applicant's consultant, Hales Engineering. That study confirmed that the performance of that intersection is below an acceptable level of service under current conditions and will get worse with additional traffic if improvements are not made. The engineering study recommended the addition of north -bound and south -bound turn lanes on Philbin Road to improve safety and turning movements in the study area. With a documented problem and a recommendation to make improvements, now would typically be the time to make the improvements. Public Works staff are sympathetic to the fact that making these improvements would be a significant cost for the project. We also understand that there will be changes to the road network, such as the connection of Alpine Ave. to the east that may change, and hopefully improve, the flow of traffic in the area. However, at this time, it is not known how the traffic patterns will change and the traffic impact study does not address this. In addition, the traffic impact study did not evaluate the impact of staggering the school start times, so it is unknow what type of impact that might make. At this time, we have a documented problem, improvements recommended by an engineering study, and an opportunity to have the project that is creating the problem address the problem. As mentioned above, my concern is that if we ignore this, the City is accepting liability associated with the problem and may end up needing to fund the improvements with tax money. As the Land Use & Development Commission and City Council consider the preliminary plat for Academy Campus, it is my recommendation that they consider the following list of questions when deciding if the recommended improvements to Philbin Road will be required: 1. If the intersection continues to be a problem during the first two years of school operations, is the City willing to accept the liability of not addressing the problem? 2. What will happen following the two years of operations when it is time to review conditions again? Who will pay for the study at that point? 3. If improvements are still recommended, who will pay for them? 4. If the applicant doesn't have the funds to make the improvements now, is there a way to ensure that they will have the funds available in two years if the improvements are needed? If funds are not available, will the City need to require the closure of the school? Therefore, I am requesting that although a review of the use itself may not have justified the addition of the turn lanes, that the Commission and Council consider the requirement as part of the preliminary plat review. If it is determined that the turn lanes and other improvements to Philbin Road will not be 1940t\ CHUBBUCK I D A H D 290 E. It looks like we're processing a plat application for the school's new lot for the middle school and so I wanted to make you aware that you'll need to request a deviation from city code requirements that would a) require dedication of right-of-way per the comprehensive plan/city code and b) improve the right-of-way and frontages of roads. In the case the plat, city code section 16.12.020.0 would require a 50' dedication of right-of-way from the centerline of Philbin along with street (since Philbin is a classified Major Arterial) and frontage improvements in that 50' (16.12.020.A). City Code also requires that pedestrian walkways along streets (16.12.020.Q) and for non -single family residential uses, street trees and shrubs (18.14.020). Regardless of project, residential, commercial, industrial, or other, these criteria would apply and have been regularly applied in the City of Chubbuck. I know that the use was approved without any additional lanes right now (per the Commission's conditions of approval) but the criteria for plats and associated improvements are separate and distinct criteria; in this instance, because the plat incorporates an access and frontage along Philbin Road unlike the conditional use permit, these criteria are applicable. My development services manager has been in communications with your surveyor, Stewart, at Dioptra to communicate the need for a written deviation request to go along with your plat. Unlike the conditional use permit that was only reviewed by the Land Use and Development Commission, the preliminary plat will be first reviewed by the Commission for a recommendation and then by the City Council for a decision and a deviation from the city requirement likely will not be supported by staff through the process. Stewart is familiar with our requirements and our processes and he's likely the best one to contact if you have questions but feel free to reach out to my staff or I, or our public works director, if you need any clarification.
