PLEDGE ALLEGIANCE TO THE FLAG: Mayor England COUNCIL PRESENT: Roger Hernandez, Melanie Evans, and Dan Heiner. STAFF MEMBERS PRESENT: Mayor Kevin England, City Attorney Ryan Lewis, Public Works Director Rodney Burch, Planning & Development Director Devin Hillam, Planning Manager Don Matson, Police Chief Bill Guiberson, Fire Chief Merlin Miller, City Treasurer Rich Morgan, and City Clerk Joey Bowers. Mayor England excused Councilmember Norman Reece from the meeting. APPROVAL OF MINUTES: March 16, 2022. Councilmember Evans motioned for approval of the Council Meeting minutes. Councilmember Hernandez seconded motion for approval of minutes. Roll Call: Hernandez -yes, Evans -yes, Heiner -yes, motion passed. GENERAL BUSINESS: Review and Possible Adoption of Resolution 2022-02 to Amend the Comprehensive Plan Land Use Designation in the area bounded by the Centerline of Chubbuck Road at the North, the Western right-of-way line of the Union Pacific Railroad, the North right-of-way line of Interstate 86, and the Centerline of Yellowstone Avenue. (Council will discuss the application and if it meets City code). Planning and Development Director Devin Hillam presented an application for a Comprehensive Plan Amendment which included a future street map for the Chubbuck Downtown area. Hillam stated that this plan had been reviewed by City Staff and appears to meet the standards of Titles 16, 17 and 18 of City Code and recommended approval. Mr. Hillam also addressed some of the concerns from the public and stated that there was already a road access agreement in place for the remainder of Scout Mountain Way as it develops to the north. Councilmember Heiner motioned to adopt resolution 2022-02 to amend the Comprehensive Plan Land Use Designation in the area bounded by the centerline of Chubbuck Road at the north, the western right-of-way line of the Union Pacific Railroad, the north right-of-way line of Interstate 86, and the centerline of Yellowstone Avenue, as presented. Councilmember Hernandez seconded motion for adoption. Roll Call: Evans -yes, Heiner -yes, Hernandez -yes, motion passed. Adoption of Ordinance 842 to Amend the FY2022 Appropriation Ordinance. (Council will discuss amending the FY22 Budget). Councilmember Hernandez motioned for the waiver of three readings, including the reading of one time in full for Ordinance 842. Councilmember Evans seconded motion for waiver. Roll Call: Heiner -yes, Hernandez -yes, Evans -yes, motion passed. Councilmember Heiner motioned for adoption of Ordinance 842. Councilmember Evans seconded motion for adoption. Roll Call: Hernandez -yes, Evans -yes, Heiner -yes, motion passed. 3. Discussion and Possible Approval of Fire Ladder Truck Bid pursuant to Idaho Code 67- 2807 Cooperative Purchasing and Authorizing the Mayor to Enter into a Contract to Accept the Bid regarding the Fire Ladder Truck. (Council will discuss the purchase of a fire department apparatus). Attorney Ryan Lewis stated that Idaho Code 67-2807 Cooperative Purchasing requires the Council to accept the bid and authorize the Mayor to enter into a contract. Councilmember Hernandez motioned to approve the fire ladder truck bid pursuant to Idaho Code 67-2807 Cooperative Purchasing and authorize the Mayor to enter into a contract to accept the bid regarding the fire ladder truck as presented. Councilmember Heiner seconded motion for approval. Roll Call: Evans -yes, Heiner -yes, Hernandez -yes, motion passed. 4. Review and Possible Adoption of Resolution 2022-03 Authorization for the Mayor to Enter into a Lease Purchase Agreement with Zions Bancorporation, N.A. relative to the Fire Ladder Trick. (Council will discuss contracts to purchase a ladder truck from Zions public finance). Attorney Ryan Lewis stated that the Council has to authorize for the Mayor to enter into a Lease Purchase Agreement, the Council will also have to authorize the payment for this agreement on an annual basis. Fire Chief Merlin Miller stated that the City would make the payment each year using franchise fees. Councilmember Heiner motioned to adopt resolution 2022-03 authorization for the Mayor to enter into a Lease Purchase Agreement with Zions Bancorporation, N.A. relative to the fire ladder truck as presented. Councilmember Hernandez seconded motion for adoption. Roll Call: Heiner -yes, Hernandez -yes, Evans -yes, motion passed. CLAIMS: City of Chubbuck claims for April 6, 2022 as presented to Mayor England. and Council. Councilmember Heiner asked about the purchase of fitness equipment. Police Chief Bill Guiberson stated that equipment was part of the remodel for the police headquarters and was being purchased with the court fines and fees funds. Councilmember Evans motioned to approve the City of Chubbuck Claims as presented. Councilmember Heiner seconded motion for approval. Roll Call: Hernandez -yes, Evans -yes, Heiner -yes, motion passed.
