CHUBBUCK Community Services Department Planning Services Division 290 E Linden Avenue, Chubbuck, ID 83202 208.237.2430 — Fax 208.237.2409 www.CityofChubbuck.us APPLICATION FOR A CONDITIONAL USE PERMIT FOR A SCHOOL EXPANSION IN AN AGRICULTURE (A) ZONE CITY OF CHUBBUCK LAND USE AND DEVELOPMENT COMMISSION REGULAR MEETING ON APRIL 12, 2022 SUMMARY DESCRIPTION: An application for a Conditional Use Permit for a school expansion in the Agriculture (A) and Limited Residential (R-2) zones, expanding from approximately 8 acres to 14 acres of land. Subject property is generally located at 1295 Alpine Ave in Chubbuck, Idaho. The application will be reviewed against criteria in section 18.28.020.C.5 of City Code. Type of Action: Decision. STAFF FINDINGS: After reviewing the application and related materials, staff finds that it likely meets the standards established by the City for a Conditional Use Permit (CUP). • Schools are conditionally permitted in all zoning districts, including Agriculture (A). • The Design Review Committee has reviewed the site plan against technical requirements of the city and requested revisions from the developer; the committee's recommendations are reflected in the site plan included with this report. The Committee reviewed only technical requirements and did not approve use since the use requires a conditional use permit. o The committee directly reviews and approves such details as parking, landscaping, access, utility services, and sanitation. The Land Use and Development Commission may approve other or more stringent conditions on the proposal. School traffic is the most noted concern for the existing school and the expansion. To mitigate the traffic conditions, staff recommends approval of the proposed use and site plan with the following conditions. These enhancements were discussed in a Traffic Impact Study of the project by a transportation engineer: o Require striping of right- and left -turn lanes from westbound Alpine Ave onto Philbin Rd; o Require striping of right- and left -turn lanes from eastbound and westbound Sawtooth St onto Philbin Rd; o Require widening of Philbin Rd within the ROW to add a southbound left -turn lane and northbound right -turn lane onto Alpine Ave; and o Recommend staggering school day start and end times to spread out the peak hour traffic. Connor Academy Expansion CUP FACTS BACKGROUND: Connor Academy was granted a Conditional Use Permit by the LUDC in 2014 and it opened its doors to students in the fall of 2015. The school is now to expand to serve middle school grades. A second building, east of the existing school, is proposed and would accommodate 300 students. TYPE OF COMMISSION ACTION: Quasi -Judicial (Subject to appeal; decisions must be supported by the evidence and by applying law to the facts; decisions shall be based on the criteria and standards for approval per section 18.28.020.C.5 of City Code). The Commission may approve with or without conditions, may table a decision, or may deny the application. Standards for Approving a CUP: The following standards are addressed by the applicant with the submittal (see Exhibit 2): 1. The proposed use is conditionally permitted in the subject zoning district and complies with all of the applicable provisions of city code unless modified through the conditional use permit process. 2. The proposed use is generally not in conflict with the goals, objectives, and policies of the adopted Comprehensive Plan. 3. The proposed use is compatible with other existing and permitted uses in the general vicinity. 4. The proposed use is harmonious in scale, mass, coverage, density, and intensity with all adjacent permitted land uses. 5. The proposed use would not place an undue burden on transportation, police, fire and EMS protection, water/sewer, schools, and other public facilities or agencies, in the vicinity. 6. The proposed use, if it complies with all conditions imposed, will not adversely affect other properties or the environment in the vicinity to a materially greater extent than would uses permitted outright by this Code. 18.28.020.C6. Conditions for Approval: To make affirmative findings relating to the standards established in section 18.28.020.C.5, the Commission may condition approval of the permit on compliance, including but not limited to, the following: Conformity to approved plans and specifications. The Comprehensive Plan Future Land policy designates the area as Mixed Use, which is supported by all residential zoning districts as well as the Limited Commercial (C-7) zone. Schools are conditionally permitted in each of these zones, as well as Agriculture (A). Comprehensive Plan policies regarding schools encourage sidewalks on all streets, including Philbin Rd. Alpine Ave will be part of the project and sidewalks will be a requirement. 2. Provision of open spaces, pathways, buffer strips, walls, fences, landscaping, and lighting. The site design includes sidewalks, onsite paths/walkways, lighting, and landscaping. Minimizing adverse impact on other development. The school location acts as a buffer between residential properties and residential zones north and east, and industrial property to the west and Interstate 86 to the south. However, traffic generated by the school is the most noted concern for some neighbors and for daily travelers on Philbin Rd. A traffic study conducted for the school proposal encountered the worst delays in the morning rush hour; southbound left turns from Philbin to Alpine and westbound left turns from Alpine to Philbin had the longest delay times both now and in the future. The current and projected traffic volumes and movements still do not warrant installing a signal. Some of the enhancements discussed in the Traffic Impact Study: Striping right- and left -turn lanes on both Alpine Ave and Sawtooth St at Philbin Rd Widening Philbin Rd within the ROW to add turn lanes at Alpine Ave Staggering start and release times to spread out the peak hour traffic CHUBBUCK 1 0 R H 0 290 E Linden Avenue, Chubbuck, ID 83202 208.237.2430 — Fax 208.237.2409 www.CityofChubbuck.us Connor Academy Expansion CUP The subdivision to the east, Academy Acres, will share in the cost of Alpine Ave between Philbin Rd and connections to the east. Providing a new street connection to the school, and a connection for areas east to reach Philbin Rd, will alter traffic patterns at the school site. This is true whenever new connections are made and travel options are added — traffic patterns will shift. 4. Controlling the sequence and timing of development. The project site is essentially on a dead-end road. The sequence and timing should not disrupt traffic or utility service provision, but will need to accommodate the morning rush hour at the school. 5. Assuring that development is maintained properly. The existing school grounds and building are in a state of good repair. There is no concern that won't continue in the future. 6. Designating the provision of on-site or off-site public facilities or services. There are no outstanding issues. Right-of-way will be dedicated in the platting process for the eastern parcel and Alpine Ave construction will include extension of utilities. 7. Requiring more restrictive standards than those generally required by the Code. The development is adhering to higher and more restrictive standards than are normal requirements for the A zone. 8. Requiring the mitigation of effects of the proposed development upon service delivery to the property by any political subdivision, including school districts. No comments have been received from utilities, the school district, or other political subdivisions. STAFF RECOMMENDATION Based on the Standards for Approving a CUP, and Conditions for Approval above, staff recommends approval of the proposed use and site plan with the following conditions to mitigate traffic concerns. These enhancements were discussed in a Traffic Impact Study of the project by a transportation engineer: 1. Require striping of right- and left -turn lanes from westbound Alpine Ave onto Philbin Rd; 2. Require striping of right- and left -turn lanes from eastbound and westbound Sawtooth St onto Philbin Rd; 3. Require widening of Philbin Rd within the ROW to add a southbound left -turn lane and northbound right -turn lane onto Alpine Ave; and 4. Recommend staggering school day start and end times to spread out the peak hour traffic. The project will be located adjacent to the existing school and will provide much-needed classroom space for the area. Project Request and Summary We are requesting the approval of a CUP for a new charter middle school. The new school will be an expansion of the current Academy and provide a new separate middle school facility for their programs. The new building will focus on grades 6-8 and shift them out of the current facility. This will allow the Academy to increase their enrollment of grades 1-5 in the existing building. The new school will be located directly east of the existing school on an approximately 7 -acre parcel that the Academy owns. The parcel zoning is Agriculture/R-2. We are not requesting a rezone but a CUP. This would be similar to the previous approval issued for the existing school. The Future Land Use Map labels this area as a Mix -use zone and school facilities are allowed in this designation. The new facility will be approximately 32,000 sqft in size and be of wood construction. The project will include 10 standard classrooms, 4 specialty classrooms (Art, Fitness, Science, Special Education), a Media Center, Cafeteria, Administration suite, and associated back of house spaces. The school's planned enrollment is 300 students. The project will include site improvement immediately adjacent to the school. This will include a new student drop-off, facility parking, service area, fire access sidewalks, patio spaces, connecting sidewalk, and immediate landscaping. The Academy's long-term plans would include a green -up of the rest of the site. The design of the new facility is intended to provide a campus feeling as the charter expands its campus with this new building. The schools' exterior materials are similar to the existing school. The colors on the new school will be complementary to the existing building. The school's height will be similar to the existing school as well, Connor Academy Expansion CUP Exhibit 2: Application Materials Standards for Approving 1. How will the proposed use comply with all applicable provisions of the city code, unless modified through the CUP process? a. The project will comply with city code other than being a non -conforming use in an Agriculture/R-2 zone. 2. How is the proposed use in conformance with the goals, objectives, and policies of the adopted Comprehensive Plan? a. Chapter 4 — Land Use i. The proposed use is in a "Mix -Use" future land use designation. in the city's adopted Comprehensive plan, schools are listed as an allowed use. ii. Objective 5.2 1. Encourage a mix of compatible uses in new neighborhoods and redevelopment areas. 2. Middle schools and schools, in general, are ideals neighbors to local neighborhoods. Their operating hours coincide with business hours and have limited after-hours events. They provide green space for neighborhoods during after business hours and on the weeks. A school can act as a community center for the surrounding neighborhood. b. Chapter 13 — Schools i. Objective 1.2 1. Create opportunities for children to safely walk to school 2. The expansion of this school coincides with several residential developments being built on the surrounding properties. This provides the potential for students to walk to the new middle school. ii. Objective 2.2 1. Create schools that are safe and accessible to students with a minimal need for school -operated busing, and that are compatible with and complementary to their neighborhoods. Polices B, D 2. Policy B: The proposed use will be located on a collector street that is will be constructed soon. 3. Policy D: The proposed use will provide sidewalk connections along the new street and neighborhood. iii. Objective 3.1 1. Approve requests for the expansion of existing private schools and development of new private schools, contingent on compliance with zoning and land -use regulations 2. The requested use is the expansion of a current charter school within the City of Chubbuck. 3. How is the use compatible with other existing or permitted uses in the general vicinity? Have changes been made to the proposal to enhance compatibility? Connor Academy Expansion CUP Exhibit 2: Application Materials a. This project is compatible with the surrounding uses. The project is an extension of a previously approved use for Connor Academy. The project seeks to create a campus feeling between the two schools. The project helps provide a local schooling option to the existing and soon -to -be -built neighborhoods surrounding the project site. This proximity allows for the potential for students to walk to school. The building has been pulled back from the street to help provide a buffer from the neighborhood. The proximity of the project also provides for additional green space in the neighborhood. 4. How is the proposed use harmonious in scale, mass, coverage, density, and intensity with all adjacent permitted land uses? a. The proposed project will be similar to the existing school in several aspects. The intent is for the property to have a cohesive campus feeling. The new school will use similar materials and complementary colors to help tie the schools together. To help break down the size of the new building, the new school places several of the large rooms in a one-story component. The project uses a projection to help give the facade depth and avoid the large boxy look of the existing school. The new building is under the 35'-0" height limitation associated with the zoning. This height can match the surrounding neighborhoods as two-story homes can be between 25'-35' in height. The school's footprint has been sized to reduce its impact on the site. 5. Are there any elements of the proposed use which could create undue burdens on transportation, police, fire, EMS protection, water/sewer, schools, or other public agencies or facilities in the vicinity? If so, how are the impacts being mitigated? a. The project is undertaking a Traffic Impact Analysis and will review the conditions set forth to mitigate any issues caused by the school. The project will help increase education capacity in Chubbuck and Pocatello by providing additional classroom spaces. There are no other burdens known at this time. 6. Are there any elements of the proposed use which could adversely affect other properties or the environment in the vicinity? If so, how are the impacts being mitigated? a. The traffic impacts are currently being reviewed as addressed in item 5. There are no other adverse elements are known at this time. We're excited to open this school in the fall of 2023 for the residents of Chubbuck. Please let us know if you have any questions or concerns. Purpose Chubbuck - The Academy Traffic Impact Study This study addresses the traffic impacts associated with the proposed The Academy development located in Chubbuck, Idaho. The proposed project is located on the east side of Philbin Road, just north of Interstate -86. Figure 1 shows a vicinity map of the proposed development. The purpose of this traffic impact study is to analyze traffic operations at key intersections for existing (2022) and future (2027) conditions with and without the proposed project and to recommend mitigation measures as needed. Figure 1: Vicinity map showing the project location in Chubbuck, Idaho Chubbuck - The Academy Traffic Impact Study B. Scope The study area was defined based on conversations with the development team. This study was scoped to evaluate the traffic operational performance impacts of the project on the following intersections: • Philbin Road / Chubbock Road • Sawtooth Street / Philbin Road • Alpine Avenue (School Access) / Philbin Road C. Analysis Methodology Level of service (LOS) is a term that describes the operating performance of an intersection or roadway. LOS is measured quantitatively and reported on a scale from A to F, with A representing the best performance and F the worst. Table 1 provides a brief description of each LOS letter designation and an accompanying average delay per vehicle for both signalized and unsignalized intersections. The Highway Capacity Manual (HCM), 6th Edition, 2016 methodology was used in this study to remain consistent with "state -of -the -practice" professional standards. This methodology has different quantitative evaluations for signalized and unsignalized intersections. For signalized, roundabout, and all -way stop -controlled (AWSC) intersections, the LOS is provided for the overall intersection (weighted average of all approach delays). For all other unsignalized intersections, LOS is reported based on the worst movement. Using Synch ro/SimTraffic software, which follow the HCM methodology, the peak hour LOS was computed for each study intersection. Multiple runs of SimTraffic were used to provide a statistical evaluation of the interaction between the intersections. The detailed LOS reports are provided in Appendix B. Hales Engineering also calculated the 95th percentile queue lengths for the study intersections using SimTraffic. The detailed queue length reports are provided in Appendix D. D. Level of Service Standards For the purposes of this study, a minimum acceptable intersection performance for each of the study intersections was set at LOS D. If levels of service E or F conditions exist, an explanation and/or mitigation measures will be presented. These standards are provided by the 2040 Bannock Transportation Planning Organization (BTPO) Metropolitan Transportation Plan (2019) and are consistent with national HCM standards. 2 Table 1: Level of Service Description Free Flow / Insignificant Delay Stable Operations / Minimum Delays Stable Operations / Acceptable Delays Approaching Unstable Flows / Tolerable Delays Unstable Operations / Significant Delays Forced Flows / Unpredictable Flows / Excessive Delays Chubbuck - The Academy Traffic Impact Study < 10 i<_ 10 >10to20 i >10to15 > 20 to 35 1 > 15 to 25 > 35 to 55 i > 25 to 35 > 55 to 80 1 > 35 to 50 > 80 > 50 3 Chubbuck - The Academy II. EXISTING (2022) BACKGROUND CONDITIONS A. Purpose Traffic Impact Study The purpose of the background analysis is to study the intersections and roadways during the peak travel periods of the day with background traffic and geometric conditions. Through this analysis, background traffic operational deficiencies can be identified, and potential mitigation measures recommended. This analysis provides a baseline condition that may be compared to the build conditions to identify the impacts of the development. B. Roadway System The primary roadways that will provide access to the project site are described below: Philbin Road — is a city -maintained roadway which is classified by the 2040 BTPO Metropolitan Transportation Plan (2019) as a "minor arterial." The roadway has one travel lane in each direction. The posted speed limit is 35 mph in the study area. There are plans to construct a roundabout at the Philbin Road / Chubbuck Road intersection within the next year. This background improvement was assumed for the entire study. C. Crash Data A three-year crash report (2018-2020) was provided for each of the study intersections. Crash data were collected from the Local Highway Technical Assistance Council's website. Crashes were broken down by severity and are shown in Table 2. As shown, a total of 3 minor crashes have occurred at the study intersections. No safety mitigations are recommended. Traffic Volumes Weekday morning (7:00 to 9:00 a.m.) and afternoon (2:00 to 4:00 p.m.) peak period traffic counts were performed at the following intersections: • Philbin Road / Chubbock Road • Sawtooth Street / Philbin Road • Alpine Avenue (School Access) / Philbin Road The counts were performed on Wednesday, October 27, 2021 and Tuesday, March 8, 2022. The morning peak hour was determined to be between 7:30 and 8:30 a.m., and the afternoon peak hour was determined to be between 2:30 and 3:30 p.m. The morning peak hour volumes were approximately 45% higher than the afternoon peak hour volumes. Therefore, the morning peak hour volumes were used in the analysis to represent the worst-case conditions. Detailed count data are included in Appendix A. Hales Engineering evaluated the need to adjust due to seasonal changes in traffic volumes. Monthly traffic volume data were obtained from a nearby automatic traffic recorder (ATR) on Chubbock Road (ATR #249). In recent years, traffic volumes in October have been equal to approximately 101 %, and March 96.9%, of average traffic volumes. Adjustments were made to the observed March traffic volumes to adjust for these seasonal patterns. The traffic counts were collected during the COVID-19 pandemic when traffic volumes may have been slightly reduced due to social distancing measures. According to ATR #249, traffic volumes in October 2019 (pre -social distancing) were lower than those in October 2021. Therefore, no adjustment was made for the COVID-19 pandemic. Additionally, with the construction of the roundabout at Philbin Road / Chubbuck Road, Sawtooth Street is planned to connect to the housing development to the east. Some additional traffic was assumed to use this connection. Figure 2 shows the existing morning peak hour volumes as well as intersection geometry at the study intersections. E. Level of Service Analysis Hales Engineering determined that the intersection of Alpine Avenue (School Access) / Philbin Road is currently operating at a poor level of service during the morning peak hour, as shown in Table 3. F. Queuing Analysis Hales Engineering calculated the 95th percentile queue lengths for each of the study intersections. Significant 95th percentile queue lengths were observed at the Alpine Avenue (School Access) / Philbin Road intersection of approximately 200 feet on the southbound approach and 250 feet on the westbound approach during the morning peak hour. 11 ID Chubbuck The Academy TIS Morning Peak Hour Hales Engineering 801.766.4343 1220 North 500 West Ste 202, Lehi, UT, 84043 03/22/2022 Chubbuck - The Academy Traffic Impact Study Table 3: Existing (2022) Background Morning Peak Hour LOS intersection Level of Service Philbin Road / Chubbock Road RDBT - 6.8 iA WB/EB Sawtooth Street / Philbin RoadStop WBL 16.1 c Alpine Avenue (School Access) / Philbin Road WB Stop WBL >50i f G. Mitigation Measures The City of Chubbuck could consider widening Philbin Road at the Alpine Avenue intersection to incorporate a designated northbound right -turn lane and southbound left -turn lane. To improve safety, delays, and queuing, a mitigation measure was analyzed with a southbound left -turn lane and a northbound right -turn lane at the Alpine Avenue / Philbin Road intersection, and the LOS results shown in Table 4. Westbound left -turn movements are still anticipated to operate at a poor level of service but southbound left -turn queues are anticipated to reduce to 75 feet and westbound left -turn queues are anticipated to reduce to 125 feet. These results serve as a baseline condition for the impact analysis of the proposed development during existing (2022) conditions. Peak hour signal warrants are listed in the Federal Highway Administration (FHWA) Manual on Uniform Traffic Control Devices (MUTCD). Since Alpine Avenue is wide enough to accommodate left- and right- turn storage, right turns were not included in the minor street volume. With only 48 observed morning peak hour left turns, this intersection does not meet peak hour warrants for a traffic signal. The minimum threshold to warrant a signal based on peak hour warrants is 100 vehicles per hour. The peak hour warrants are shown in Figure 3. PROJECT CONDITIONS A. Purpose Chubbuck - The Academy Traffic Impact Study The project conditions discussion explains the type and intensity of development. This provides the basis for trip generation, distribution, and assignment of project trips to the surrounding study intersections defined in Chapter I. B. Project Description The Academy development is located on the east side of Philbin Road, just north of Interstate - 86. The development will consist of an extension to the existing school adding on a separate 6th - 8th grade building. At the opening of the new building, student enrollment is anticipated to increase by 225 students. By 2027, full capacity of 840 students is anticipated to be reached. A concept plan for the proposed development is provided in Appendix C. The anticipated number of students for each study year is shown in Table 5. Table 5: Student Enrollment by Analysis Year 540 Students ---------------------------------------- 765 Students ---------------------------------------- 840 Students ---------------------------------------- C. Trip Generation Trip generation for the full student capacity of the development was calculated using current trip generation for the existing school enrollment. Hales Engineering calculated a morning peak hour trip generation rate of 0.69 trips per student and an afternoon peak hour trip generation rate of 0.67 trips per student. Trip generation for the proposed project is included in Table 6. The total trip generation for the development is as follows: • Morning Peak Hour Trips: 580 • Afternoon Peak Hour Trips: 563 The anticipated additional trip generation at the opening of the new building is as follows: • Morning Peak Hour Trips: 155 • Afternoon Peak Hour Trips: 151 The anticipated additional trip generation at full capacity is as follows: • Morning Peak Hour Trips: 207 • Afternoon Peak Hour Trips: 201 The Academy Traffic Impact Study Table 6: Trip Generation _ AM Peak Hour Total % In % Out In Out Total Public Charter School (K•8) 840 : Students ' f 580 580 5511.6 45% ' 319 319 261 261 500 580 Public Charter School (K-8) 840 Students 563 45% 55% 253 310 563 563M 253 310 563 There are land uses in the Institute of Transportation Engineers (ITE), Trip Generation, 11th Edition, 2021 specific to Charter Elementary School (536) and Charter School K-12 (538), but there is minimal data available for each land use. It was determined that since the school is the only one using Alpine Avenue, the trip generation calculated from the collected counts would be more accurate than the data presented in the trip generation manual. ITE land use 536 has a morning peak hour rate of 1.04 trips per student and an afternoon peak hour rate of 0.72 trips per student. ITE land use 538 has a morning peak hour rate of 0.83 trips per student ITE land use 538 has a morning peak hour rate of 0.73 trips per student. D. Trip Distribution and Assignment Project traffic is assigned to the roadway network based on the type of trip and the proximity of project access points to major streets, high population densities, and regional trip attractions. Existing travel patterns observed during data collection also provide helpful guidance to establishing these distribution percentages, especially near the site. The resulting distribution of project generated trips during the morning peak hour is shown in Table 7. Table 7: Trip Distribution 15% 40% 35% 10% These trip distribution assumptions were used to assign the morning peak hour generated traffic at the study intersections to create trip assignment for the proposed development. Trip assignment for the development in 2022 is shown in Figure 4 and 2027 is shown in Figure 5. 10 ID Chubbuck The Academy TIS Morning Peak Hour Hales Engineering 801.766.4343 1220 North 500 West Ste 202, Lehi, UT, 84043 03/22/2022 0 -Mi L) i Chubbuck - The Academy Traffic Impact Study E. Access The proposed access for the site will be gained at the following locations (see also concept plan in Appendix C): Alpine Avenue: The middle school accesses will be located approximately 700 and 1,100 feet east of the Alpine Avenue / Philbin Road intersection. They will access the project on the south side of Alpine Avenue. It is anticipated that the accesses will be stop -controlled. F. On -Site Queuing Analysis There are two pick-up / drop-off zones along the school. One for the existing building (future elementary grades) and one for the new middle school building. The main entrance to the new middle school building is anticipated to have approximately 425 feet in front of the school for picking up and dropping off. The on-site circulation and queuing analyses were completed in VISSIM to closely represent the on-site out -loading conditions. Multiple runs were used to provide a statistical evaluation of the site circulation operations. This assumed an enrollment of 300 students and that all middle school students are dismissed at the same time. The afternoon peak hour was analyzed since it has been observed at many charter schools that picking up students takes longer than dropping them off. The 95th percentile maximum queue length during the afternoon peak hour was found to be approximately 125 linear feet beyond the drop-off area. Based on this analysis, Hales Engineering recommends that queuing lanes with a total linear queue storage length of at least this amount be implemented into the property to ensure proper circulation and avoid backing into the roadways adjacent to the property. Existing plans indicate that there will be approximately 50 linear feet of storage before existing to Alpine Avenue. Hales Engineering recommends that staff have a plan to direct cars to the parking lot if the queue begins to overflow on to Alpine Avenue. Staggered start/release times for individual grades could also reduce queuing. 13 Chubbuck - The Academy IV. EXISTING (2022) PLUS PROJECT CONDITIONS A. Purpose Traffic Impact Study The purpose of the existing (2022) plus project analysis is to study the intersections and roadways during the peak travel periods of the day for existing background traffic and geometric conditions plus the net trips generated by the proposed development. This scenario provides valuable insight into the potential impacts of the proposed project on background traffic conditions. B. Traffic Volumes Hales Engineering added the project trips discussed in Chapter III to the existing (2022) background traffic volumes to predict turning movement volumes for existing (2022) plus project conditions. Existing (2022) plus project morning peak hour turning movement volumes are shown in Figure 6. C. Level of Service Analysis Hales Engineering determined that the Alpine Avenue / Philbin Road intersection is anticipated to continue operating at a poor level of service during the morning peak hour with project traffic added, as shown in Table 8. Mitigation Measures With only 76 westbound left -turn movements, the Alpine Avenue / Philbin Road intersection is still anticipated to not meet peak hour signal warrants. As shown in Figure 4, the minimum number of vehicles in the peak hour to warrant a traffic signal is 100 vehicles per hour. Another possible mitigation measure is to provide a center turn lane for cars to turn into on Philbin Road south of Alpine Avenue. A full acceleration lane is likely not feasible with the proximity of the overpass to the south and grading issues on the side of the road. This would greatly reduce delay and queuing for left turns on the westbound approach of the Alpine Avenue / Philbin Road intersection, as shown in Table 9. Westbound queues are anticipated to be reduced to 150 feet. Table 9: Existing (2022) Plus Project Morning Peak Hour LOS (Mitigated) Philbin Road / Chubbock Road RDBT - 7.5 i I A Sawtooth Street / Philbin Road WB/EB WBL 26.2 d Stop Alpine Avenue (School Access) / Philbin Road I WB Stop I WBL 37.4 e A single -lane roundabout was analyzed at the Alpine Avenue / Philbin Road intersection, but it created significant queues and delays on the southbound approach during the morning peak hour. Other possible mitigations that can be implemented by the City or by The Academy include: • Flag the intersection during school start and release times to allow left -turn egress movement more opportunities to safely enter the intersection • Stagger elementary and middle school start and release times to spread the peak hour traffic. 16 Chubbuck - The Academy Traffic Impact Study V. FUTURE (2027) BACKGROUND CONDITIONS A. Purpose The purpose of the future (2027) background analysis is to study the intersections and roadways during the peak travel periods of the day for future background traffic and geometric conditions. Through this analysis, future background traffic operational deficiencies can be identified, and potential mitigation measures recommended. B. Roadway Network There are corridor and intersection improvements listed in the Pocatello/Chubbuck Urbanized Area Metropolitan Transportation Plan for Philbin Road and the Philbin Road / Chubbock Road intersection before 2040. None of these changes were assumed to be made to the roadway network for the future (2027) analysis. C. Traffic Volumes Hales Engineering calculated future (2027) forecasted volumes from a five-year historical AADT growth rate of 1.55% from ATR #249 on Chubbock Road. Additionally, the BTPO provided a growth rate of 0.8% for the south leg of the Philbin Road / Chubbuck Road intersection. To be conservative, a 2% growth rate was used to forecast the future (2027) traffic volumes. Based on comments from the city, it was assumed that Alpine Avenue would be connected to the east, which would allow access to Hawthorne Road. It was assumed that this would draw some school traffic to the east. However, it would also connect the existing and proposed eastern neighborhoods to Philbin Road. It was assumed that both of these changes would offset each other, and no changes were made to the traffic volumes beyond the growth rate due to these roadway network improvements. Future (2027) morning peak hour turning movement volumes are shown in Figure 7 D. Level of Service Analysis Hales Engineering determined that the Alpine Avenue / Philbin Road intersection continues to operate at a poor level of service during the morning peak hour in future (2027) background conditions, as shown in Table 10. E. Queuing Analysis Hales Engineering calculated the 95th percentile queue lengths for each of the study intersections. Significant 95th percentile queues of 225 feet are anticipated during the morning peak hour on the westbound approach of the Alpine Avenue / Sawtooth Street intersection. 17 jo p a., WK E 1 Chubbuck - The Academy Traffic Impact Study Table 10: Future (2027) Background Morning Peak Hour LOS Description Control Movement' Aver. Future (2027) plus project morning peak hour turning movement volumes are shown in Figure 8. C. Level of Service Analysis Hales Engineering determined that the Alpine Avenue / Philbin Road intersection is anticipated to continue operating at a poor level of service during the morning peak hour in future (2027) plus project conditions, as shown in Table 12. Additionally, the Sawtooth Street / Philbin Road intersection is also anticipated to begin operating poorly. Queuing Analysis Hales Engineering calculated the 951" percentile queue lengths for each of the study intersections. Significant 95`" percentile queue lengths of 375 feet are anticipated for the westbound left -turn movements at the Alpine Avenue / Philbin Road intersection during the morning peak hour. 20 ID Chubbuck The Academy TIS Morning Peak Hour Hales Engineering 801.766.4343 1220 North 500 West Ste 202, Lehi, UT, 84043 03/22/2022 Chubbuck - The Academy Traffic Impact Study E. Mitigation Measures Queuing begins forming on the southbound left -turn lane, which blocks westbound left turns. These delays and queues are only anticipated for a short time as school is starting and letting out. This intersection is still not anticipated to meet peak hour signal warrants with only 92 westbound left turns although it is approaching the minimum threshold of 100 vehicles on the minor street during the peak hour. There are no further recommendations for the Alpine Avenue / Philbin Road intersection other than those listed in Chapter IV, regarding staggered start/release times and flagging the intersection. At the Sawtooth Street / Philbin Road intersection, Hales Engineering recommends installing a northbound right -turn lane and separate right- and left -turn egress movements from the westbound approach. Based on analysis, this is anticipated to minimally improve westbound left - turn operation but does allow right -turn movements to escape the queue. A further mitigation that could be considered is to widen Philbin Road to a three -lane cross- section. This would allow for better operation and safety of left -turn ingress and egress movements along the corridor. A mitigated scenario analyzed these recommended improvements, and the LOS results are shown in Table 13.
