Purpose Chubbuck - Brookstone Estates Traffic Impact Study This study addresses the traffic impacts associated with the proposed Brookstone Estates development located in Chubbuck, Idaho. The proposed project is located north of Chubbuck Road near Lamar Street. Figure 1 shows a vicinity map of the proposed development. The purpose of this traffic impact study is to analyze traffic operations at key intersections for existing (2022) conditions with and without the proposed project and to recommend mitigation measures as needed. Figure 1: Vicinity map showing the project location in Chubbuck, Idaho Chubbuck - Brookstone Estates Traffic Impact Study B. Scope The study area was defined based on conversations with the development team. This study was scoped to evaluate the traffic operational performance impacts of the project on the following intersections: • Chubbuck Road / Rio Vista Road • Lamar Street / Chubbuck Road • Brookstone Street / Angela Street • Philbin Road / Chubbuck Road • Angela Street / Philbin Road C. Analysis Methodology Level of service (LOS) is a term that describes the operating performance of an intersection or roadway. LOS is measured quantitatively and reported on a scale from A to F, with A representing the best performance and F the worst. Table 2 provides a brief description of each LOS letter designation and an accompanying average delay per vehicle for both signalized and unsignalized intersections. The Highway Capacity Manual (HCM), 71" Edition, 2022 methodology was used in this study to remain consistent with "state -of -the -practice" professional standards. This methodology has different quantitative evaluations for signalized and unsignalized intersections. For signalized, roundabout, and all -way stop -controlled (AWSC) intersections, the LOS is provided for the overall intersection (weighted average of all approach delays). For all other unsignalized intersections, LOS is reported based on the worst movement. Using Synch ro/SimTraffic software, which follow the HCM methodology, the peak hour LOS was computed for each study intersection. Multiple runs of SimTraffic were used to provide a statistical evaluation of the interaction between the intersections. The detailed LOS reports are provided in Appendix C. Hales Engineering also calculated the 951" percentile queue lengths for the study intersections using SimTraffic. The detailed queue length reports are provided in Appendix D. To determine street segment level of service, the Bannock Transportation Planning Organization (BTPO) guidelines were used. The Maximum Peak Hour Volumes and Daily Capacities are shown in Table 1. D. Level of Service Standards For the purposes of this study, a minimum acceptable intersection performance for each of the study intersections was set at LOS D. If levels of service E or F conditions exist, an explanation and/or mitigation measures will be presented. A LOS D threshold is consistent with "state -of -the - practice" traffic engineering principles for urbanized areas. 2 Chubbuck - Brookstone Estates Table 1: Maximum Peak Hour Volumes and Daily Capacities Traffic Impact Study Classification LOS A LOS B LOS C LOS D LOS E Arterial (Limited Access) 570 600 760 850 850 Arterial (No left turn lane) 410 470 540 610 680 Arterial (Left turn lane) 500 560 6S0 730 810 Collector 270 340 410 470 540 Local N/A N/A N/A N/A N/A The values are vehicles per hour per lane. EXISTING (2022) BACKGROUND CONDITIONS A. Purpose Traffic Impact Study The purpose of the background analysis is to study the intersections and roadways during the peak travel periods of the day with background traffic and geometric conditions. Through this analysis, background traffic operational deficiencies can be identified, and potential mitigation measures recommended. This analysis provides a baseline condition that may be compared to the build conditions to identify the impacts of the development. B. Roadway System The primary roadways that will provide access to the project site are described below: Chubbuck Road & Philbin Road — are city -maintained roadways which is classified by the BTPO 2040 Metropolitan Transportation Plan (2019) as minor arterials. The roadways have one travel lane in each direction. The posted speed limit is 35 mph on both roads in the study area. There are plans to construct a roundabout at the Philbin Road / Chubbuck Road intersection within the next year. This background improvement was assumed for the entire study. C. Crash Data A three-year crash report (2019-2022) was provided for the study area. Crash data were collected from the Idaho Transportation Department's (ITD) crash data and statistics website. Crashes were broken down by severity and are shown in Table 2. As shown, a total of 3 minor crashes have occurred at the study intersections. No safety mitigations are recommended. Traffic Volumes Chubbuck - Brookstone Estates Traffic Impact Study Weekday morning (7:00 to 9:00 a.m.) and evening (4:00 to 6:00 p.m.) peak period traffic counts were performed at the following intersections: • Chubbuck Road / Rio Vista Road • Lamar Street / Chubbuck Road • Brookstone Street / Angela Street • Philbin Road / Chubbuck Road • Angela Street / Philbin Road The counts were performed on Tuesday, March 8, 2022. The morning peak hour was determined to be between 7:30 and 8:30 a.m., and the evening peak hour was determined to be between 5:00 and 6:00 p.m. The morning and evening peak hour volumes were used in the analysis to represent the worst-case conditions. Detailed count data are included in Appendix B. Hales Engineering made seasonal adjustments to the observed traffic volumes. Monthly traffic volume data were obtained from a nearby UDOT automatic traffic recorder (ATR) on Chubbuck Road (ATR #249). In recent years, traffic volumes in March have been equal to approximately 97% of average traffic volumes. The observed traffic volumes were increased accordingly to determine average turning movement counts at the study intersections. The traffic counts were collected during the COVID-19 pandemic when traffic volumes may have been slightly reduced. According to ATR #249, the traffic volumes in February 2019 (pre -social distancing) were approximately equal to those in February 2022. Therefore, the collected data appear to represent normal conditions and no adjustments were necessary. Average Annual Weekday traffic volumes were obtained from the BTPO website. The 2021 counts provided the following data in the study area: • Chubbuck Road, east of Philbin Road 6,981 vehicles/day • Chubbuck Road, west of Philbin Road 3,053 vehicles/day • Philbin Road, south of Chubbuck Road 6,896 vehicles/day • Philbin Road, north of Chubbuck Road 3,445 vehicles/day • Chubbuck Road, at Rio Vista Road 2,606 vehicles/day • Rio Vista Road, north of Chubbuck Road 2,110 vehicles/day • Rio Vista Road, south of Chubbuck Road 2,255 vehicles/day Daily volumes on Angela Street and Lamar Street were estimated using the turning movement counts and adjacent daily traffic volumes. Angela Street has approximately 510 vehicles per day and Lamar Street has approximately 280 vehicles per day. Figure 2 shows the existing morning and evening peak hour volumes as well as intersection geometry at the study intersections. Level of Service Analysis Chubbuck - Brookstone Estates Traffic Impact Study Hales Engineering determined that all study intersections are currently operating at acceptable levels of service during the morning and evening peak hour, as shown in Table 4. These results serve as a baseline condition for the impact analysis of the proposed development during existing (2022) conditions. It was also determined that all study roadway segments are currently operating at acceptable levels of service as shown in Figure 3. Purpose Chubbuck - Brookstone Estates Traffic Impact Study The project conditions discussion explains the type and intensity of development. This provides the basis for trip generation, distribution, and assignment of project trips to the surrounding study intersections defined in Chapter I. B. Project Description The proposed Brookstone Estates development is located north of Chubbuck Road near Lamar Street. The development will consist of 272 single-family homes. A concept plan for the proposed development is provided in Appendix A. C. Trip Generation Trip generation for the development was calculated using trip generation rates published by the Bannock Transportation Planning Organization. Trip generation for the proposed project is included in Table 5. The total trip generation for the development is as follows: • Daily Trips: 3,264 • Morning Peak Hour Trips: 272 • Evening Peak Hour Trips: 272 Table 5: Trip Generation 10 -M Total %In %Out In Out Total e-ekday Daily Single -Family Residential 'i Peak Hour 272 DU 3 264 50°,0 50% 1,632: 1,632 3 264 Single -Family Residential Peak Hour 272 DU 272 26% 74% 71 201 272 i Single -Family Residential 272 DU 272 63% 37% 171 101 272 10 Chubbuck - Brookstone Estates Traffic Impact Study D. Trip Distribution and Assignment Project traffic is assigned to the roadway network based on the type of trip and the proximity of project access points to major streets, high population densities, and regional trip attractions. Existing travel patterns observed during data collection also provide helpful guidance to establishing these distribution percentages, especially near the site. The resulting distribution of project generated trips during the morning and evening peak hour is shown in Table 6. Table 6: Trip Distribution 15% ---------------------------- 35% ---------------------------- 50% ---------------------------- These trip distribution assumptions were used to assign the morning and evening peak hour generated traffic at the study intersections to create trip assignment for the proposed development. Trip assignment for the development is shown in Figure 4. E. Access The proposed access for the site will be gained at the following locations: I amnr Otraat- • Lamar Street will be extended to the north into the project site from its current terminus. The roadway will provide access to the site via the Lamar Street / Chubbuck Road intersection. Angela Street: • Angela Street will be extended to the west into the project site from its current terminus. The roadway will provide access to the site via the Brookstone Street / Angela Street and Angela Street / Philbin Road intersections. It is anticipated that the intersections control will remain the same with the project. 11 Chubbuck Brookstone Estates TIA Morning Peak Hour Hales Engineering 801.766.4343 1220 North 500 West, Ste. 202 Lehi UT 84043 03/25/2022 Chubbuck Brookstone Estates TIA Evening Peak Hour Hales Engineering 801.766.4343 1220 North 500 West, Ste. 202 Lehi UT 84043 03/25/2022 Chubbuck - Brookstone Estates Traffic Impact Study F. Auxiliary Lanes Auxiliary lanes are deceleration (ingress) or acceleration (egress) turn lanes that provide for safe turning movements that have less impact on through traffic. These lanes are sometimes needed at accesses or roadway intersections if right- or left -turn volumes are high enough. Deceleration (ingress) lanes are generally needed when there are at least 50 right -turn vehicles or 25 left -turn vehicles in an hour. These guidelines were used for the City roadways in the study area. Based on these guidelines and the anticipated project traffic, it is recommended that the following deceleration (ingress) lanes be installed: • Lamar Street / Chubbuck Road: Westbound right -turn and eastbound left -turn • Angela Street / Philbin Road: Northbound left -turn Auxiliary lanes were not assumed as part of the study due to utility improvements and road widening that would be necessary. 14 Chubbuck - Brookstone Estates IV. EXISTING (2022) PLUS PROJECT CONDITIONS A. Purpose Traffic Impact Study The purpose of the existing (2022) plus project analysis is to study the intersections and roadways during the peak travel periods of the day for existing background traffic and geometric conditions plus the net trips generated by the proposed development. This scenario provides valuable insight into the potential impacts of the proposed project on background traffic conditions. B. Traffic Volumes Hales Engineering added the project trips discussed in Chapter III to the existing (2022) background traffic volumes to predict turning movement volumes for existing (2022) plus project conditions. Existing (2022) plus project morning and evening peak hour turning movement volumes are shown in Figure 5. Some traffic was shifted to use the new connections being made between Angela Street, Lamar Street, and Chubbuck Road. It was assumed that a yield control would be used on the north- and southbound approaches of Lamar Street / Angela Street to be consistent with other intersection control in the neighborhood. C. Level of Service Analysis Hales Engineering determined that all intersections are anticipated to operate at acceptable levels of service during the morning and evening peak hour with project traffic added, as shown in Table 7. It was also determined that all study roadway segments are currently operating at acceptable levels of service as shown in Figure 6. D. Queuing Analysis Hales Engineering calculated the 95th percentile queue lengths for each of the study intersections. No significant queueing is anticipated during the morning and evening peak hour. E. The subdivision proposal complies with the applicable provisions of this title. The current project as proposed meets the applicable provisions of this title. 2. The subdivision proposal complies in principle with all applicable City design standards and development regulations. The current project as proposed will follow the current city standards. 3. The subdivision proposal complies with all applicable zoning requirements of the underlying zoning district, applicable overlays, and other applicable development standards. The current project is a continuation of the Brookstone Estates Subdivision Masterplan within the city and will follow the same parameters and guidelines as the previous phases. 4. All public facilities including streets, sidewalks, curbs, gutters, water, sewer, fire protection, and sanitation services can be provided to the newly created lots and accommodate future extension to adjacent land. The use of a "control strip" intended to control or prevent the future extension of public facilities or development of adjacent land is prohibited. The proposed layout will continue the extension of Lamar Street that will feed the entire 55 -acre parcel through multiple phases and provide connectivity back into the Brookstone Estates Subdivision to the east. 5. If city public works determines that the proposed subdivision will result in significant traffic impacts then a "traffic impact study" will be required as part of the commission's review. A significant traffic impact is generally defined as occurring when: a. A Proposed development or redevelopment of a site will generate 100 or more new peak hour trips; or b. The added volume is equal to 1,000 vehicles per day. The proposed project will consist of 57 households. Assuming an overall national average of 12.0 trips per household per day (57.0 x 12.0 = 684.0), the 684.0 total trips per day will not generate enough peak hour trips or total trips to warrant a traffic impact study. 6. The proposal provides for a continuation of a connected transportation system unless topography or natural features prevents connection to abutting streets or property. As stated in item #4, the proposed layout will continue the extension of Lamar Street and will provide connectivity back into the Brookstone Estates Subdivision to the east. 7. The proposed subdivision provides for bicycle and pedestrian transportation routes and amenities in accordance with Bannock Transportation Planning Organization's adopted bicycle and pedestrian plans. The proposed subdivision will have sidewalks that will tie into previous phases of a neighborhood that has several areas where bike paths intersect to allow both bicycle and pedestrian traffic to circulate throughout the neighborhood with limited crossings at the streets. 8. Public utilities are provided to the newly created lots in public rights-of-way or in appropriately sized easements (Ord. 773, 2018) The proposed project will have a 15' public utility easement provided within the platted subdivision for public utilities to install their infrastructure to provide services to the new homes that will be built.
